사회복지사의 정치참여실태 및 영향요인에 관한 연구

Abstract

사회복지사들의 정치참여 의식이 변화하고 정치참여 활동이 학을 움트고 있는 현재, 사회복지사들의 정치참여를 주제로 하여 체계적·학문적인 접근을 시도한 연구는 부족하다. 본 연구는 한국의 사회복지사들의 정치참여활동 현황을 분석하여 현황을 짚어보고 차후 사회복지사들이 나아가야 할 정치참여의 활동내용과 방향을 제시해보고자 한다. 또한 정치참여에 영향을 미치는 개인적, 심리적 변수들의 탐색을 통해서 사회복지사의 정치참여에 영향을 미치는 요인은 무엇인지 알아보고자 한다. 이것을 통해 사회복지사의 정치참여를 증진시키기 위한 방안을 모색해 보고자 한다. 본 연구는 사회복지계가 정치적 영향력을 행사하는 집단으로 발돋움하기 위해서 무엇을 해야 하는지 사회복지현장과 교육영역에 실천적 함의를 줄 수 있을 것이다. 본 연구의 대상자는 2003년 9월, 사회복지정치참여 조사위원회에서 온라인 조사와 현장 조사 방법으로 1695명의 전국의 사회복지현장종사자들과 사회복지 전공학생들을 조사한 자료에서 본인의 연구의 주제에 맞는 사회복지현장종사자인 1229명을 추출하여 분석 대상으로 하였다. 조사결과 정치참여 실태를 살펴보면 2002년 대통령선거에서의 투표는 86.3%의 높은 참여율을 나타냈고, 가족·동료·친구와의 정치토론은 87.7%로서 가장 높은 참여를 보였다. 이메일·전화·편지등을 통한 정부 관료를 접촉경험은 33.4%였으며 집회나 시위의 참여 실태는 48.1%였다. 정치후보자를 위한 선거캠프에서의 선거운동은 응답자의 5.6%만이 참여한 경험이 있고 정치인후보자나 정당에 기부금기여 경험은 응답자의 9.1%가 있다고 응답했다. 한국의 사회복지사의 정치참여 형태의 특성을 미국과 비교해 보았을 때 집회나 시위에 참여경험이 높은 것으로 나타났다. 또한 정부관료 접촉, 선거운동, 재정적 기부는 미국사회복지사의 절반도 안 되는 경험을 가진 것을 알 수 있다. 추후 사회복지사들은 현재 가지고 있는 정치참여의 열정과 헌신을 정부관료 접촉, 선거캠프에서의 자원봉사, 재정적 기부와 같은 전문적이면서도 구체적인 형태의 정치참여로서 연결 지어 행동할 수 있어야 한다. 본 연구 결과에서는 사회복지사의 정치참여수준에 영향을 미치는 요인으로서 자원의 영역중에 연령, 지역, 성별, 개인월수입, 최종학력, 실천현장등 사회경제적 요인들이 의미있는 것으로 나타났다. 또한 모집 네트웍에 있어서 협회의 회원으로 소속된 것과 협회로부터 정치적 행동 제안을 받은 경험이 있는 것이 사회복지사의 정치참여에 영향을 미치는 강력한 요인으로 나타났다. 한국의 사회복지사에 있어서 정치 효능감이나 정치흥미가 정치참여에 영향을 미치는 강력한 변수임이 나타났다. 본 연구의 결과 정치효능성과 정치흥미, 협회의 소속과 정치적 행동 제안이 정치참여에 영향력 있는 변수인 것으로 보아 시민자발성모델은 한국의 사회복지사의 정치참여를 설명할 수 있는 것으로 보여진다. 이러한 결과는 사회복지사들의 정치참여를 활성화 하는데 있어서는 정치효능성 및 정치흥미를 길러주는 접근이 무었보다도 중요하게 요구된다는 것과 연결지을 수 있다. 또한 사회복지협회나 단체의 역할이 사회복지사들의 정치참여를 유도하고 결집시키기 위해서 중요하다는 것을 발견할 수 있었다. 이러한 결과를 통해 사회복지실천에의 제언은 다음과 같다. 첫째 사회복지사들의 정치효능성을 길러 주기 위해 사회복지교육영역이나 실천영역에서는 직접적인 경험이나 관찰을 통해 정치적 견해나 가치, 기술 등을 배울 수 있는 기회와 교육의 장이 마련되어야 할 것이다. 둘째, 사회복지 단체나 협회가 사회복지계의 정치세력화를 위한 구심점으로서의 역할이 더욱 강조된다. 일례로 미국의 NAS對에는 정치활동위원회가 하부조직으로 구성되어 있어 이 조직을 통해 국회의원을 접촉하고 사회복지계의 의사를 전달하는 등의 정치활동을 한다. 이것은 한국의 사회복지사들이 소속된 협회나 단체에 시사점을 던져 준다. ;Political participation consciousness of social worker is changed and politics participation activity is putting forth with a bud. Through the study results, we try to be going to grope for a plan to promote social worker's the political participation. This study may give practical meaning to the social welfare practice and educational scope about what we must do to become a political influence the group. The object of this study is 1229 people in choosing social welfare politics participation investigation committee data which its object is social welfare field employees and social welfare major students of 1695. The vote in a president election in 2002 was high participation rate of 86.3%, and the politics discussion with a family/a colleague/a friend showed the highest participation as 97.7%. The contact experience was 33.4% with compunction government bureaucrat with e-mail/a telephone/a letter back and the participation of a meeting or a demonstration was 48.1%. Only 5.6% of a respondent participated in an election camp for a politics contribution and 9.1% of a respondent were with donations contribution experience. A participation of Korean social worker appeared that a meeting or a demonstration is high when comparing the United States. Also, electioneers, and, government bureaucrat contact financial contributions is a half experience. Social Worker must have a action of professional and concrete type like financial contributions and government bureaucrat contact, an election camp with a passion and self-sacrifice of current politics participation. At this study, the influenced the factor of social worker's the political participation was age, sex a personal monthly income, the last scholarship, practice field among social economic factors as resources. Also, thing with the experience that received a political behavior proposal from an association and belonging an association's member was a strong factors to explain social worker's the political participation. The strong variable in explaining social worker's the political Participation was a politics efficacy, politics interest Political efficacy and politics interest a joining and a political behavior proposal of an association is a influenced factor. Through this result The Civic Volunteer Model is a theory to able to explain social worker's the political participation. Approach growing the political efficacy and politics interest is very important in activating politics participation. Role of a social welfare association or a group was important in order to induce politics participation and concentrate. Through these results. a suggestion for social welfare practice is like this. First to grow social worker's the political efficacy must be prepared in chance and educational field to be able to learn a political opinion or value, technology. Second Role of a social welfare group or an association is emphasized as home plate for the politics influence. NASW has a base organization of political activity committee. This organization contact a congressman and deliver a doctor of a social welfare total's opinion. This throws lesson in an association or a group belonging Korean social worker.
