在家老人의 生活實態와 老人福祉事業에 대한 硏究

Abstract

産業化하는 사회의 공통적인 문제인 노인문제는 한 개인이나 가정만이 解決하기 어려운 社會問題로 되어가고 있다. 따라서 이에대한 통합적인 해결방법이 老人自身, 家庭, 地域社會, 各 社會團體, 國家的인 立場에서 모색되어야 겠으며 그들을 위한 福祉對策이 수립되어야겠다. 노인을 위한 노인복지대책의 樹立은 그들의 생활실태와 慾求에 根據를 두고 세워져야 하며, 노인복지사업에 대한 그들의 意見이 反映된 것이라야 하는 바, 본 논문을 통하여 在家老人을 중심으로 그들의 생활실태 및 욕구, 현재 이용되고 있는 在家老人 福祉事業과 앞으로 행하여질 事業에 대한 노인의 의견을 알아보고자 하였다. 연구방법은 노인문제와 노인복지사업에 대한 관계문헌을 參考하였고, 質問紙에 의한 면접조사로 노인학교와 노인정 노인 242명을 對象으로 자료를 수집하였다. 調査의 분석결과 얻어진 結論은 다음과 같다. 1. 현재 수행되고 있는 노인복지사업에 대해서는 다음과 같은점이 改善되어야 하겠다. 즉 노인수용보호시설인 양로원은 요 보호수용 노인들의 수용이 가능하도록 그 수를 늘려야 하며 수용시설내의 收容狀態를 보다 개선하여야 한다. 노인정은 노인들의 실생활에 도움을 줄수있는 활동이 있도록 해야한다. 노인학교는 노인의 신체적 조건에 맞도록 시설을 개설하며 노인학교의 敎育內容과 敎育效果에 대하여 노인교육의 목적에 맞는가 새로운 검토와 조사가 있어야 한다. 2. 본 조사를 통하여 노인들의 생활실태와 욕구 또한 노인들이 원하는 복지사업은 서로 깊이 관계되어 있음을 알수있음으로 노인복지사업은 노인들의 욕구에 根據하여 실시되어야 하겠다. 조사결과에 따르면 노인의 생활실태와 욕구에 가장 副應하는 사업은 노인을 위한 의료사업과 생계보조사업 집단활동 사업등 이므로 이 사업에 대한 實施가 가장 우선적으로 있어야 하겠다. 3. 앞으로 있어야 될 노인복지사업에 대한 노인들의 반응을 볼때 노인들은 가족과 同居를 지속하는 상태하에서 노인복지사업의 수혜를 바라고 있음이 나타났다. 따라서 노인복지사업의 방향은 가족의 기능을 代理시켜주는 사업이 아니라 가족내의 노인의 扶養이 유지되도록 가족기능을 補完시켜주는 사업으로 발절시켜야 할 것이다. 4. 점차로 사회문제화 하는 노인문제의 해결을 위하여서는 사회사업가들의 관심과 문제해결 노력이 있어야 할 것이다. 사회사업 기관중에서 사회복지관은 그 기관의 自律性, 地域性, 福祉性, 多目的性 및 專門性으로 인하여 노인 문제를 다루는 최적의 기관이 될수 있기 때문에 사회복지관을 中心으로 하여 노인문계 해결을 위한 연구와 조사가 있어야 하겠고, 실제적인 Program을 계획하여야 하겠다.;In our industrialized society, the welfare of the elderly is becoming a common and concerning social problem individuals and families cannot solve alone. The comprehensive search for a solution should be considered by the elderly themselves, their families, their society and their nation. On the basis of living conditions and the desires of the elderly, the welfare of the elderly should be developed in accordance with their opinions. Therefore, in this paper, I'd like to consider the elderly's opinion of their living conditions and desires, the present welfare system for the elderly living at home, and also future activities. The research was conducted through distribution and collection of questionnaires from 242 elderly people from Old People's School and Old People's House. As a of the research the following things came out : First, the nursing homes should be increased in number and the old facilities should be improved. At the nursing home, their living allowance should be increased and the service should be improved through the increase in staff. More nursing homes must be established to accomodate enough old people, and furthermore, the programming should be considered more practically to truly create welfare centers for the elderly's rest and entertainment. At the elderly school, the facilities should be modified to the educational objectives and physical condition of the elderly, and the educational curriculum should be carefully investigated. Second, through this examination, we can notice that the elderly's living situations and their desires have much to do with the welfare project that the elderly want. According to the general responses, a major concern is the medical treatment and their economic dependence on their offspring. Since their original desires are for good health and economic security, actually what they want is the medical welfare and supplement of living allowances. The needs and desires of the elderly should thus shape welfare programs. Third, according to the elderly's desires to live with their families, the welfare project is not a substitute for the family, but a complementary support for the elderly. Fourth, the problem of the elderly, now becoming socialized, should be partly worked out through deep concern of the social workers. For the problem solving, more detailed investigation and a practical program should be implemented. Among the social work agencies, the social welfare center is one of the most appropriate agencies in terms of its independence, regionalism, welfare, multi-function, and professionalism, and so, desirable and idealistic programs should be planned and fulfilled by the social welfare center.
