수족절단자의 사회적응에 관한 조사 연구

Abstract

Some governmental reports show that recently the number of the physically disabled increases by geometrical rate due to the rise of traffic or industrical accidents. However the needed methods and systems of the protection for the disabled are not yet established. And they live unhappy life under the social prejudice and disadventage without enjoying their given basic right of Human dignity. This research, grasping the social, psychological, cultural and vocational aspects of their problems of rehabilitation, investigates their present situation and analyzes the contents proposing the necessity for a social security system and social welfare laws for the amputee, With this as basic theme, this paper includes the following content in four chapters. In chapter one, the purpose and significance of research, and available materials, contents, design and the limit of research are dealt with. In chapter two, the concept of disability and hangdicap, and development of rehabilitation concept, historical background of ideological change about the physically disabled people and rehabilitation process are discussed. In chapter three, the findings are analyzed according to psycho-social, cultural, physical, vocational and economical aspects and suggestions are presented. In chapter four, the problems with methods for solving are discussed. The direction of solving these problems is summarized in the following : A. Prevention of traffic and industrial accidents, gun and expolsive accidents and especially be-cause of the high rate of child accidents, safety precautions must be taught and learned at home. B. Injuries caused by earelessness must be reduced by public enlightenment ani safety educaticn. D. Suitable employment of amputee is necessary. D. Amputee must be provided with economical support for the repair of broken prosthesis. E. Appropriate methods to regularly check up on complicated amputees is necessary, F. New methods of proper training for the use of prosthesis and improvement in better appearance of prosthesis are necessary. G. An appropriate system of industrial compensation, and improvement of labor environment are necessary. H. Immediate needs are in helping the amputee find enployment in the proper field of occupation and correction of discrimination in the employment condition. I. As most amputees are making a poor living, a system for their economical rehabilitation is necessary. J. Giving full understanding about the amputation before amputating and continued psychological support of the amputee are necessary. K. Psychological rehabilitation for the utilization of their man power resources and for participation in community activities are necessary. L. Public understanding and elemination or reducing social prejudice against amputee are urgent. M. Support through Mass connunication for the amputees' participation in real life is important. An adequate set of loss must be passed in order to help toward solving the problems of the amputee as stated in this paper. Today, care and support for the amputee are in very poor condition without the support of legal system, so social welfare law for the amputee must be legislated promptly.;대중교통수단의 발달로 잦은 교통사고와 산업발달로 인한 재해가 증가함에따라, 신체장애자의 수는 기하급수적으로 증가를 보이는 반면에, 이들을 보호하기 위한 ㅈ거절한 방법이나 제도가 강구되지 못해, 장애자들은 사회의 그릇된 편견속에서 부당한 대우를 받으며 자기가 부여받아야할 기본권을 함유하지 못하고, 불행한 생활을 하게 되었다. 그래서 본논문은 절단장애자의 재활을 위해서는 이들의 현재 심리학적, 사회문화적, 직업적 상태를 파악하고, 그들의 실태를 객관적으로 조사분석하고, 그 내용을 과학적으로 규명함으로 절단장애자들의 보호를 위한 신속한 사회보장제도나 이들의 복지법의 필요성을 인식시키고자 하는 것이다. 위와같은 취지를 가지고, 본논문은 다음의 네 단계로 그 내용을 싣고자 한다. 제1장에서는 조사의 목적 및 의의, 조사설계와 한계에 대해 논하였다. 제2장에서는 장애와 불구의 개념, 재활의 개념발달을 논하였고, 더불어 신체장애자에 대한 관념변천의 역사적 배경, 재활과정을 논하였다. 제3장에서는 조사결과를 일반적, 신체적, 직업적, 경제적, 사회심리, 문화적 진의사항으로 나누어서 절단장애자의 현상태를 파악하였다. 제4장에서는 위의 조사결과에서 나타난 문제점과, 그 문제점에 대한 해결방법을 논하였는데, 제기된 제안과 문제점은 아래와 같다. A. 교통사고와 산업재해, 총기, 화약사고의 예방책이 앞서야 한다. 더불어 아동에서 발생률이 높은 것으로 되어 있어 가정내에서의 아동보호가 시급하다. B. 부주의로 인한 사고기회를 계몽, 교육을 통해 줄여야 한다. C. 절단장애자들을 고용해줄 특별한 사회적 배려가 요청되고 있다. D. 의지고장으로 사용 못하는 사람들에게 경제적 지원으로 활동복귀를 촉진시켜 주어야 하겠다. E. 절단후유증환자를 위한 정기적 검진이 필요하다. F. 충분한 의지훈련을 시킬 수 있는 대책이 필요하고, 의지제작에 외형개선이 필요하다. G. 절단이 하류층의 근로자에 발생빈도가 높은 것으로 되어 있어, 치밀한 산업재해보상제도와 작업환경의 개선이 필요하다. H. 절단자들에 알맞는 직업에 종사하도록 지원하고 차별적 교용대우의 개선이 시급하다. I. 절단으로 인한 수입저하로 생활난이 심한데 이들에게 경제적 복귀를 위한 제도가 시급하다. J. 절단전 절단에 대한 사전계몽과 이해가 필요하고, 절단후에도 계속 심리적 지지가 필요하다. K. 이들의 정신적 복귀가 인력자원 활용과, 건전한 지역시민사회 형성에 시급하다. L. 절단에 대한 사회관념의 계몽, 지도가 필요하다. M. 절단자들의 현실참여에 도움을 줄 수 있는 Mass Com의 지원이 필요하다. 그러나 이와같이 위에서 지적된 문제들을 해결하기 위해서는 제도적으로 그들이 보호되어야 한다. 그러나 현재 한국에는 신체장애자를 위한 보호, 원조가 그 현황이나, 법적 뒷받침이 극히 빈약한 상태로 되어있어 신체장애자를 위한 복지법이, 외국의 좋은 예를 참고하여 조속한 시일내에 제정되어야 한다.
