韓國社會事業家의 專門職業的 價値觀과 倫理問題에 關한 硏究

Abstract

本 硏究는 韓國社會事業家들이 指向하고 있는 專門職業的 價値觀을 確認하고 社會事業實踐에서 당면하고 있는 倫理問題를 알아보기 위하여 文獻考察을 基礎로 質問紙 調査를 實施하였다. 調査結果 ① 調査對象者가 現業務를 遂行함에 있어서 補充해야 될 點으로는 專門職業的 價値觀, 專門職業的 知識, 그리고 專門職業的 技術임이 밝혀졌으며 세가지 要素의 必要性이 거의 비숫한 比重을 차지하고 있다. 이 결과를 통하여 社會事業 實踐에는 知識과 技術에 못지 않을만큼 價値觀이 重要하다는 것을 알 수 있었다. ② 專門職業的 價値觀에 관한 조사는 8가지 領域의 價値觀을 基礎로 하였다. 하나의 짝을 이루는 두 개의 價値觀中에서 前者가 專門職業的 訓練이 追求하는 價値觀이며 後者는 그와 對立되는 價値觀이다. 調査結果 專門職業的 價値觀에 높은 反應을 보인 順序로는, 文化決定論 對 先天的 人間本性(93.45% : 6.35%) 改革·變化 對 傳統主義(80.95% : 14.29%) 集團의 責任 對 個人의 責任(77.78% : 14.29%) 多樣性 對 同質性(73.02% : 24.40%) 相互依存 對 個人的 自律(58.73% : 39.68%) 個人選好 對 集團選好(42.86% : 52.39%) 個人의 自由 對 社會調整(33.33% : 65.08%) 安全·滿足 對 苦闖·苦痛·否認(17.46% : 80.95%) 順으로 나타났다. 이 結果는 美國의 社會事業家들을 對象으로 한 조사결과와 많은 差異를 보이고 있다. 結局 韓國의 狀況에서는 文化的인 差異 때문에 社會事業의 專門職業的 價値觀이 확고히 되어야 할 것으로 解釋된다. ③ 社會事業家로서 倫理的 葛藤을 느낄 때가 "없었다"는 응답이 겨우 6.35%로서 韓國社會事業家의 大多數가 사회사업의 實踐에 있어서 倫理的 葛藤을 느끼고 있음을 보여 주었다. ④ 現 業務에서 葛藤을 느끼는 倫理問題로는 "클라이언트의 요구에 적합한 서비스를 하지 못하는 것"(42.86%)이 가장 많았고 그 밖에는 "클라이언트를 옹호하기 위하여 他人과 對立하는 것"(25.71%), "클라이언트에 對한 統制의 정도"(11.43%), "클라이언트에게 眞實을 숨겨야만 할 때"(9.52%), "클라이언트와 後援者의 관심 중 어느 것에 우선순위를 두어야 하느냐의 문제"(7.62%) 順이었다. ⑤ 社會事業을 實踐하는 데 있어서 두가지의 가치있는 행동중에 하나를 選擇해야 하는 경우 그 選擇基準이 되는 것은 專門職業的 價値觀이 가장 많았고 機關의 目的과 個人의 가치관이 그 다음 順位를 차지하였다. ⑥ 現在의 倫理問題를 해결하기 위한 方案으로서 應答者가 時急하다고 생각하는 것은 "전문직업적 가치관의 敎育"이 全體의 1/2을 차지하는 높은 反應을 보였으며 그 다음이 "個人의 價値觀 確立" "倫理綱領의 制定" 順으로 나타났다. 이러한 調査結果에 나타난 한국사회사업가의 價値觀과 倫理의 問題點을 解決하기 위한 方案으로서 本 硏究에서는 다음과 같이 세가지를 提示하였다. ⓐ 社會事業 價値觀과 倫理敎育의 檢討 ⓑ 韓國社會事業家 倫理綱領의 制定 ⓒ 社會事業家 個人의 價値觀 檢討;This thesis is a study of the professional values and the current ethical problems of Korean social workers. In an effort to study this subject, the author investigated the relevant literature and undertook a sample survey at the same time. To summarize the results of the survey the following points are notable; 1. Korean social workers need greater professional values(33.33%) than the professional knowledge(31.75%) and skills(30.16%) in current practice. 2. When a social values test was applied to Korean social workers, in eight value dimensions it was found that only 5 out of the 8 items were significantly related to the level of professional training in the expetced direction (i.e., towards the first dimension named in each pair). In order of decreasing relationship these items were : cultural determinism v. inherent human nature(93.65%, 6.35%);innovation, change v, traditionalism(80.95%, 14.29%) : group responsibility v. individual responsibility(77.78%, 14.29%);diversity v. homegeneity(73.02%, 24.40%);interdependence v. individual autonomy(58.73%, 39.68%);individual work v. system goals(42.46%, 52.39%);personal liberty v. society control(33.33%, 65.08%);security satisfaction v. struggle, suffering and denial(17.46%, 80.95%). 3. It was found that most Korean social workers experienced tensions with regards to ethical problems in practice(93.92%). 4. Identifiable current ethical problems are : 1) The problem of offering an inadequate service that falls far short of what is really needed(42.86%). 2) To be an advocate for someone generally means to be an adversary to someone else(25.71%). 3) The degree of control it should exercise over its clients(11.43%). 4) The extent to which a social worker is justified in concealing from a client the truth about a situation or a service(9.52%). 5) To whom should social workers be primarily accountable;to clients or to the nonclients who pay for the service?(7.62%) 5. The standard of ethics of Korean social workers are as follows : 1) Professional values(49.21%) 2) Goals of their agency(34.92%) 3) Individual social worker's values(12.70%) 6. The solution to ethical problems which Korean social workers thought paramount are education in professional values(49.21%), recontemplation in values of individual social worker's(30.16%) and establishing a code of cthics for the Korean social worker(12.70%). Finally, three solutions were suggested to the discovered problems. 1) examine the teaching of values and ethies in social work. 2) establish the code of ethies of Korean social workers 3) examine the values of individual social worker.
