dc.description.abstractThe origin and growth of special education in Korea is hardly in a boestful position when viewed by outsiders in relation to the conditions and environment of our country. Today's special education takes on a different appearance from the past, when it was considered charitable work. The fact that special education is now considered a citizen's right is a source of pride to workers in this field. Under western influence since the early twentieth centruy, special education in our country is in the process of developing new, objective methods and systems. Today's professionals must conclude that improvement in the quality of special education can only be achieved through development of its various aspects. With this in mind we cose to take a close look at the teacher training component of special education with particular emphasis on the university students currently studying this field. Students majoring in special education from the two universities in Seoul with such a department were selected according to a random sampling method and were asked to fill out a questionnaire covering the following topics : 1) General information about the students majoring in special education, 2) The character of students majoring in special education, 3) The reason why the students chose to study special education as a major subject, and 4) the students opinions concerning special education. The following are conclusions based or the questionnaire responses : 1) The majority of special education majors (92 of 120 students surveyed) responded that their university studies are being financially supported by their parents. Compared to students of other major subject areas, special education majors are better provided for financially. 2) Students in the area of special education do not exhibit characters different from that of students in other areas in terms of psychology or introspection. 3) Students majoring in special education do not indicate that they belive in the superstition which says it is a bad omen to meet or touch a blind person. 4) There are some special education students who are discontented with the major they have chosen to study. (Discontent with one's major field of study is a general tendency of Korean University students at the present time). 5) Generally, students majoring in special education fully acknowledge its characteristics, importance, and necessity. 6) Of the students who chose to study special education of their own volition, those of christian backgrounds are less discontent and do not want to change their majors as much as students professing no religion. A small number of students prefer not to pursue careers in special education. 7) The reason why a large number of Ewha Womans University special education majors wish to change their field of study must to be studied and dealt with. 8) Lack of appropriate settings and professors to provide thorough training in the area of special education is not the only problem which needs to be addressed. School authorities must consider how to improve the quality of the teacher preporation program. In conclusion; Various factors need to be developed in order that special education in Korea can make necessary foward steps in the future. CONCLUSION 1. In general it is required for teachers to be trained at the University level. Currently a provisional relief policy allows special education teachers to qualify for their posts through an examination. Rather than following this procedure, we would aim at upgrading the training level of presently practicing teachers by requiring special education teachers to take courses at an institution which has a special education training program for a certain period before they pass the qualifying examination. 2. Proposed plan for special education training. The professionals who hold teaching positions in special education posts should be at least as well trained as teachers in regular schools. Therefore the present provisions, which allow junior college grodeeates to be special education teachers, leave something to be desired. For at least the secondary level of special education, teachers should be graduates of four-year teacher training programs. Graduate level training for audiologists, psychologists, and administrators is considered expropriate. 3. At the present time, those people who are undergoing training for special education positions at four year university programs are largely in training for secondary education level work. Elementary level special education teachers should also be required to complete a four year university program, or at least meet the requirements of regular elementary teaching positions. 4. As long as the qualification procedure is divided into two classes under a general classification (first and second class), an effective educational and training system which would provide teachers in special schools with opportunities to acquire advanced qualification through re-education is desirable. 5. Article 159-2 of the Education Law stipulates that scholarships to subsidize any or all schooling expenses can be paid to students of special education at teacher training colleges. However, students of special education have never received these benefits because detailed regulations for enforcement of this article have not been developed yet. Students of the national and public colleges of education which have established special education teacher training program should be paid the education expense subsidies to which they are entitled. Even though it would be unrealistic to expect special education teachers to receive as much compensation as is awarded in some foreign countries, it is proper that they receive favorable treatment compared to regular school teachers. Unfortunately, at the present time in Korea, the opposite is true. Special education teachers receive less compensation than their colleagues in regular schools. Immediate action is needed to correct these discrepancies and strengthen the teacher training system. 6. In order to train more and better teachers, departments of special education must be established in private as well as national public colleges and universities as early as possible. 7. In conclusion, as the economy, society and culture of a country improves, the educational level of that country improves also. In addition, of course, the more the educational level of a country advances, the economy, society, and culture will reflect its improvement. At this point in time as we aim to establish a welfare society with equality of opportunity based on a charitable spirit, education for special children ought to be supported at the national level. Research and support for special education teacher training programs are the most urgent needs at this particular time.;우리나라의 特殊敎育의 起源과 發達은 韓國的인 條件과 環境에서 보면 그런대로 남에게 자랑할만한 處地에 있다. 要는 우리나라의 特殊敎育이 過去에는 하나의 자비 또는 慈善事業으로 여겨지던 때와는 달리 오늘날에 있어서는 하나의 國民의 權利로 認定받게 된 그런 時代로 突入해 있다는 事實만으로도 우리나라의 特殊敎育은 매우 鼓舞的이다. 우리나라의 特殊敎育은 西洋敎育의 影響으로 20世紀初부터 새로운 敎育目的, 內容, 方法 및 制度를 형성해 왔고 오늘날 當面課題는 어떻게 하면 그 特殊敎育의 質的인 發展안에서도 우리는 本 硏究에서 特殊敎育의 敎師養成機關이 어떤 發展段階에 처해 있고 特히 特殊敎育을 專攻하는 學生들에 대해 여러 가지 關聯된 問題들에 關心을 표명해 왔다. 특히 우리는 1) 特殊敎育專攻學生에 대한 一般的 特性, 2) 特殊敎育專攻學生들의 性格的인 特性, 3) 專攻學科에 대한 學生들의 意慾 그리고 4) 特殊敎育制度에 대한 學生들의 意見들에 대해 設問紙法을 통한 調査方法으로 特殊敎育科 學生들을 상대로 이를 調査하였다. 그 結果 우리는 다음과 같은 結果에 도달하였다. 1) 特殊敎育專攻學生들은 大多數(즉 120名中 92名)가 父母의 힘으로 공부하고 있다는 것을 알았고 이들은 他科 學生들 보다는 財政的 經濟的으로 더 貧困하지는 않다는 것을 알 수 있었다. 2) 一律的으로 말해서 特殊敎育專攻의 學生들은 다른 學科의 學生들보다 心理的으로 더 좀 內性的이라든가 判異하다고는 생각할 수가 없다. 3) 特殊敎育專攻의 學生들은 “盲人을 길에서 봐도 이것이 어떤 不吉한 징조라고 생각하는 그런 옛 迷信을 믿고 있다”는 징조가 없어 보인다. 4) 오늘날 우리나라 大學生들이 一般的인 傾向인 것과 같이 自己가 擇한 專攻學科에 역시 不滿을 품고 있는 그런 學生들이 있다는 것. 5) 그러나 大體的으로 보아 特殊敎育學科에서 공부하고 있는 學生들은 特殊敎育의 特殊性, 主要性 그리고 必要性에 대해 充分히 알고 있다는 것. 6) 特殊敎育學科를 擇해서 들어온 學生들 가운데 基督敎背景을 가진 學生들은 無宗敎의 學生들보다 轉科의 希望者도 적고 同科 基本目的에 위배되는 그런 行爲를 하려고 하는 者가 적다. 7) 特히 梨大에서 轉科를 希望하는 特殊敎育專攻의 學生들이 많다는데 대해서는 그 原因을 探知해 볼 必要가 있다. 8) 特殊敎育을 專攻하는 學生들이 자기 學科에 대해 “철저한 공부와 訓練을 쌓을 수 있는 분위기와 敎授陣이 없다”고 생각하는데 대해서는 大學當局의 充分한 反省이 必要하다. 要컨대 韓國의 特殊敎育은 앞으로 質的으로 發展해야 하는 여러 가지 要素가 있다는 것이 判別된 셈이다. 特히 特殊敎育敎師養成 制度의 問題로는 ①現職 特殊學校 勤務 敎師들의 大部分이 一般學校 政敎師資格證만을 가지고 勤務하고 있는 敎師들의 數가 相當數에 達하고 더욱이 一般學校의 特殊學級을 擔當한 敎師들에 있어 더욱 심한 實情이며 ② 特殊敎師資格考試의 實施에 있어 敎師들이 特殊兒童指導에 必要한 現職硏修의 機會를 갖지 못한 채 型式上 資格獲得을 위한 救濟的 檢定考試에 그치고 있다. ③ 特殊敎育敎師 養成 課程으로 韓國社會事業大學과 國大學校, 梨花女子大學校 師節大學에 特殊敎師養成課程이 있지만 各 領域別로 專門化된 養成課程의 質的水準은 先進外國에 비하여 많이 떨어지고 있다. ④ 特殊敎育敎師 養成機關이 國, 公立에 設立되어 있지 않다. ⑤ 定規大學課程을 통해 배출된 特殊敎育敎師를 받아들일 수 있는 特殊學校의 不足과 制度的인 뒷받침이 缺如되어 있다. 以上의 問題點들에 대한 提言 및 改善方案으로 1. 韓國에서도 大學課程의 基本養成形態를 原則으로 하되 그 被完的 置로 現在 臨時的 구제책으로 實施하고 있는 特殊敎育敎師資格檢定考試보다는 現職 特殊學校 敎師나 一般學校 敎師 資格을 가지고 있는 者를 對象으로 旣在 特殊敎育敎師 養成課程을 設置하고 있는 大學에서 所定期間 訓練하여 特殊敎育에 必要한 專功科目을 履修한 사람으로 하여금 應試할 수 있는 資格을 賦與하는 것이 바람직 할 것이다. 2. 特殊敎育敎師 養成을 위한 改善方案을 圓滑히 施行하려면 特殊敎育敎師는 一般 兒童을 指導하는 敎師가 갖추어야 할 資質위에 特殊兒童을 指導할 수 있는 特殊敎育機能을 保有해야 하는 만큼 現行 敎育法에 나타난 「2年制 初級大學水準에서도 養成할 수 있다」는 規定은 좀 未洽 하며 적어도 中等學校 敎師 養成基準인 四年制 課程에서 養成되어야 하며 그 위에 청능훈련사, 心理治療士 및 特殊敎育 行政要員 養成을 위한 大學院基準의 養成課程을 두는 것이 바람직할 것이다. 3. 特殊敎育敎師의 資格制度에서는 現在 우리나라 大學基準의 特殊敎育敎師 養成機關에서 養成하고 있는 特殊敎育敎師는 中等爲主의 養成課程으로 되어 있는 바 初等敎育에 必要한 課程을 두던가 四年制 課程을 履修하는 課程에서 初等科와 中等科를 區分하여 履修하는 課程을 選擇하는 制度를 두는 것이 좋을 것이다. 4. 資格證에도 一般學校 資格證에 1級正敎師와 2級正敎師의 區別이 있는 것과 같이 特殊學校 敎師들도 再敎育을 통하여 上級資格證을 取得할 수 있도록 하여 再敎育硏修가 效果的으로 이루어질 수 있도록 하는 것이 바람직하다. 5. 장학대책과 敎員의 대우에 關한 改善方案으로써 特殊敎育敎師 養成大學의 在學生에 對한 장학대책으로 現行 敎育法 第159條2項에 「特殊敎育 技術敎育을 하기 위하여 師節敎育을 받는 者는 學費의 全部 또는 一部를 補助받을 수 있다」고 規定하고 있으나 施行令의 細部 規定이 없어 아직까지 惠澤을 받지 못하고 있는 實情이다. 韓國에서도 特殊敎育敎師 養成課程이 設置되어 있는 大學에 대하여는 國, 公立 師節大學 學生에게 주어지는 學費補助金을 支給하는 것이 바람직할 것이다. 그리고 特殊敎育敎師에 대한 보수규정도 外國의 경우처럼 완벽한 優待되어야 함에도 不拘하고 現在 우리나라의 實情은 一般學校의 敎師보다도 그 보수면에서 뒤지고 있음을 否認할 수 없다. 이 點도 時急히 是正되어서 特殊敎育敎師 養成이 圓滑히 될 수 있도록 해야겠다. 6. 優秀한 敎師를 보다 많이 養成하기 위하여 私立大學은 勿論 國, 公立大學에서도 特殊敎育學科를 하루속히 設置하려면 한다. 7. 끝으로 國家의 經濟, 社會, 文化가 發展하려면 그 나라의 敎育 基準을 높여야 하고 反對로 敎育基準이 높아야만 그 나라의 經濟, 社會, 文化가 發展할 것이다. 特히 福祉社會 建設을 指向하는 時點에서나 敎育의 機會均等이나 또는 博愛精神에 立脚해 볼 때 特殊兒童을 위한 敎育은 國家的인 次元에서 支援을 해야 할 것이며 特히 特殊敎育 敎師養成에 關한 硏究와 支援이 切實히 必要하다고 하겠다.-
