韓國靑少年의 家出에 關한 硏究

Abstract

우리나라에서 급격한 産業化와 工業化, 이로 인한 都市에의 人口執中은 地域社會의 解體와 家族構造의 變動을 促進시켜 靑少年에게 많은 혼란을 가져다 주었고 따라서 그들에게 심각한 가치갈등과 좌절 및 問題點을 야기시키고 있다. 그 中에서도 커다란 社會問題로 登場되는 것이 靑少年의 家出인데 특히 靑少年의 家出이 惡循環되고 習性化될 때 浮浪, 卑行을 일으키는 要因이 되고 있어 家出靑少年에 대한 硏究는 매우 重要하다. 우리나라 靑少年의 家出은 農村離脫로부터 都市에의 家庭離脫로 그 樣相을 점차 달리하고 있으며 연령면에서도 年少化되어 가고 있는 實情이다. 淸掃녀의 家出原因인 複合的이어서 몇 개의 要因만을 들 수는 없으나 가장 基本的이고 本質的인 要因으로는 ①心理的 ②家族的 ③社會環境的 原因 等을 지적할 수 있겠다. 첫째, 心理的으로 이 時期에 自我意識이 발달하고 獨立하고자 하는 欲求가 증대함에 따라 自身의 無力感이나 劣等感을 심하게 느끼고 욕구불만에 쌓이게되며 환경에의 不適應을 일으켜 家出까지 誘發하게 되는 것이다. 둘째, 청소년에게는 가장 基本的인 生活集團인 家族의 構造的 缺陷으로 家族이 經濟的으로 곤란에 처하기 쉽고 精神的 不安定으로 긴장상태에 놓이게 되며 父母의 감독과 보호가 결여되어 子女統制와 社會化에 큰 영향을 주고 있다. 또한 家族不和, 家族間의 갈등 및 經濟的 緊張이 심한 가족은 靑少年에게 不安意識을 조장하여 家出을 誘發케 하고 있다. 더욱이 社會가 開放되어 産業化되어감에 따라 女性의 自我實現 및 經濟的 必要로 인한 母의 社會進出은 夫婦關係의 갈등, 離婚, 勞動問題, 保育問題 等을 파생시키고 있다. 셋째, 우리나라 社會의 文化는 成人을 中心으로 이루어져 있어 靑少年이 健全한 여가생활을 할 수 있는 施設이 거의 없을 뿐 아니라 地域社會內의 有害施設 및 有害環境의 영향으로 靑少年 家出問題의 심각성을 더해 주고 있다. 특히 交友關係에 있어서 친구들로부터 소외되는가 하면 不良한 친구들과 사귀게 되고 全般的으로 원만한 交友關係를 이루지 못하는 경우가 대부분이다. 넷째, 世代隔差로 인하여 成人들의 청소년에 대한 理解가 缺乏되어 世代間의 思考方式에 差異가 심해져 靑少年은 成人이나 父母에게 反抗하고 精神的인 갈등, 혼란 및 심한 대립에까지 이르게 된다. 家出은 非行에 이르는 前提條件이다. 한 번 家出을 한 청소년은 계속 가출을 하며, 家出後 靑少年은 不健全한 직업을 갖거나 또는 직업을 갖지 못한 채 막연하게 방황하면서 非行이나 淪落을 저지르게 되고 특히 女子의 경우에는 淪落에 빠져들게 되는 경우가 빈번하다. 그러므로 家出靑少年에 관한 積極的인 硏究와 이에 對處할 수 있는 方法이 효율적으로 모색되어야 할 것이다. 家出靑少年의 발생을 事前에 예방하는 것이 바람직하나 일단 家出靑少年이 발견되었을 때에는 빠른 시간내 이들의 家出原因을 分析하여 적당한 조치가 취해져야 한다. 家出靑少年은 社會事業家의 相談, 事後保護가 뒤따르는 귀가조치, 취업알선 등의 행정조치가 필요하다. 그러나 청소년이 父母와 함께 家庭에서 生活하도록 그 家族의 問題를 해결해 주는 公的扶助事業이 더욱 효과적인 方法이다. 集團社會事業家는 집단을 통하여 家出靑少年 問題에 관한 診斷과 治療計劃을 세워 家出靑少年의 家族構成員의 문제를 해결하도록 相談을 통하여 도와주어야 한다. 청소년의 가출은 곧 家族問題이므로 家出청소년의 발생을 예방하기 위해서는 家庭內의 家族間의 인간관계가 원만히 이루어지도록 父母는 努力해야 하며 국가나 복지단체는 家庭福祉事業을 强化시켜야 한다. 그리고 지역사회 전체의 公同關心과 協助下에 다양한 프로그램에 자발적으로 참여할 수 있는 기회를 확대하는 것이 바람직하다. 또 公的扶助에 의한 家族保護事業이 강화되고 청소년가출을 예방하고 보호하는 機關의 改革과 專門化, 家族問題相談所와 兒童保護所의 設置, 技術敎育實施 等의 社會福祉政策이 要請되며 이러한 정책들을 위하여 社會事業專門家의 人力配置와 그에 따르는 專門的 相談과 指導體制가 確立되어야 하겠다.;In Korea, the rapid industrialization and the popular concentration to cities caused by the industrialization accelerate the dividence of community and the change of family structure. those give adolesents many troubles and they meet the value conflicts and problems. One of the important social problems in those is that the adolescents deviate form home. Specially when it is repeated viciously and habitually, it causes crimes, misconducts and wandering. So it is important to make a study of adolescents deviated form home. In Korea, the aspects which adolesents deviate from home vary in the villages and in the cities, and the age when the adolescents deviate from home goes younger. The reasons why the adolescents deviate from home are complex but the basic and essential ones are (1) psychological (2) in home (3) social environmental. First, they feel psychologically self-consciousness and independence, and their wants increase. So they feel complex seriously and try to deviate from home because of inadaption to the environment. Second, the home which is the basic life group for the adolescents is able to fall in economical trouble because of the structural problem of home, so the adolescents cannot feel stability spiritually. The lack of parent's supervision and protection effects education and socialization of the adolescents. And the home, which is deep in economical tension and trouble between the family, makes the adolescents instable and deviate from home. More, mothers get jobs because of self-realization and economical need, which results in troubles between the couple, divorcement, labor problem, and nurture problem, etc. Third, the social culture of the Korea is formed generally for the adults, so not only there is few equipment for the adolescents' recreation, but also bad equipment and bad environment in community add problems why the adolesents deviate from home. Specially the adolesents are isolated form friends or have bad friends, so they can not make a good friendship. Forth, because of generation gap the adults can not understand the adolescents well and the gap of thoughts between both generations goes bigger. So the adolescents defy adults and parents, and fall in spiritual trouble, confusion and opposition. The deviation form home is the premise of misconduct. Once a adolescent deviates from home, he repeats it. After deviation from home the adolescents tend to wander and to commit misconducts or crimes without getting jobs. Specially girls could fall in ruin. Therefore we must try to find how to prevent from and cure deviation from home more scientifically and efficiently. The desirable way is to prevent, but if the adolescents deviate form it should be found why it happens, and the adequate action must be taken. For the adolescents who deviate from home administrative actions are necessary, such as counselling and diagnosis with social worker, having them go back home and helping them get jobs. But the more effective way is public aid management which solves the problems of home for the adolescent to live with parent. Group social worker does know the problem through the group and plan how to cure it to solve the problem of the adolescents who deviate from home. And individual social worker does help the members of family from which the adolescent deviates solve the problem through counselling. Because it is the family's problem for the adolescent to deviate from home, to prevent form deviation the parent must try to smooth human relationship between family, and the government and the welfare group must strengthen the home welfare action. These are desirable to develope various programs and enlarge the opportunities to attent the programs voluntarily under the co-interest and cooperation of community. And social welfare policies are demanded, such as family protection management through the public aid and the reformation and specialization of the agencies which prevent and protect the adslescent who deviates from home. For these policies, employment of special social worker and the system of special counselling and direction must be settled.
