자율적인 학교경영을 위한 준거개발 및 실태조사연구

Abstract

교육내적인 환경의 변화와 이를 둘러싸고 있는 사회적 환경의 변동에 따라 교육제도 운영이나 학교경영방식은 달라질 수 밖에 없다. 민주화 자율화 흐름과 궤를 같이하여 학교경영도 이러한 여건에 능동적으로 대처해 나가야 할 것이다. 본 연구의 목적은 자율적인 학교운영의 분석 준거를 개발하고 설정된 분석 준거에 비추어 학교경영의 제반영역에 걸쳐 실태와 문제를 분석하여 학교경영의 자율화 방향 및 과제를 모색하는데 있다. 학교경영 자율화의 분석준거로서는 학교경영의 개념, 학교경영의 원리, 학교경영의 자율화 개념 및 전제등을 토대로 하여 학교경영 과정의 합리화 교육과정 운영의 자율화, 학교운영의 민주화, 교원인사의 공정성, 시설 및 재정관리의 효율화, 대외관계의 활성화등을 설정하였다. 분석을 위한 표집대상은 경기, 인친지역의 교장, 교감을 포함한 공립 18개교의 교사 212명,사립 18개교의 교사 180명 총 392명 (국민학교 10, 중학교 14, 고등학교12)이었고 검사도구는 학교경영의 자율화 분석준거와 관련된 질문들을 중심으로 선행연구 및 문헌연구를 기초로 전문가의 자문을 받아 문항을 작성하여 예비검사를 통해 수정 보완하여 사용하였다. 통계처리는 성별, 설립별, 학교급별, 직위별로 분류하여 백분율과 평균으로 현황을 파악하고 응답자의 변인별 차에 대한 유의도를 Chisquare-test와 변량분석법 (ANOVA)으로 검증 하였다.;Correspondent to the variation of inner environment in term of educational phase and the fluctuation of its social surroundings, the operation of educational system or the formula of school management has no alternative but to undergo a change. Above all, the school management also, to couple with the stream and gauge of autonomous democratization in the society, should be actively implemented to cope with such postulates. The object of this study is aimed at developing the analytic conformity with autonomous school operation and is to grope about for the direction and subject of autonomy in the school management with an analysis on the actual conditions and subjects throughout the various regions of school management in the light of the established analytic conformity. With reference to the analytical conformity with the autonomy of school management, on the basis of the concept of school management, the principle of school management, the notion of autonomy for school management and its propositions, the rationalization of school management process, the autonomy of operating school course, the democratization of school operation, the impartiality on the personnel affairs for teaching staff, the increase of officiency for financial control and the activation of exterior relation, etc.. were instituted. The sampling objects for analysis were applied to 392 men in total(10 elementary schools, 14 middle schools and 12 high schools) including 212 teachers assigned to 18 public schools inclusive of directors, schoolmasters and vice-school masters as well as the most senior teachers, etc.. in the district of Kyunggi-do Province and Incheon city plus 180 teachers of 18 private schools. As for the survey instrument, with the emphasis on the questionnaires related to the analytical conformity for the autonomy of school management, on the basis of precedence study and bibliographical research and the counsellings from specialists, the survey instruments were used with questionnaires through the preliminary survey containing amendment and supplementary arrangement. For statistic disposition, by seizing the present situs in percentage and average with the classification by sex, establishment, school grade and class and job title, a series of verification were conducted on the significance degree to the variance of respondents through “Chisquare-test” and variable quantities method(ANOVA).
