Abstract
본 연구는 여러나라의 신문평의회의를 통해서, 개론적으로 일반적인 신문평의회의 목적과 활동 등 그 특징을 살펴보고, 특히 1973년 부터 미국에서 유일한 전국규모의 평의회로서 활동을 해오다가 1984년에 해체된 전국뉴스평의회(National News Council, NNC라고 약칭)를 중심으로 살펴보았으며, 미국의 지방신문평의회와 지역신문평의회도 아울러 살펴봄으로써, NNC와 비교해보고자 하였다. 또한 NNC와 우리나라의 신문윤리위원회를 비교 검토하여, 우리나라의 신문윤리위원회에 주는 NNC의 교훈을 살펴보았으며, 이상적인 신문평의회의 모형을 제시함으로써, 다른 평의회의 설립 및 활동에 보탬이 되고자 하였다. 그 연구방법에 있어 본 연구는, 국내외 논문을 비롯하여 각종 전문학술잡지와 관계 문헌을 통한 문헌연구에 의하였다. 본 연구에서 연구하고자 한 문제는 다음과 같다. 첫째, 신문평의회의 성격은 무엇인가? 둘째, 신문평의회의 일반적인 목적, 활동, 구조적 특징등은 어떠한가? 세째, 미국의 NNC는 어떤 사회적 분위기에서 설립되었으며, 설립 당시의 반응은 어떠했나? 또 그 규모와 활동은 어떠했나? 넷째, NNC에 대한 평가는 어떻게 나타나고 있으며, 그 문제점 및 해체요인으로는 어떤 것이 지적될 수 있는가? 다섯째, 미국의 지방신문평의회로는 어떤 것이 있었으며, 그 역할과 평가는 어떻게 나타나고 있는가? 여섯째, 미국의 지역평의회로서 미비소타뉴스평의회의 성격, 기능은 무엇이며, 이에 대한 평가는 어떠한가? 일곱째, 미국의 NNC가 우리나라의 신문윤리위원회의 활동에 주는 교훈은 무엇인가? 여덟째, 이상적인 신문평의회의 모형에는 어떤 요소들이 갖추어져야 하는가? 본 연구에서 나온 결론을 요약해보면, 다음과 같다. 1. 신문평의회는 각 나라마다 그 형태가 다양하게 나타나고 있어, 일괄적으로 그 성격을 규명하기는 어려우나, 자율적 기구와 타율적 기구로 양분하여 살펴볼 수 있다. 우리나라의 신문윤리위원회는 자율적 기구로서 자율적 통제를 하고 있으며, NNC는 타율적 기구로서 사회적 통제의 역할을 하고 있다. 2. 신문평의회는 일반적으로 언론의 자유를 보전하고, 언론의 사회적 책임을 수행하기 위한 하나의 실천 방법으로 설립되었으며, 언론과 공중의 중재자로서 상호 이해를 증진시키는 데 목적이 있다. 이와 같은 목적을 수행하기 위해, 신문평의회는 미디어에 대한 공중들의 불만을 접수, 심의하며, 자체적으로 언론의 자유와 책임에 관한 연구를 실시하고 있다. 3. NNC는 60년대와 70년대 미국에서 언론에 대한 정부의 제약이 심화되고, 공중들의 불신감이 점차 높아지자, 언론과 공중에게 토론의 장을 마련해주기 위해서 설립되었다. NNC의 설립에 대한 언론계의 반대에도 불구하고, 전국 규모의 평의회로서 언론의 공정성과 정확성에 대한 조사를 하며 활동하다가 지난 1984년에 해체되었다. 4. NNC에 대한 언론계의 반응은 설립 당시보다 긍정적으로 나타나기는 하였으나, 평의회를 이끌어 갈 수 있는 충분한 종합적인 협조를 얻지 못하였고, 이외에도 기능상의 비효율성, 재정문제, 공중들의 인지도 부족등으로 인해 해체되었다. 특히, 해체 요인 중에서, '평의회에 대한 공중들의 인지도 부족'의 문제는 사회책임이론에서 중시되는 공중의 개념을 경시한 결과로서 주목될 수 있을 것이다. 이런 점에서 NNC의 해체 요인은 다른 평의회에 시사하는 바가 크다고 할 수 있다. 5. 미국의 지방신문평의회는 지방 미디어와 주민간에 공동체적인 연대감을 형성하여 상호 이해를 증진시키려는 목적으로 설립되었으며, NNC가 얻지 못했던 공중의 지지와 미디어의 협조를 받아 운영되어 언론과 공중간의 상호 이해 증진에 기여하였다고 평가받고 있다. 6. 미네소타 뉴스평의회는 언론인에 의한 자발적인 기구로서 설립되었으며, 기능과 활동면에서 효율적이라고 평가받고 있으며, 비록 심의대상은 미네소타의 신문과 방송으로 국한시키고 있으나, 운영의 성격상 지방신문평의회보다는 전국규모의 신문평의회와 특징을 띠고 있다. 7. 우리나라의 신문윤리위원회는 외부의 압력에 의하지 않고 현직 신문인들이 자발적으로 설립한 자율적 기구이다. 이 윤리위원회는 그 구조적인 면이나 기능면에서 독특한 기구로 평가받고 있다. 그러나 언론기본법에 의해서 1981년에 언론중재위원회의 설립으로 인해, 신문윤리위원회의 기능은 다소 위축된 경향을 보이고 있다. 또한 현재 주로 자율심의만을 행하고 있어, 언론계와 밀접한 관계를 갖고 있을 뿐, 신문윤리위원회에 대한 공중들의 인지의 정도는 높지 않은 것으로 나타나고 있다. 그러나 미국의 NNC의 활동을 통해 이미 살펴보았듯이, 공중이 평의회의 존립과 그 활동에 중요한 요소로 작용하고 있으므로, 이런 점에서 우리나라의 신문윤리위원회는 보다 관심을 기울여야한다고 할 것이다. 8. 이상의 연구 결과를 통해서 이상적인 평의회의 모형을 제시해보면, 첫째 언론인에 의해 설립되는 자율적 기구이어야하며, 둘째, 언론인과 비언론인으로 구성되어야 하며, 세째 미디어의 협조를 얻어 그 심의 결과 및 결정 사항이 제대로 공표되어야하며, 네째 재원의 다양화를 이루고 재원을 담당할 독립적인 재정 기구가 설치되어야 하며, 다섯째 평의회는 공중들에게 신문평의회의 설립 취지 및 그 기능을 인식하게 하고, 이에 대한 이해를 통해 그 필요성을 인식시켜서, 공중들로부터 지지를 받아야 한다.;The focus of this study lies on the role and the performance of the press council, with special emphasis on National News Council in America. This study is an overview of its general purpose, the structural characteristics, and the activities of the press council specially that of the National News Council(NNC). Local press councils and the regional press council in America are overviewed to offer comparison with the National News Council. This study furthur presents the problems and the disorganizing factors which dissolved the NNC in 1984, and makes suggestions for the ideal press council by comparing the NNC with the Korean Press Ethics Commission. This study depends on literary research through extensive theses, several kinds of journal and reference books. The following are the main issues examined in this study. 1. What is the character of a press council? 2. What is the general purpose and the performance of a press council? 3. What were the social condition when the proposal of the NNC was prompted?. What is the purview and the activities of the NNC?, What was the nation's reaction to the proposal of the NNC? 4. How has the NNC been evaluated since 1973? 5. What was the function of the local press councils in America?, and how were they evaluated? 6. What is the character, the function of the Minnesota News Council as the only remaining viable state or regional council in America? 7. What does the dissolution of the NNC suggest to the Korean Press Ethics Commission? 8. What is the ideal type of a press council? The results of this study are summarized as follows: 1. The character of a press council can be presented whether a press council is a voluntary body or not, according to the founder of the press council. 2. The press council's purpose is to protect the freedom of the press by insuring that it maintains or recovers the public trust, by improving its informative and ethical quality, and by making it more socially responsible. To attain this aim, a press council collects and examines complaints about the media and publicizes its decisions. 3. As the governmental restriction and the public distrust to the media intensified from the 1960s in America, the NNC was proposed to collect, to examine, and to report on complaints concerning the accuracy and the fairness of news reporting, and to provide an independent forum for the press and the public. The majority of American newspapermen opposed the proposal regarding it as an infringement of freedom of the press. Although the NNC had worked expanding its purview to an national news organization in spite of the great disapproval from media, the council was dissolved in 1984. 4. Some shift in attitude has appeared in newspaper comments and in broadcasting representatives' remarks, and the reaction of the media to the NNC became more posive than before. The council, however, never got the satisfactory acceptance by the media enough to maintain itself. It was poorly publicized and the decisions of the council lacked acceptance by the media. There were other problems in the NNC, such as functional ineffectiveness, financial problems, and the lack of the public awareness. These problems accumulated into the disorganized factors of the NNC. 5. Local press councils in America were established to achieve a sense of community between the press and the public. This resulted in the public's improved understanding of the newspaper's problems, and a heightened sensitivity in the part of the editors to the concerns and the attitudes of their subscribers. 6. The only state press council in America, the Minnesota News Council was established as a voluntary body, and was evaluated to be effective in its role and performance. Although this body limits its purview to the newspaper and broadcasting of Minnesota, it is in many ways like a national press council. 7. Taking a lesson from the NNC, the Korean Press Ethics Commission had better draw attention to the public in order to improve its role and performance. 8. The characteristics of an ideal type of press council has been outlined in the following: a. It must be established by the journalists as a voluntary body. b. It should include both the journalists and the public as its members. c. The media holds the right to publicize any decision made by the council. d. It must be an independent body to draw financial support from various sources. e. The council must earn the understanding and the support of the public.
