주부자원봉사활동의 활성화 방안에 관한 연구

Abstract

우리 사회는 급격한 산업화와 도시화로 인한 제반 사회문제들이 대두되면서 다양한 복지요구와 함께, 모든 사람이 인간답게 살 수 있는 복지사회 건설을 위하여 자원봉사활동에 대한 기대와 관심이 급증하고 있다. 자원봉사활동은 국민 개개인에 내재되어 있는 선의를 앙양시켜 이웃에 대한 공동체의식을 높이고 복지제도의 불완전성을 보완해 주는 활동이며, 이러한 자원 봉사활동을 통한 주부의 사회참여는 주부 자신에게는 자아실현의 기회가 되며 가족과 사회는 물론 국가적 차원에서도 매우 유익한 것이다. 그러므로 본 연구에서는 인적 자원으로써 주부자원봉사자의 역할의 중요성을 인식하고, 보다 많은 주부인력을 자원봉사인력으로 확보하고 유지하는것이 하나의 당면 과제가 되고 있다는 인식하에, 사회복지기관과 의료기관을 중심으로 주부자원봉사활동의 실태와 문제점을 파악하여 주부의 자원봉사활동을 유지하고 활성화하는 방법이 무엇인가를 찾아보고자 하는데 그 의의와 목적이 있다. 연구방법으로는 자원봉사와 관련된 연구논문, 국내외 문헌 등을 기초로 자원 봉사활동의 개념, 동기, 조직의 특성 및 자원봉사자관리의 원칙을 고찰하고, 설문지를 활용한 조사연구를 통해 주부자원봉사자의 특성, 활동현황 및 기관의 관리 실태 등을 알아 보았다. 조사대상은 자원봉사활동에 참여하고 있는 301명의 주부자원봉사자이며, 조사의 범위는 서울지역에 위치한 사회복지기관과 의료기관 총 10기관으로 한정하였다. 본 연구의 주요 분석결과는 다음과 같다. 첫째, 주부자원봉사자의 특성으로는 고졸 이상 40대 주부로 종교인의 참여가 가장 많았으며, 20-30대 주부의 참여율이 매우 저조한 것으로 나타났다. 둘째, 대부분 어려운 이웃에게 도움을 주기 위한 이타적 동기를 가진 주부들이 친구 또는 기존의 자원봉사자 등 인간적 접촉을 통한 권유로 자원봉사활동에 참여하고 있으며, 응답자의 절반 이상이 1년 이상 활동하고 있는 것으로 나타났다. 세째, 주부자원봉사자들은 봉사활동에 매우 적극적이었으며 현재의 봉사업무에 만족하고 있었고, 앞으로도 계속 활동할 의사가 있는 것으로 나타났다. 네째, 주부자원봉사자에 대한 기관의 관리는 대체로 잘 이루어지고 있는 것으로 나타났으며, 응답자의 대부분이 담당관리자가 있다고 반응했다. 주부자원봉사자들은 물질적 보상에 대한 기대는 낮은 반면, 교육에 대한 욕구가 매우 큰 것으로 나타났으며, 기관의 관심과 배려를 요구사항으로 지적하고 있었다. 이상의 조사결과를 토대로 다음과 같은 주부자원봉사활동의 활성화 방안을 제시하였다. 첫째, 각 연령층 주부 모두를 자원봉사활동에 참여하도록 유도하기 위하여 다양한 자원봉사 프로그램을 개발해야 한다. 둘째, 주부 자원봉사활동의 저변확대를 위하여 적극적인 홍보활동이 필요하다. 세째, 자원봉사관련기관 상호간의 연계를 촉진해야 한다. 네째, 효과적인 자원봉사관리를 위하여 조정자의 육성책이 마련되어야 한다. 다섯째, 자원봉사활동의 활성화를 위하여 정부지원책이 강화되어야 한다. 이밖에 기관의 입장에서 주부자원봉사자들에게 세심한 배려와 관심을 보이는 것이 매우 중요하다. 우리사회에서 날로 증가하는 복지서비스의 수요를 충족시키고 성장하는 자녀들에게 복지정신을 심어주기 위하여 주부자원봉사활동은 더욱 활성화되어야 하며 이는 복지사회의 꿈을 이루는 초석이 될 것이라고 판단된다.;A variety of social problems accompanied by rapid industrialization and urbanization in recent decades has triggered ever increasing needs for voluntary activities, along with increased demands by citizens for a welfare society. It has been well recognized that voluntary activities not only motivate the conscientiousness and goodwill of each individual citizen toward helping each other and living together in a member of society, but also supplements some of drawbacks of institutional welfare system. Social participation by housewives through voluntary activities can provide them with excellent opportunities for self-motivation and achievement that they may not be able to enjoy at home. The roles and contributions of a housewife participating in voluntary activities are also extremely' beneficial to the society and the country. The objectives of this thesis are to investigate the current situations of Korean housewives' voluntary activities, to analyze the problems associated with their activities, and finally to develop potential activation and retention for housewives' voluntary activities. The methodology used in this study includes both extensive literature surveys and field enquette surveys of housewife volunteers. On the basis of the literature reviews on concepts and motivation of voluntary activities, characteristics of social welfare service agencies, and volunteer management, etc., a comprehensive list of questionnaires that deal with individual characteristics of housewife volunteers, types and extents of their voluntary activity, and the agency management, etc., was prepared, and distributed to randomly selected surveyees. The return of the questionnaires was excellent. Survey results were collected from 301 housewife volunteers currently participating in various voluntary activities at 10 different social welfare agencies and hospitals in the Seoul metropolitan area. Major findings from the survey results are summarized as follows: 1) The majority of the surveyees were in ages in forties, and had received Participation by young housewives, for high school education or more. example, in ages of twenties and thirties was found to be very low. 2) Most of the surveyees are found to have altruistic characters, and started their voluntary activities on recommendations from their close friends or through personal contacts with other volunteers. More than half of the surveyees have continuously worked fore more than one year. 3) The housewife volunteers surveyed are very enthusiastic for voluntary activities, and feel satisfied with the voluntary activities that they are currently engaged in. They intend to continue their activities. 4) The volunteers surveyed feel the agencies they are working for reasonably manage the volunteers and the programs of the voluntary services. Most of the surveyees indicated that the agency has volunteer administrator(s). The housewife volunteers mostly do not expect any compensations or rewards on their .services, but express strong desires for more opportunities for training and education on their services. They ask for thoughtful consideration and concern to them by the staff of the agencies. On the basis of the results summarized above, the following measures are recommended for activation and retention of the housewife volunteer activities: 1) Developments of varieties of voluntary activities and volunteer programs are needed to attract participation from housewives in all age groups. 2) Active public relations campaigns are necessary to expand the spectra of the housewife volunteers. 3) Exchange programs between different social welfare service agencies need to be established and effectively coordinated. 4) Professional education and training programs to supply qualified coordinators. are needed for effective management of housewife volunteers. 5) Government supports for voluntary activities should be expanded. Besides what are mentioned above, it is important for the voluntary service agencies to show thoughtful consideration and concern to the volunteers.
