학교의 사회교육기능에 관한 기초연구

Abstract

현대사회의 특징은 지식과 정보의 급격한 팽창, 가치관의 급변과 부재, 과학기술의 급진적 발달, 산업구조의 다양화 등으로 표현된다. 급변하는 현대사회에서는 학교교육의 중요성이 더욱 부각되기 마련이다. 그러나 학교교육은 제한된 기간내에 시행되기 때문에 사회의 변화속도에 적절하게 대처할 수 없다. 하물며 학교교육 기회조차도 제대로 갖지 못한 사람들에게 있어서 사회교육의 필요성은 더욱 절실하기 마련이다. 이에 우리나라도 1980년에 제정된 헌법에 평생교육 조항이 들어가고, 1982년에는 사회교육법이 제정·공포되어 평생교육을 강조하고 있지만 아직은 그 제도적 실현성이 아주 미약한 상태이다. 왜냐하면 사회적으로 평생교육으로서 사회교육의 필요성을 느끼면서도 아직도 학교교육으로만 대처하려는 폐쇄적 사고에서 학교의 시설과 기능을 적극적으로 개방·확대하려는 노력을 기울이지 않고 있다. 따라서 본 연구는 학교의 사회교육기능을 3가지 측면 즉 첫째, 정규교육을 받지 못한 이에게 교육의 기회를 부여하는 방계학제로써 준학교형태의 사회교육기능 둘째, 학교의 특별활동을 통한 사회교육의 효과 셋째, 학교가 지역사회에 미치는 교육적 기능의 역사적 변천을 법령 등 제도적인 면과 실태를 종합하여 포괄적으로 분석한다. 문헌을 재고하고 기초적 실태를 조사함으로써 얻어진 결과는 다음과 같이 정리된다. 1. 준학교형태에 있어서 교육법에 규정된 각종학교나 기술학교 등 방계학제와 사회교육법에 규정된 학력인정 사회교육시설은 교육내용이나 수업연한 등이 실제상에 동일하나 법령상으로는 교육법, 사회교육법으로 따로 명시되어 있다. 또한 대학의 공개강좌는 교육법에 규정되어 있으나 평생교육은 사회교육법에 근거하여 설치되어 있어 실제상의 운영, 내용면에서는 동일한 사회교육기능으로써 이중적인 법령의 저촉을 받고 있다. 따라서 사회교육에 관계된 것은 사회교육법으로 정리할 필요가 있다. 2. 사회교육은 학교교육의 보완적 기능으로 ① 학교에서 배우지 못한 이에게 교육기회를 보완해 주는 기능으로, ② 전인교육 차원에서, ③ 학교가 지역사회에 미치는 교육적 기능에서 강조되어야 하는 데 학교교육의 폐쇄성 때문에 제기능을 발휘하지 못하고 있다. 3. 준학교형태의 사회교육기능은 산업의 발달, 경제수준 향상으로 점차 초·중등과정은 기능이 축소·소멸되어가고 있는 반면, 고학력 추구로 고등교육과정의 학생수가 계속 증가추세를 보여 고등교육과정의 확충이 필요하다. 4. 초·중·고등학교에서의 써클활동은 다양한 프로그램을 개발하여 학생들의 적극적 참여가 이루어져야 한다. 5. 학교가 지역사회에 미치는 교육적 기능에 있어 초·중등학교의 확산은 시설면에 있어 성인에 맞지 않으며 기초학력 향상으로 고학력사회로 나아가고 있으므로, 그리고 대학의 시설이 성인교육 과정에 적합하므로 대학을 중심으로 활성화하는 것이 현실적으로 실현 가능하며 또한 바람직하다.;Representative characteristics of society in these days are as the flush expansion of knowledge and information, sudden changes and absence from the sense of values, swift development of scientific technowledge and diversified industrial structures, etc. Under the situation of such a rapidly changing society, the importance of the educational institues is recognized more and more for its significance. Education by the systemized educational institute however is being performed in a certain limited period, it is very difficult to meet properly ever-changing speed of society. Much more is it the case with people who could not be priviledged to educate with formal education in time. In the year of 1980, finally, we have an article on life-long education in the Constitution and further strengthened importance of life-long education by the establishment and announcement of the Social Education Law in 1982. But realization to practice remains in its initial stage as it is, inspite of such a systematic establishment, as we do not take a positive effort to open and enlarge facilities and function of the educational institute in the closed thinking to stay as systemized education as ever, though in society we are in great necessity of the life-long education. Consequently this study aims to generalize and analyze present systems and realities of the social education function of the educational institutes in focus of 3 points as follows; Firstly, social education function of the quasi-school-type, as a subsidiary educational system providing educational opportunities to the recipient of no formal education. Secondly, social education effects through the special activities of school. Thirdly, periodical trend and changes of the school's educational functions to the regional society. As a result of study on the recompiled books and records and research works to the real situations, we can summarize as follows ; 1. In the system of quasi-school-type, subsidiary educational system as various class of school or technical school as regulated in the Education Law and social education facilities regulated in the Social Education Law are all the same in the practice of education curriculum or educational term of period but separately expressed in the Education Law and Social Education Law, respectively, in terms of legal aspect. Open lectures of the colleges or universities, too is specified in the Education Law but the life-lomg education institues are established on the base of the Social Education Law subject to follow duplicated controls and regulations of the 2 systems in carrying out practical operations and content of education for the identity of social education function. It is necessary therefore to effect the Social Education Law available to absorbe those things related together. 2. As a supplementary function of the school education, social education should be emphasized (ⅰ) to provide supplementary educational opportunities to those who could not be educated in school, (ⅱ) to be education for a character in a whole, and (ⅲ) on the educational function of school to the regional society. But those things are not properly functioned in order due to enclosed systems of school education. 3. Social education function by the quasi-school- type institutes is decreasing and diminishing gradually in its original function of the primary, middle school course by the industrial development and advanced economic standards, etc, while advance course of study is required to expand to meet continuously increasing number or students for advanced course in pursuit of higher academic background. 4. Special activities of circle or department during the course of primary, middle and high school should be attracted by the student for their positive participation in the developement of versatile program. 5. In the situation of the fact that the facilities by the expansion of the primary, middle school is not adaptable to the adult in the educational function of school to the regional society and further social phenomena targeting for the higher school career by the speedy promotion of the basic educational background, as well as more suitable facilities of the colleges/universities's for the adult, it is more feasible and desirable to activate social education to the college/universities.
