영국 대처행정부의 사회보장정책에 관한 연구

Abstract

This sutdy aims at analyzing the social security program of Thatcherism which is representive of new conservatism in British Society. How and why has it sought to retrench and restructure the British welfare state ? The triumph of the Thatcher goverment in 1979 resulted in a radical departure not only from previous labour administrations, but also from those of post-war conservative goverment. Thatcherism deliberately challenged the post-war consensus that had existed between the political parties and set out consciously to attack both the principles and the practice of state welfare provision. This study argues that we make an analysis of the relation between the capitalist state and ideology to secure its economic reporduction and the social welfare to prove the nature of the reorganization of social security in Thatcherism. Indeed the reorganization of social security in Thatcherism is to be considered as an attempt for Thatcher government to creat a condition that would restructure the economy in crisis of capitalism. To examine it, at first this study investigate the nature of Thatcherism by inquiring into the surge of Thatcherism on the side of history and the political, economic and ideological characteristics. Secondly it analyze how and why Thatcherite strategy restructure the social security. Thirdly it examines the effect which is resulted from the accomplishment of Thatcherite strategy on social security The result of this study is this. Fristly, Thatcherism is a reaction to economic crisis. But Thatcherite 'Two Nation' Hegenomic Project is not a correspondence to economic restruction, but an attempt to produce new consensus including economic and political strategy. Secondly, to examine the reorganization of social security in Thatcherism reveals the facts as follows. (a) Thatcherism attributing economic crisis to excessive growth of expectation is trying to attack on expectation. (b)The difference in labor market resulting from the change in capital accumulation schema substitutes post-war income securities for job training for employment provision. The diffeince in labor market accompanying labor polarization results in differenctial effect of unemployment. (c)Thatcherism offers the benefits of a political weapon to waken the power of an organized labor class. (d)Privatization is to be considered as differentiated consumption characterizing post-fordism and it widen the divide between those in work and those outside paid employment and living on state benefits - not only in economic terms but also in ideological terms. (e)The reinforcement of Victoriam value reaffirms the distinction between the deserving poor and undeserving poor. As the principle of less eligibility is reintroduced and reinforced, the division of society is consolidated. Thirdly, the restructuring of social security increases the poverty rapidly and reinforces the social division and accelerates inequality. The distinction of Thatcherism lies in reinforcing the social division purposedly in public and trying to institutionalize and construct it. The significance of this study is summed up as follows : It intend to help anybody who would understand the social policy of new consevative and offer an arguement about the nature of the social security.;본 연구는 신보수주의의 영국적 표현인 대처리즘이 사회보장을 어떻게 재편성 시키는가를 분석하는데 그 목적이 있다. 1979년 영국대처정부의 승리는 전후시대의 노동당 정권은 물론 전후 보수당 정권과도 질적으로 상이한 이탈을 나타내는 것이었다. 대처리즘은 정당들간에 존재해 왔던 '전후 합의들'에 대해 계획적으로 도전했으며, 국가복지급여의 원칙과 실천의 두 측면에서 상당한 공격을 개시했다. 이와 같은 복지에 대한 공격은 영국만의 특수한 모습이 아니라 전세계적이고 일반적인 경향이었다. 복지에 대한 우익이동의 함의를 분석하는데 있어 기존 연구들은 신보수주의 이데올로기의 반복지적 성격에만 초점을 두고 설명을 하거나, 또는 복지축소와 후퇴에 따른 불평등 심화의 현상에 대해서만 천착함으로서, 왜 신보수주의 이데올로기가 득세를 하고 영향을 미치는가에 대한 근본적인 이데올로기 생산메카니즘을 간과하고 있다. 본 논문은 대처리즘의 사회보장 재편성의 성격을 규명하기 위해서는 자본주의 발달과 그 경제적 재생산을 보장하기 위한 자본주의 국가와 이데올로기, 그리고 그 과정의 산물로서의 사회복지라는 인식틀에서 분석되어져야 한다고 주장한다. 즉, 대처리즘의 사회보장 재편성은 자본주의 국가로서의 대처정권이 자본주의 위기에서 경제의 재구조화를 위한 조건을 창출하고자 하는 시도로서 이해되어야 한다. 따라서 대처정권의 사회보장 정책의 방향은 경제의 재구조화에 따른 노동시장구조의 이질화에 적합하도록 숙련/비숙련 노동자들간의 분열을 강화시키며 노동동기를 유지시키기 위한 대처리즘의 'Two Nation' Hegemonic Project으로 재편성된다. 이를 검토하기 위하여 먼저, 대처행정부의 정치경제적 배경을 검토하므로써 영국 신보수주의 정권의 역사적이고 비교사회적인 관점에서의 위치를 규명하였으며, 그 다음에 대처리즘의 정책적 특성을 검토하였다. 그리고 이를 바탕으로 대처행정부가 사회보장정책을 어떻게 재편하였는가를 대처리즘의 전략과 기존 사회보장구조의 상호작용을 검토함으로써 규명하고자 하였다. 그 연구의 결과는 다음과 같다. 첫째, 대처리즘은 경제적 위기에 직면하여 경제의 재구조화를 보장하기 위한 자본주의 국가로서의 반응이다. 그러나 대처리즘의 'Two Nation' Hegemonic Project는 단순한 경제의 재구조화에 대응하는 것이 아니라 그 전략속에 정치, 경제적 전략을 포괄하여 새로운 합의를 창출하려고 시도한다. 둘째, 대처리즘의 사회보장 재편을 살펴보면,a)자본축척제도의 변화에 따른 노동시장의 이질화는 실업대책을 전후의 소득보장으로부터 기술훈련을 시키는 것으로 변화된다. 또한 노동의 이질화와 이에따른 노동자의 양극화는 실업에 대한 차별적인 영향을 낳게 된다. b)대처리즘은 조직된 노동계급의 힘을 약화시키기 위해 정치적 무기로서 수혜를 제공한다. c)민영화는 포스트 포디즘 특징인 '차별화된 소비'의 측면에서 검토될수 있으며, 이는 일을 가진 사람과 국가부조에 의존하는 사람들간의 gap을 크게 확대한다. d)빅토리안 가치들의 재강화는 deserving poor과 undeserving poor간의 구별을 재조정하고 less eligiblilty 원칙을 재도입 강화하므로써 사회의 분열을 더욱 공고히 한다. 본 연구의 의의는 신보수주의의 영국적 표현인 대처리즘의 성격규명을 비교 역사적으로 조명하며 단순히 이데올로기 차원이 아닌 정치경제학적 논리속에서 분석함으로써 신보수주의의 위상에 대한 이해를 도우며. 또한 자본주의 국가의 일형태로서의 대처정부가 경제의 재구조화에 대응하여 사회보장정책을 어떻게 재편하는가를 분석하므로써 자본주의 사회에서 사회 보장정책 변천의 성격에 대한 일반적인 이론적 논의를 제공한다는데 있다.
