서울시내 단위 지역사회학교 프로그램의 운영실태 분석

Abstract

The primary purpose of this thesis is to examine and analize the community school program of the Seoul Council of Korean Community Education Association, and to solve its problems presented in this investigation. In order to attain the objective the following research subjects are treated in this study: 1) the concept of community school in Korea, 2) the developmental process of community school in Korea, 3) the process of planning the program of the community school in Korea, 4) the actual state of community school program of the Seoul Council, 5) the problems of community school program of the Seoul Council. This study represents the results of the questionaire and the interview method administered to 156 subjects in the community schools which are a kindergarten, 143 elementary schools, 9 middle schools and 3 high schools. Some of the significant findings and results of study are as follows. 1) It is essential that the principal and the teachers of community school, specialists in education, and the executives for the shoo1 who are conversant with their community should have a lot of opprtunities to discuss the program. That is why it has been widely recognized that the persons who plan and operate the program of community school are the executives, or the principals and the teachers of the school. 2) It is of importance that its characteristics should be considered when the program is planned and operated. And the opportunity for putting it in practice about once a week right as well be given. 3) It is not easy to get the excellent lectures who are the specialists in planning the program and putting it practice. Therefore, to solve this problem the community education council should prepare for a lot of qualified lectures in advance or cultivate and exploit the human resources for the community. 4) The budget for school expenses largely consisting of funds interest, donations and membership fee etc.should be used for the benefit of all of the members in the community because the heavy burden of school expenses is imposed on them. In addition, the aid of government may also be needful according as the circumstances of school district, if necessary. 5) It is of great necessity that the program of community school should be developed in the near future so that the concept of selfish 'I' may be converted to that of cooperative 'We' in the program. This is why the program for lifetime eduoation, and the use of leisure time or a hobby might bring about satisfactory results, but the one for the development of the community and the cooperative spirit might not do so.;본 연구는 한국지역사회교육 서울협의회 산하 단위 지역사회학교 회장들이 인식하고 있는 프로그램에 관한 실태와 당면하고 있는 문제점 및 개선점을 알아보는데 목적이 있었다. 지역사회학교 프로그램 분석에 관한 구체적인 연구문제는 다음과 같았다. 즉, 첫째 서울시내 단위 지역사회학교 회장들이 인식하는 프로그램 운영자는 누구인가?, 둘째 운영 방법은 어떠한가?, 세째 지도 강사 선정 및 지도 방법은 어떠한가?, 넷째 운영 비용은 어떠한가?, 다섯째 운영되고 있는 프로그램은 어떠한가?, 여섯째 단위 지역사회학교 운영의 문제점과 개선점을 알아보는 것 등이었다. 연구대상을 한국지역사회교육 서울협의회 산하 지역사회학교 1991년 10월 현재의 유치원 1, 국민학교 143, 중학교 9, 고등학교 3, 합 156개교였다. 연구방법은 대상 지역사회학교의 운영회 회장에게 질문지를 배부하여, 그 중 회수된 106개교(68%)의 질문지를 백분율로 빈도처리 하였다. 또한 5개 지역인 강동지역, 송파지역, 강서지역, 종로지역, 서울협의회 간사들의 면담을 통하여 조사하였다. 본 논문의 연구 결과 및 논의는 다음과 같았다. 첫째, 지역사회학교 프로그램 계획 및 운영자는 「지역사회학교 임원들」이라고 인식했고 그렇지 못한 지역사회학교에서는 「교장·교사」로 인식되어 있었다. 그러므로 본 연구자는 프로그램이 교육전문가인 교장과 교사 그리고 지역을 잘 아는 지역사회학교 임원들이 함께 숙의 결정해야 할 것을 제안하였다. 둘째, 지역사회학교 프로그램 운영방법에 있어서는 교육 프로그램, 취미·여가 프로그램, 개발(봉사) 프로그램, 공동체 형성 프로그램의 각 특성을 살려서 계획 운영 하여야 하고 적용하는 기회가 있어야 하며 지역사회 주민 학부모 및 학교 특성에 알맞게 운영하고 지역사회교육 협의회 프로그램을 강화하여야함을 제안하였다. 셋째, 지역사회학교 프로그램 전문가 선정 및 프로그램 지도방법에 있어서는 정통한 전문가를 선호함이 밝혀졌다. 그러므로 강사 선정에 많은 어려움이 있으나 이를 해결하기 위해서는 지역사회교육협의회에서 많은 강사를 확보하거나 지역민의 인적 자원을 개발해야 할 것이 제안되었다. 넷째, 지역사회학교 프로그램의 운영비용은 수혜자부담이므로 많은 경비 부담이 문제점으로 지적되었다. 기금마련 이익금, 찬조금, 회원 회비 등이 회원에게 혜택이 가도록 운영되어야 할 것과 또한 행정적인 배려도 지역에 따라서는 해야할 것이 제안되었다. 다섯째, 지역사회학교 프로그램의 실태는 자아실현을 위한 평생교육 프로그램과 취미 여가선용 프로그램의 실적은 비교적 많으나 지역사회개발 프로그램이나 공동체 형성 프로그램의 활동은 활발하지 못했다. 「나」에서 「우리」로 바뀌는 프로그램 개발이 연구되어야 할 것이며, 따라서 학교 단독의 프로그램 뿐아니라 지역협의회 공동 프로그램을 개발하여 지역회원의 협동적 활동을 하여 지역사회학교운동의 본래의 목적을 성취할 수 있어야 할 것이 제안된다.
