우리나라 情報部門의 國民經濟的 奇與에 대한 硏究

Abstract

It is generally accepted fact that the society is rapidly becoming informationalized and that the future will be an age of information. That is, in future society information will play mere important role than the natural energy sources in both social and economic fields. The h19h1y developed techniques based on the computer system and oommunicational techniques will bring significant innovaton not only to the economic production and industrial structure but also to the general field of society. This thesis examines the characteristics of information and their economic values, and studies the classification of the informational field and the informational condition of this nation. Furthermore, I analyzed the economic effect of information as source of product in the economic activities of this nation. The role of information in the economics can be classified Into two functions. First, the information functions as an Input which is necessary producing source in the process of production. Second, the information functions itself as one of those outputs which are produced as economic goods or independent product. In spite of such important functions of information, the present research has neglected theorical studies on the economic role of information. The past studios were Bade only in relation with the anlysis on the contribution of the factor productivity or increasement of output in the macroeconomic or In the field of analysis on industrial relations. Using the Informational index as the Input of Information product factor, the result of our nation's production function during last 1980-1957 was that the elasticity of information marked 0.17. This record shows that information became significant factor in economic production, and that if capital and labor were fixed, 1% increase of information Input brings 0.17% Increase In overall outcome. Considering the fact that the Innovative informational technique and informational labor proliferate even in the traditional product factors such as capitor and labor, the contributions of the informational field and their effects in the whole nationl economic production will be mere important. In accordance to these present needs, the standardization of classifying system and a theorized rule in the Informational field should be formalized on the national level and furthermore, detailed government policy of long term should be established for the development of informational field.

;미래의 사회는 정보화사회, 정보화시대가 될것이며, 그것은 바로 유형의 물질이나 에너지자원 이상으로 정보라는 무형재가 사회, 경제의 모든 분야에서 주역이 되고 그 역할이 무엇보다도 중요시되는 사회를 의미함은 모두가 공감하는 사실이다. 컴퓨터와 통신기술을 주축으로 하는 첨단기술 혁신은 경제면에서의 생산성 향상과 산업구조의 변화는 물론 모든 사회 전반에 걸쳐 일대 변혁을 초래할 것이다. 이에대해 본 연구에서는 정보화사회의 추진과정에서 야기되는 정보의 특성 및 경제적 가치를 살펴보고, 정보부문의 분류에 대한 제연구 및 우리나라의 정보화진전도를 둘러싼 논의들을 검토해 본 다음, 나아가 우리나라의 경제활동 내에서 생산요소로서 정보가 발생시키는 경제적 파급효과를 실증 분석해 보았다. 경제학적 측면에서의 정보의 기능은 크게 둘로 나누어 진다. 즉 첫째, 정보가 생산과정상의 필수적인 생산요소로서 활용되는 투입(input)의 기능과 둘째, 정보자체가 하나의 경제적 재화 또는 독립된 상품으로 처리되는 산출(output)의 기능을 말한다. 이와같은 정보의 중요성에도 불구하고, 이론적 체계를 갖추어 정보의 경제적 역할을 분석한 연구는 거의 없는 실정이다. 기존 연구들은 대체로 MACRO경제차원에서의 총요소생산성 내지 총산출증가에 대한 기여도분석 또는 산업연관분석 등의 범주내에서 수행되었다. 한편, 정보화지수를 정보생산요소의 투입으로 사용하여 지난 80-87년에 걸친 우리나라의 생산함수를 추정해 본 결과 정보의 탄력성은 0.17을 기록했다. 즉, 정보는 생산에 영향을 미치는 유의미한 변수가 되며, 노동과 자본이 고정되어 있다면 정보투입의 1%증가는 0.17%의 총산출증가를 가져온다는 것이다. 기존의 생산요소인 자본과 노동에도 각기 새로운 정보기술, 정보노동의 확대가 계속되고 있음을 감안한다면, 전체 국민경제내에서 차지하는 정보부문의 기여도 및 파급효과는 더욱 커지리라고 예상된다. 이러한 현실적인 필요성에 부응하여 이제는 국가차원에서의 정보부문에 대한 명확한 규정 및 분류체계의 표준화가 무엇보다도 시급한 과제이며, 나아가 정보부문의 적극적인 육성을 위해 보다 구체적이고도 장기적인 정책 수립이 절실히 요구된다.
