dc.description.abstractThe latest development in the social welfare policy of Korea is active intervention on the part of the government to help the low income families move up to the middle class, and the government has embarked on a series of communicty welfare center projects. The 6th Five-year Socio-Economic Development Plan has adopted to increase the number of community welfare centers and to give them financial support. Under the plan, community welfare centers were built and are under construct ion within the public housing compounds and in the underprivileged neighbourhoods. As of August 1991, there are 88 such centers in the nation, including those predating the 6th Five-year Plan and by 1992 more than 248 centers are expected to be in operation. Besides, about 95% of the existing welfare centers are receiving financial support from the government. As the government exerts leadership in the increase of community welfare centers and in the augmentation of support, both the government and management of welfare centers are faced with the question of serving the needs of the community residents properly, of handling the human and public resources efficiently, and of meeting the demands and expectation of the residents with responsibility. The outcome of such concern was the 1989 government standards and rules regulating the operation of community welfare centers, and the government began to supervise the use of public fund for welfare centers and their programs. However, the government standards and regulations governing the community welfare centers do not seem to reflect the true realities and appear difficult to follow under the given circumstances. What this study attempts in this background is twofold: to identify the problems contained in the government standards and regulations governing the establishment and management of community welfare centers; and to make suggestions for improvement. The study can provide reference material for revision of standards and regulations. To this end, data were collected from 23 centers in Seoul and 20 of which were closely examined in terms of their facility, program contents, staff, finance, the management of going projects, and supervision to see what is the actual going on in the existing centers. As for the research instrument, the author of this paper has designed a questionnaire made up of 81 items and its face validity has been supervised by the social work professionals. The collected data were analyzed by frequency using SPSS program. The followings are the problem areas identified in this study. 1. Practically all existing facilities of the welfare centers come short of the standards specified in the government standards and even the newly constructed ones under the supervision of the government do not meet the standard. 2. Programs are found to be uniform and all spread out simply to meet the instruction specified in the standards. No particular consideration was given to the specific and individual circumstances of each community and only one center out of 20 examined was offering all the compulsary services indicated in the regulations. 3. Community welfare centers are deplorably understaffed. They are having difficulties in securing the trained manpower owing to budget shortage and lack of understanding on the part of the public. The government standards regarding the staffing of the centers should be rewritten. 4. The financial support from the government is too small to make any real impact. The government funds are uniformly allocated on the basis of the facility size, and this practice sounds rather unreasonable. 5. In the area of operation, the community survey service and program evaluation have turned out to be inadequate. Individual centers ought to be left to determine their own program fees because they know best their own community and the actual program users. 6. The public officials charged with the supervision of the community welfare centers frequently have no professional training or background in social work and there are no clearly defined standards in supervision. The followings are analyzed results of the improvement suggestion. 1. The study indicates that the government should come up with a comprehensive masters plan t o avoid the overlap of service users. Therefore, when the government constructs a center, it should take into account the distance between the new and the existing ones. When the construction of a community welfare center is commissioned, the government ought to supervise every stage from the ground-breaking to completion of the building in accordance of the kinds of services that will be offered there. 2. Individual facilities should be allowed to design programs on their own, so that they can reflect the specific needs and characteristics of each community. The aid-society project between the recipients of livelihood protection and medical care support and sponsors ought to continue and be further vitalized. 3. The government should finance the training of staff and secure sufficient professionals. In the standards for staffing the centers ought to be rewritten in terms of program and facility management. The retraining of staff member should be regularly repeated and here the association of community welfare center or other organizations can be utilized. 4. The financial support of the government should be realistic. When it selects to practise preferential support, it has to exhibit clear objectivity and consistency and be reasonable. 5. The study has indicated the importance of preliminary survey of the community and of the program evaluation. What is vital in the use of consulting committee and volunteers is the management. Program fees should be determined by individual community welfare centers in consideration of program users. 6. The government should permanently appoint professional social workers to each administrative district and the appointment should be done on a clearly defined set of standards. On both the basis of the problems revealed in the study and the above results of the improvement suggestion analysis, I would like to make the following suggestions to improve the management of the community welfare centers. As more and more community welfare centers are built under the auspices of the government and the financial support from the government is augmented, the management of welfare facilities view the change to be a mixed blessing. While they welcome the fanancial protection they may get from the government, they fear the prospect of losing some self-control and flexibility when they are faced with government regulations. What is desirable is that the government build facilities and commission the operation to non-profit private organizations. However, when the operation of a facility is commissioned with a set of standards and rules, the set has to be realistic, clear, and reasonable. When a new community welfare center is constructed, the commissioned organization ought to be consulted with to depart from practically uniform building formula and t o give the touch of specialization to each facility. The old existing facilities can be made attractive to the community residents through remodelling the building or adding an annex. The community welfare centers ought to be able to reflect the community welfare centers ought to be able to reflect the changing times and to include leisure activity facilities such as gymnasium and indoor swimming pool, and then the role of the community welfare center can be enlivened. Programs need to be changed and developed. Instead of repeating the same programs at every center, each center should be allowed flexibility to develop unique and specilized services that reflect the specific needs and demands of each locality and to serve the residents with its own programs experimentally. The commissioned organizations on their part shouldn't forget that they are charged with public trust and thus have the responsibility of developing the projects that meet the needs of the residents and of executing them with efficiency. The government ought to be realistic in its financial support to welfare facilities in order to make real difference, to secure professionally trained manpower, and to offer quality service to the users. The community welfare centers should be classified in detail on the basis of size and financed accordingly. When a new service is developed, the government should be able to give additional financial support, so that the centers can be run experimentally and given strong motivation to develop new services. In a nutshell, the community welfare centers, in order to meet the needs of residents in their daily life, ought to be operated in close contact with the residents they are supposed to serve and within the realistic and desirable standards and rules.;최근 정부에서는 사회 복지정책의 일환으로 저소득 영세민층의 중산층화를 꾀하고 지역사회 주민을 위한 사회복지관 사업을 채택하여 적극적으로 개입하기 시작하였다. 이러한 대책으로 정부에서는 제 6차 5개년 경제사회 발전계획에서 사회복지관의 증설과 운영비 지원을 계획하여 현재 도시의 영세민 거주지역 및 서민 임대주택 단지 내에 사회복지관이 건립되어 기존시설을 포함하여 88개소에 이르며 92년까지 248개소 이상으로 늘어날 것으로 예측하고 있다. 또한 95%의 사회복지관이 정부 지원을 받고 있다. 이와 같이 정부의 주도로 사회복지관의 수가 크게 늘어나고 정부의 지원이 확대되어가면서 사회복지관이 지역주민들을 위하여 제대로 역할을 하고 있는가, 인적 물적 자원을 효율적으로 관리 운영하고 책임감 있게 사회의 기대와 요청에 부응해 나갈 것인가 하는 것이 사회복지관 운영의 주요과제가 되었다. 이에 따라 정부에서는 사회복지관 운영에 대한 정부지침을 만들고 정부보조금 사용과 사업현장에 대한 지도감독을 하기 시작하였다. 그러나 이러한 정부의 사회복지관에 규정 및 지침들이 현실적으로는 기관이 제대로 지킬 수 있도록 되어있지 않는것으로 보여진다. 따라서 본 연구는 정부의 사회복지관 설치·운영규정 및 지침의 개정을 위한 기초자료로 운영규정 및 지침의 문제점과 개선안을 연구하고저 한다. 이러한 연구목적을 위해 서울 23개 사회복지관을 대상으로 설치·운영 규정및 지침서의 주요항목인 시설, 사업내용, 종사자, 재정, 사업의 운영, 지도감독에 대한 사회복지관 운영현황을 조사한 결과 20부를 자료분석에 사용하였다. 연구도구로는 본인이 작성하여 사회사업학을 전공한 전문가들로부터 안면 타당도를 검증 받은 설문지를 사용하였으며, 일반적인 사항을 포함하여 총 81문항으로 구성되었다. 자료처리는 SPSS를 Frequency 프로그램에 의해 분석하였다. 본 연구의 주요 분석결과는 다음과 같다. 1. 시설에 있어서는 시설설치 기준을 규정대로 갖춘 곳이 거의 없으며, 정부에서 건립한 건물조차 규정을 따르지 못하고 있다. 2. 사업 내용은 운영규정에서 제시하는 필수사업을 모두 실시하는 곳은 1개뿐이며, 규정상 프로그램이 획일적이고, 양적으로만 나열되어 있으며 지역이나 대상 등을 고려하지 못하고 있다. 3. 종사자는 최저 배치기준에 맞도록 구성되어 있는 곳도 별로 없으며, 예산부족, 인식부족등으로 전문인력을 충분히 확보하지 못하고 있으며, 인력배치에 대한 정부의 기준도 개선되어야 한다. 4. 재정면에서도 정부지원이 현실적이지 못하며, 건물크기규모별로 일률적이나 비교적 합리적이지 못한 것으로 니타났다. 5. 사업의 운영면에서는 지역조사나 프로그램평가는 미흡한 상태인 것으로 나타났으며 비용수납의 경우 복지관의 위치나 프로그램의 성격, 대상에 따라 기관이 자율적으로 정하는 것이 바람직하다고 나타났다. 6. 지도감독의 경우 일선 행정기관 직원이 사회복지분야의 전문성이 부족하고, 객관적 기준 없이 지도감독을 하고 있어 불만족한 것으로 나타났다. 이와 같은 현황 및 문제점에 대하여 조사분석된 개선안은 다음과 같다. 1. 정부에서 사회복지관을 증설하는 과정에서 서비스 이용자의 중복이 되지않도록 하기 위하여 종합적인 계획아래 기존 복지관과의 거리간격을 고려해야 하며 정부에서 사회복지관을 건립할때 건축계획에서 시공까지 위탁운영체와 협력하여 프로그램을 고려하며 짓도록 해야한다로 나타났다. 2. 사업내용은 기관이 자율적으로 지역특성에 맞는 프로그램을 실시하도록 하고 사업대상자중 생활보호대상자나 의료부조대상자를 위한 결연사업은 계속적으로 후원자 및 후원사업 개발을 통해 활성화해야 하는 것으로 나타났다. 3. 종사자는 정부의 현실적인 재정지원으로 사회복지관의 필요한 기본적인 인원과 전문인력을 확보하도록 해야하며 인력배치 기준이 프로그램 측면과 건물관리 측면에 알맞도록 합리적으로 개선되어야 한다. 종사자 교육훈련은 협회나 타기관을 활용하여 계속적인 재교육이 이루어져야 한다로 나타났다. 4. 재정은 정부의 지원수준이 현실적이어야 하며 선별적 지원시의 객관성과 크기규모별 일률적인 지원기준이 합리적으로 개선되어야 하는것으로 나타났다. 5. 사업의 운영에 있어서 지역조사와 사업평가가 제대로 실시되어야 하며 자문위원회 운영과 자원봉사자 활용은 관리가 중요한 것으로 나타났으며 비용수납은 참여대상에 따라 사회복지관이 자율적으로 정하도록 한다로 나타났다. 6. 지도·감독은 정부가 일선행정관서에 사회복지전문가를 고정적으로 배치하여 객관적인 기준을 가지고 실시해야 하는것으로 나타났다. 위와같은 문제점과 개선안에 대한 분석결과를 토대로 사회복지관 운영개선을 위하여 다음과 같이 제언을 하고저 한다. 정부가 사회복지관을 증설하고 운영지원을 늘이는 현 시점에서 운영체들은 정부의 개입으로 인하여 재정적 측면에서 보호를 받을 수 있는 장점과 함께 정부로 부터의 규제로 인해 기관의 자율성과 융통성을 위축시킬 수 있는 우려도 하고있다. 정부가 사회복지관을 건립하여 책임성있는 민간기관에 위탁운영토록 함은 바람직한 일이다. 그러나 위탁운영을 하고 운영규정 및 지침을 기본으로 하되 현실적이고 합리적인 기준으로서의 규정 및 지침이 되도록 해야한다. 거의 똑같은 건물모양에서 벗어나도록 위탁운영체와 긴밀한 협조체제를 이루어 사회복지관을 신축하도록 하며 오래전에 건립된 기존복지관을 증·개축을 통하여 지역주민들이 이용하고 싶은 곳, 밝고 활기찬 곳이 되도록 개선할 필요가 있으며 사회복지관이 위치하고 있는 지역특성에 따라 문화시설, 수영장등의 체육시설등을 갖추는 것도 시대의 변화에 따른 지역사회복지관의 역할에 활성화를 가져올 수 있다고 본다. 사업내용도 규정을 기본으로 하되 획일적인 프로그램 나열에서 벗어나 지역이나 대상을 고려한 특성있는 사업을 시범적으로 시도할 수 있도록 융통성을 가져야하며 기관도 공익조직체로서의 사명감과 책임을 가지고 지역에 필요한 사업을 개발하고 효율적으로 운영해야한다. 정부에서 현실적인 재정지원을 함으로서 사회복지관이 전문인력을 갖추고 기본적인 재정확보를 통해 질이 높은 서비스를 제공할 수 있도록 해야 한다. 또한 운영비 지원을 하되 사회복지관의 크기규모를 세분화하여 기본운영비를 정하고 사업내용에 따라 추가지원을 하여 사회복지관이 시범적이고 새로운 사업을 개발할 수 있는 동기를 부여하도록 해야한다. 즉 사회복지관은 현실적이고 바람직한 운영규정 및 지침을 기초로 하여 지역사회에서 현실생활에 필요한 사회복지관으로서의 역할을 수행하도록 운영되어야 한다.-
