공공도서관과 학교도서관 간 자료이용상의 협력방안에 관한 연구

Abstract

Public and school libraries have essential common characteristics in the respect that they provide opportunities for learning. The former plays an important role in the lifelong education of the whole nation as well as the community by offering them various informations and knowledges. The latter also supports school education in which necessary informations are given to learners systematically; it is not only serves learners various educational materials and facilities in order that they can make researches suited to their peculiar abilities and experiences and then can adapt themselves to social changes in the future, but also educates them to select and use informations necessary for their learning. With the rapid increase of information resulting from the advancement of learning and scientific technology, libraries have developed various cooperative systems regardless of their types and characteristics. Since public and shcool libraries in our country have common educational function and the same administrative system, the cooperation can be more effective than in any other field. The present thesis aims to draw up a program for cooperation between City of Seoul public libraries and community school libraries. The program is as follows. -one of 15 City of Seoul public libraries is made the cooperation center which collaborates with other city public libraries. -Each city public library supports and cooperates with nearby senior highschool libraries. There are 5 or 6 senior highschool libraries on the average in the area where a city public library is located. -A senior highschool library and 2 or 3 elementary school and junior highschool libraries in the same area help and back up each other. -The cooperation center and senior highschool libraries cooperate with City of Seoul Educational Research Institute Library, academic libraries, special libraries, KEDI Information Library, etc. -This program can be carried out in every city and province. For the purpose of smooth cooperation supervisors of public and school libraries must recognize their common objectives and differences, set limits of their responsibility definitely, and reconsider their functions and roles in the mutual cooperation. By doing this they can meet the intellectual demand of library users.;공공도서관과 학교도서관은 본질적으로 교육이라는 공통의 기능을 지닌다. 공공도서관은 지역 주민 나아가 전 국면이 모든 분야의 지식과 정보를 공평하게 제공받을 수 있도록 봉사함으로써 지역 주민 및 전 국민의 평생동안, 교육을 담당한다. 학교도서관 역시 학습자에게 필요한 정보를 체계적으로 전달하는 학교교육을 지원하고 실행한다. 학습자가 장래의 새로운 변화에 책임 있고 융통성있게 대처할 수 있도록, 학습자 개개인의 독특한 능력과 경험에 맞는 다양한 자료와 시설을 효율적으로 지원·공급한다. 뿐만아니라 학습자가 각자의 개별적인 학습활동에서 필요한 자료를 스스로 선별하여 이용할 수 있도록 교육한다. 학문이 세분되고 더욱 전문화되면서 많은 양의 지식과 정보가 생산되고, 정보의 요구 또한 다양화되어 도서관은 그 유형이나 특성을 초월하여 상호간의 협력에 대한 관심을 갖게 되었다. 빈약한 도서관 재정으로 않은 양의 다양한 정보를 구비하기가 어려운 현실에 놓여 있는 우리나라의 도서관은 더욱, 도서관 간의 협력 활동을 위한 상호 보완적인 협력 체제의 개발이 요구되고 있다. 우리나라의 공공도서관과 학교도서관은 교육적 기능이라는 공통점과, 형정체계의 동일성으로 어느 유형보다도 용이하게 협력 활동을 이룰 수 있다는 시각에서, 본 논문은 서울시립공공도서관과 학교도서관 간의 자료 이용을 위한 협력의 방안 구상을 목적으로 연구되었다. 자료 이용상의 협력을 위한 구상은, 서울 소재 15개 시립공공도서관 중 하나의 시립공공도서관이 서울시 전역의 협력센터가 된다. 이 협력센터는 서울교육연구원, 대학 및 특수도서관, 한국교육개발원, 기타 연구단체로부터 자료 지원을 받는다. 각 시립공공도서관은 이 협력센터와 상호 협력하며, 분할 담당된 고등학교도서관을 지원·협력한다. 각 고등학교도서관은 역시 분할 담당된 국민학교도서관, 중학교도서관을 지원·협력한다. 동시에 협력이 이루어지고 있는 동일지역 내의 각 고등학교도서관과는 시립공공도서관을 거치지 않고 직접 협력한다. 또한 서울교육연구원과 대학 및 특수도서관, 한국교육개발원, 기타 연구단체의 자료 지원을 받는다. 이상과 같은 자료 이용상의 협력을 이루기 위하여는 우선적으로 공공도서관과 학교도서관의 행정책임자들이 양 도서관의 공동목표와 양 도서관의 차이점을 인식하고 협력의 필요성을 인정하여야 한다. 그리고 자료의 이용을 위한 협력에 따르는 양 도서관의 책임 범위를 분명하게 규명함으로써 양 도서관 각각의 기능과 역할을 분담하여야 한다. 다양한 자료의 이용요구에 대찰 하나의 현실적인 해결 방안이 되는, 공공도서관과 학교도서관 간 자료의 상호이용을 위한 협력은 조속히 그리고 반드시 이루어져야 할 것이다.
