韓國의 베트남戰 介入에 관한 硏究

Abstract

이 논문은 1964년부터 1973년까지 10여년동안 이루어진 韓國의 베트남전 介入의 政治·經濟的 性格을 國家의 성격의 역할을 중심으로 분석하는데 目的을 두고 있다. 韓國의 베트남戰 介入은 당시의 政治·經濟·社會的 危機와 외세의 압력에 대한 國家機構의 대응으로 나타난 것으로서 당시 국가의 性格과 이것에 작용하는 外的 制約의 性格을 단적으로 드러내어 주는 국가의 정책이었다. 따라서 韓國의 베트남戰 介入을 객관적으로 검토하는 연구는 이 시기 韓國國家의 성격과 그 존재성 그리고 이것에 작용하는 外敵 制約을 규명하는 출발점이 될 수 있으며 나아가 그 연속선상에 있는 유신체제의 성격을 해명하는 契機가 될 수 있는 것이다. 이 논문에서는 이러한 문제의식아래 베트남戰 介入의 전개와 귀결 그리고 介入過程에 있어서 국가의 역할과 政治·經濟構造 변모를 살펴보았다. 이러한 분석의 결과 첫째, 韓國國家를 규정하는 規正力으로서의 美國의 要求가 당시의 諸構造的 危機들에 접합되어 나타난 것으로서의 韓國의 베트남戰 介入은, 經濟的으로는 介入과정의 美國의 지원과 特需수입을 기반으로 고도성장으로 특징 지워지는 이 시기 韓國경제의 浮揚力으로 작용하였으나, 다른 한편으로는 이후 韓國경제의 특징적 현상으로 고착된 외연적 개발기조가 정착되어 대외종속이 심화되는 한 계기가 되었다. 둘째, 政治的으로 베트남戰 介入의 과정은 국가기구의 강화과정이기도 했다. 군부정권은 베트남戰 介入과정, 경제성장에 따른 정당성의 확보를 기반으로 정치·사회적 통제력을 확고히 하였는데 이러한 강화된 권력기반은 1970年代初 새로운 위기의 상황에서 유신이라는 더 한층 권위주의적인 정치체제로 이행하게 되는 토대로 작용하였다. 세째, 韓國軍의 베트남戰 介入과정에 드러난 국가의 성격은 대내적인 상대적 자율성과 대외적 종속성으로 특징지울수 있다. 이것은 식민지시대 이후 韓國의 국가형성의 역사적 경험에서 비롯된 것이었지만 베트남戰 介入의 과정을 통해서도 관철, 강화되었다. 즉, 국가의 초기위기의 해결과정으로서 베트남戰 介入과정은 새로운 형태로의 대외적 종속의 과정이기도 했던 것이다. 이 논문에서 韓國의 베트남戰 介入의 의미를 국가론적 관점에서 규명하고자 한 이유는 베트남전 개입이 韓國 현대정치사에서 차지하는 의미라는 그 정책자체의 중요성으로 인해 이것의 정확한 평가와 인식이 요구되었을 분 아니라, 이러한 연구가 韓國社會를 규정짓는 국가와 外的 制約에 대한 정확한 인식을 위한 전제작업으로서의 의미도 갖기 때문이다.;This paper is to analyse the involvement of Korea to Vietnam i We wish to analyse the political and between 1964 and 1973. economic meaning of it here in this paper. Korea's involvement in Vietnam War was performed by state under the influence of imperialism even though it was not right one. And this was the policy which shown the character of a state and the external constraints which influenced this. Therefore the objective analysis of Korea's involvement in Vietnam War could be the one which shows the meaning and existence of State of this period. And it also could be the due which explains the meaning of Yu-Shin regime. Under this thought, in this paper, we thought about involvement in Vietnam War and its conclusion. As the result of this, First, the process of involvement which came from the defence against the state, apparatusagainst the crisis is the strong process of stateapparatus. That is to say the military regime made that political, economic social control and this strong powerful basis contributed to more authorized political system called Yu-Shin. Secondary, the character of state shown in involvement is characterized internal relative autonomy and external dependency. This was origined from the historical experience of composing the state of Korea since the colonial period and it has also been achieved through the process of involvement. Also, as the process of solving crisis in the 'early days of state, involvement has been a process of political, military and economic subordination. The reason why to catch the meaning of involvement by the point of state theory is not only because the importance of the policy but also it has the meaning as priliminary study for scientific recognition of external constraints which prescribes Korea's social formation.
