국제통화질서내에서의 금에 관한 세가지 소고

Abstract

금이 인류문명의 거의 전기간동안 화폐로서의 지위를 차지했던 것은 금이 화폐가 지녀야할 일반적인 속성인 희귀성, 내구성, 수용성 등을 골고루 갖추고 있기 때문이다. 1차세계대전 이전 국제통화질서는 금본위제도에 의해 운용되었으며, 브레튼우즈체제하에서도, 심지어 1976년 IMF의 금폐화결정이후에도 금은 계속 가치의 최종보존수단이었다. 금은 미적 광택으로 인해 장식용구와 예술품의 소재로써 뿐만 아니라 금이 지닌 물질적 특성인 견고성, 유연성, 높은 열전도성으로 공업용으로 크게 이용되고 있으며, 최근에는 투자의 대상으로도 새롭게 인식되고 있다. 이러한 점에서 최근의 국제경제의 금가 변동, 인플레이션, 환율불안정등은 금에 관한 관심을 다시금 불러 일으키고 있다. 따라서 본 논문은 금에 관한 3가지 논점을 각각 검토하므로써 금에 대한 종합적인 결론을 맺는 형식으로 구성되어 있다. 첫번째, 논문의 논점은 고전적 금본위제도에 대한 재평가 문제이다. 고전적 금본위제도가 실시된 1879-1914년 기간은 빠른 경제성장과 물가안정으로 특징지워진다. 이러한 긍정적 현상에 대하여 금본위제도 옹호론자들은 그것이 금본위제도 실시로 인한 것이라고 주장한다. 그러나 오늘날 많은 학자들은 이들의 의견에 동의하지 않는다. 따라서 첫번째 논문에서는 고전적 금본위제도 실시기간의 물가안정, 실질생산량, 금생산량 그리고 정부개입 문제들을 통해 분석하고 있다. 그 분석 결과는 당시의 긍정적 현상이 금본위제도 실시 그 자체 때문이라기 보다는 당시의 국제적 환경, 그리고 선진국간의 협력으로 인한 것임을 보여준다. 두번째 논문의 논점은 금본위제도로의 복귀논쟁이다. 금폐화조치이후의 금값폭등, 인플레이션. 환율불안정 등의 경험은 70년대 후반부터 「공급측 경제학」을 중심으로 하는 학자들 사이에 금본위제도 복귀를 주장하게 하였으며, 심지어 미국의회내에 금위원회를 설치하기에 이르렀다. 그러나 금가격의 변동으로 인한 금의 공정가격 설정의 어려움, 금의 불안정한 공급과 그에 따른 유동성 부족문제. 그리고 각국의 국내균형우선정책 등으로 복귀논쟁은 자연스럽게 소멸되었다. 세번째 논문의 논점은 국제통화질서의 장래와 그 내에서의 금 역할에 관한 것이다. 분석 결과는 향후 국제통화제도가 금본위제도나 고정환율제도로 복귀할 것 같지는 않다는 것이다. 또한 향후 국제동화제도 내에서의 금 역할도 당분간은 대외준비자산으로서의 기능을 계속해 나갈 것이며, 그 중요성 역시 계속될 것 같음을 보여준다.;The reason why gold has played an important role , through-out human history , is that gold possesses general characteristics of a money such as rareness, persistency and universal acceptance. Before World War Ⅰ, the international monetary system was controlled by the Gold Standard. Gold was recognized as ultimate mean of value preservation even after gold abolition decision by IMF in 1976. Besides industrial use , importance of gold as the subject of investment also has to be emphasized. Interest in gold has been growing because of rapid inflations of gold price, rapid inflation and versatile exchange rates. Purpose of this thesis is to present a general conclusion on gold discussing three issues on gold. The first essay attempts re-evaluation of the classical Gold Standard which continued during the time periods between 1879 and 1914. The Gold Standard favorists believe that the Classical Gold Standard is characterized by the rapid economic growth , price stability and international equilibrium. Furthermore, they insist that these affirmative phenomena were caused by implementation of Gold Standard at that time . However ,today many economists do not agree with gold favorists. The first essay examines this issue by investigating price stability, real output production, gold demand and supply, and government intervention in gold outflow during 1879-1914. The conclusion of the first essay find that the then affirmative phenomena were caused by international environment and cooperation between advanced countries , not by performing the God Standard. The second essay deals with 1970's debate of the revival to the Gold Standard, The revival to the Gold Standard spreaded among many supply-side economists with experience of gold price hike during Late 1970s. Furthermore, the U.S. Congress comes to establish the Gold Commission. In summary, the revival argument weekened spontaneously for impartial price decision, unstable supply of gold, lack of liquidity and domestic priority policy. The third essay concerns with future and role of gold within the international monetary system. It finds that the international monetary system will not return to the Gold standard or the fixed exchange rate system in the near future. The importance of gold within the international monetary system will not be reduced, gold continuing to carry out its function as international reserve. In conclusion , this thesis suggests new understanding over extended role of gold including gold future, gold options and gold forward.
