시 군 교육(구)청 자료실의 운영실태조사 연구

Abstract

교육방법의 개선이 요구되는 현대사회에서는 교수학습현장에서 다양한 교육자료가 활용되고 있는데, 자료의 활용을 극대화하기 위해서는 모든 사용자가 필요로 하는 때에 원하는 자료를 이용할 수 있도록 교육자료를 일정할 곳에 두고 관리 운영하는 교육자료실이 필요하다. 이러한 교육자료실은 우리나라의 경우, 각급학교 수준에서는 예산의 부족, 행정적 지원의 부족, 담당인력과 보유자료 수의 절대부족등 제반 요인에 의해서 그 운영이 효율적으로 이루어지지 못하고 있다. 그러므로 각급학교들에 서비스를 제공하는 지역단위의 교육자료실의 설치는 교육의 질적 향상을 기하는 현대사회에서 매우 중요한 요소라 할 수 있다. 따라서 본 연구는 지역 교육자료실의 개념 및 기능, 요원, 보유자료, 운영에 대하여 국내외의 관계문헌을 이론적으로 고찰해보고, 현재 우리나라 전국의 각 시 군 교육(구)청에서 운영되고있는 자료실의 실태를 조사하여 나타난 문제점과 그에 따른 해결방안을 제시하고자 하였다. 전국의 138개 시·군 교육(구)청 자료실을 대상으로 실시한 질문지의 조사결과 드러난 문제점은 다음과 같다. 1. 교육(구)청 자료실을 전담하는 요원의 수가 부족하다. 2. 교육(구)청 자료실의 담당자에 대한 연수교육의 기회가 부족하다. 3. 각 교육(구)청 자료실이 보유하고 있는 자료의 수가 절대적으로 부족하며, 자료의 대부분이 과학과목에만 지나치게 편중되어 있다. 4. 각 교육(구)청 자료실이 사용하고 있는 자료의 분류방식이 통일되어 있지 못하다. 5. 현재 교육(구)청 자료실에 대한 설치기준이 마련되어 있지 못하다. 이와같은 문제점을 해결하고 보다 효율적인 시·군 교육(구)청 자료실의 운영을 위하여 다음과 같이 제언한다. 1. 충분한 수의 전담요원이 확보되어야 하며 이를 위해서는 현직 교사의 파견근무제도를 없애고 전담요원을 고정배치하여야 하며, 담당자에 대한 처우개선이 이루어져야 한다. 2. 교육(구)청 자료실 담당자의 질적향상을 위하여 연수교육이 자주 실시되어야 한다. 3. 여러 교과목에 대해서 골고루 활용이 이루어질 수 있도록 다양한 자료가 충분히 확보되어야 하며 이를 위해서는 재정적 지원이 강화되어야 한다. 4. 자료의 분류방식에 있어 통일을 기하여야 한다. 5. 교육(구)청 자료실에 대한 적절한 설치기준이 마련되어야 한다.;In a modern society which demands the improvement of educational method, various educational materials are used in teaching-learning situations. For maximum utilization of materials, educational materials center in which all the necessary materials ar available to the users is needed. In Korea, the educational materials center on individual school level is not operated effectively for lack of budget, administrative support, personnel and collections. Therefore, the establishment of district educational materials center which can provide services to the individual schools is a vital factor in contemporary education. The purpose of this study is to survey the current status of district educational materials centers in Korea and to make proposals for an improvement in the operation of district educational materials center. To survey the current status, questionaires were distributed to 168 district educational materials centers. Among them, 138 responses were collected. The problems raised in the result of survey are as follows: 1. The number of people who take full charge of district educational materials center is not sufficient. 2. The opportunity of in-service education for people in charge of district educational materials center is lacking. 3. The number of materials is not enough and most of the materials lean toward the field of science excessively. 4. The classification method of materials is not consistent. 5. The standards for establishment of district educational materials center are not prepared. To solve such problems and operate district educational materials center more effectively, this study makes some suggestions: 1. Sufficient People in charge of district educational materials center should be secured. For this, the elimination of teacher's dispatch working system, fixed arrangement of people who take full charge of district educational materials center, and better treatment of these people are required. 2. In-service education should be performed more frequently 3. Various materials should be secured for even utilization in a variety of subjects. For this, financial support should be reinforced. 4. The classification method of materials should be unified 5. The standards for establishment of district educational materials center should be prepared.
