韓國의 地域社會學校運動에 關한 硏究

Abstract

본 논문의 연구목적은 학교중심 사회교육적인 차원에서 지역사회학교운동의 필요성을 재확인하고 그 발전과정과 실태를 분석·평가해봄으로써 발전 방향을 제시해 보고자 하는데 있다. 연구의 방법은 이론적 배경과 교육적 평가를 위해서 문헌중심으로 고찰하였고, 지역사회학교운동의 발전과정과 실태 분석 등을 위해서는 한국지역사회학교후원회 소장의 자료를 활용하였다. 연구의 내용은 한국지역사회학교운동의 사회교육적 기능과 그 역사적 배경을 고찰하여 지역사회학교의 성격을 확인하였고, 한국지역사회학교후원회의 발전과정과 더불어 "모두가 배우고 모두가 가르치는 학습사회 건설"의 그 시대적 필요성을 검토하였다. 발전과정은 태동기, 계몽기, 정착기, 확대기 등으로 구분하는 새로운 시도를 통해서 발전과정의 단계적 특징을 정립해 보았고, 이를 다시 조직, 운영 프로그램 등의 주요실태를 내용별로 분석, 정리해 봄으로서 이제까지의 지역사회학교운동의 실태와 문제점을 부각시켜 보았다. 연구결과는 학교의 소극적인 관심과 지역주민의 인식부족, 조직구성원의 조직력 미흡과 전문성의 결여 등이 문제시 되고 있으며, 시설의 빈약, 지역 특성의 미미한 반영, 지역사회의 인적·물적자원의 비효율적 활용, 프로그램개발 미진 등의 발전저해 요인을 선명하게 확인할 수 있었다. 이러한 발전 저해 요인은 행정부와 학계의 적극적인 지원과 성원으로 향후 계속 발전의 소지가 발견되었으며, 또한 학교와 한국지역사회학교후원회의 지속적인 노력으로서 저해 요인을 하나의 발전과제로 전환시킴으로써 헌법이 보장하는 "평생교육의 장"으로서 학교중심의 사회교육을 계속 발전시켜 나갈 수 있다는 가능성이 제시되었다. 여러가지 제약으로 본격적인 연구를 다하지 못한 한계점 즉 지역사회학교운동의 국제적 비교에 관한 연구 및 지역사회학교운동을 추진하기 위한 학교 자체의 행정체제의 효율화 방안 또는 그 관련과제 등이 계속 연구 발전되어야 할 필요성을 인식하였다.;The objective of the research in this thesis is to reaffirm the necessity for a community education movement (herein after referred to as the "Movement") from the viewpoint of school centered adult education, and to show how the Movement developed through analyzing and evaluating the developmental process and the actual conditions of the Movement. To understand the theoretical background and for purposes of educational evaluation, research was conducted through an examination of documents. To analyze the development process and the actual conditions of the Movement, materials at the korean Association of Community Education (KACE) were used. The contents of the research confirm the characteristics of community schools by examining the functions of the adult education as well as the historical background of the korean community education movement, and study the inevitability in these times of "constructing a society where all learn and all teach," as KACE develops. The developmental process of KACE can be divided into periods of acceleration, enlightenment, settlement and expansion, thus defining the characteristics of each period. The actual situation and problems of the Movement have been examined by analyzing the principle conditions of KACE's organization and operations, and the contents of its program, etc. The research has found problems such as the passivity of individual schools, the lack of a sense of necessity on the part of local residents for the Movement, insufficient organization on the part of the members of the local unit of the Movement, and a lack of professionalism. The research also has found other elements detrimental to the development of the Movement such as poor facilities, inadequate reflection of local characteristics, and inefficient use of personal and material resources of the local communities. The research has found those elements can be eliminated by the positive support of the Government and academic circles. Furthermore, through the continuing efforts of KACE and local schools, those elements have the potential to be transformed into subjects that can be pursued in the future, and thereby the schools will be able to continuously develop school-centered adult education programs, fulfilling their roles as "places for life-long education" as guaranteed by the Constitution. Due to various limitations, there are still some subjects for which this thesis has been unable to conduct regular research : for example international comparative studies of the Movement, methods of utilizing the local school administrative system for promoting the Movement, and their related subjects. This thesis has recognized the necessity of further study and development of those subjects.
