NAFTA's effects on Japanese export

Abstract

2005년까지 아메리카대륙 자유무역협정(FTAA)을 마루리 할 것을 계획하고 있다는 발표에 일본을 비롯한 많은 국가들은 관심과 우려를 나타내고 있다. 북미 자유무역협정(NAFTA) 발효도 이미 많은 국가들이 위협을 느껴왔는데, FTAA가 이루어질 경우 그 여파는 더욱 클 것으로 예상되기 때문이다. 본 논문에서는 FTAA를 대비해 먼저 NAFTA의 영향을 살펴보고자 한다. 그 사례연구로 NAFTA협상 시작할 때부터 NAFTA로 인한 무역 전환 효과에 대해 상당한 우려를 표명하였던 일본을 조사 분석하였다. NAFTA가 일본의 수출에 미친 영향을 살펴보기 위해 일본의 수출을 NAFTA 회원국인 미국, 캐나다, 멕시코로의 수출과 다른 국가로의 수출로 나누어 비교 분석하였다. 본 연구의 초점은 NAFTA가 무역 창출 효과가 있는지 전환효과가 있는지를 알아보는 것이다. 이를 위해, 일본의 무역패턴을 1988년부터 1999년까지 살펴보았고, 일본의 수출과 수입을 NAFTA회원국의 수출 수입과 함께, 시장 점유율과 무역강도지표(trade intensity index)를 통해 비교 분석하였다. 또한, 부정적인 영향을 받을 품목들에 한해 관세와 시장점유율 간의 탄력도 및 지역집중도 지수(regional orientation index)를 사용하여 NAFTA의 무역 전환 효과를 분석하였다. 북미지역에서 일본에 대한 NAFTA의 무역 전환 효과의 가능성은 매우 미약하다. 왜냐하면, NAFTA이후에도 일본의 대 NAFTA 수출의 절대치가 증가하였고, 일본의 북미시장 점유율은 이미 NAFTA이전부터 감소하고 있었기 때문이다. 특정 품목의 경우 미국 시장에서 일본 상품이 관세 차에 따른 부정적인 영향을 받은 것으로 보이긴 하나, 전반적으로 일본의 북미 시장 점유율이 감소한 원인은 NAFTA이외에도 일본 경제의 불황 및 산업의 효율성 감소 등의 복합적인 작용의 결과라 하겠다. ; The announcement of the plans to forge the Free Trade Agreement of the Americas (FTAA) by 2005 raised much concerns for Japan. More specifically, the Japanese were concerned that the formation of FTAA would eventually lead to the erosion of its lucrative market share in one of its largest trading partner. Thus, in order to properly assess and prepare for the eventual impact of the FTAA, this paper will evaluate the impact of NAFTA on Japanese exports as a proxy for the impending eventuality of the FTAA. It is hoped that research, such as this, would aid policy makers in better preparing themselves for the future consequences of the regional trading schemes, such as the FTAA. The purpose of this study is to examine effect of NAFTA on Japanese exports worldwide in comparison with its exports with NAFTA members. This study will focus on the question of whether NAFTA is trade-creating or trade-diverting. First, this paper will review whether NAFTA had any significant influence on the Japanese trade patterns. Then, it ll evaluate changes in the value of Japanese exports and imports vis-a｀-vis NAFTA, compensated by its trade with the rest of the world. Finally, the sectors that are adversely affected by NAFTA are analyzed. For the analysis various methods were utilized: besides trade intensity indices, the shift in share, elasticity and regional concentration indices were used to make an overall judgment on the question of whether NAFTA is trade-creating and diverting. Although trade diversion was suspected, overall trade creation in both the NAFTA and rest of the world market was enough to offset the possible diversion effect due to the continuous increase of absolute value of trade after the formation of NAFTA. Overall NAFTA does not have net negative effects on Japanese trade, because the declining trend of Japanese market share in NAFTA has set in even before NAFTA.
