교사 학부모 인식에 기초한 특기 적성 교육활동의 활성화 방안

Abstract

교육부는 학생들의 소질과 특기·적성을 계발하고 사교육비의 경감을 위한 교육개혁 과제의 하나로 특기·적성 교육활동을 초·중등학교에서 실시하도록 하고 있다. 그러나 특기·적성 교육활동을 실시하는 학교 수는 초·중·고 모두 90%이상이 되지만, 실제 참여 학생 수는 저조한 편이다. 이에 본 연구는 특기·적성 교육활동이 보다 활성화되기 위해 어떠한 문제가 개선되어야 할 것인지를 밝히는 데 그 목적이 있다. 이러한 연구목적을 달성하기 위하여 두 단계의 질문지 조사를 실시하였다. 먼저 초·중·고교 특기·적성 교육활동 담당교사를 대상으로 교육의 효과 및 문제점, 개선방안에 대하여 질문하였고 교사들의 응답을 기초로 다시 질문지를 작성하여 교육활동에 참여하고 있는 학부모를 대상으로 질문지 조사를 실시하였다. 교사와 학부모를 대상으로 한 연구결과는 다음과 같다. 교사들은 특기·적성 교육활동이 활성화되기 위해 강사의 원활한 수급 및 처우개선, 교육내용과 방법의 전문성 향상, 학부모의 인식 변화, 학교교육 여건 및 학교 행정가의 지원 강화가 필요하다고 보았다. 학부모들은 현재 행해지고 있는 특기·적성 교육활동에 대하여 교육의 질이 높지 못하다고 보고 있어 소극적인 태도를 취하고 있었다. 또한, 사교육비의 절감 효과에 대해서는 인정하고 있으면서 체계적인 전문 교육을 통해 학생들의 흥미 유발이 이루어져야 한다고 보았다. 이 연구의 결과를 토대로 다음과 같은 정책적인 뒷받침이 마련되어야 함을 제언하고자 한다. 먼저 단위학교를 신뢰하고 자율성을 인정하여 학부모의 요구를 반영한 프로그램이 진행될 수 있도록 상급기관은 지원 위주의 역할을 하여야 한다. 학교에서는 교육활동의 실시 필요성을 인정하고 적극 권유할 수 있도록 시설 및 다양한 여건 마련이 필요하다. 특히, 사교육비의 절감 여부에 지나치게 민감한 나머지 프로그램의 질을 소홀히 하기가 쉬운데, 수익자 부담으로 운영되는 프로그램의 특성을 살려 다양한 운영방법으로의 전환이 필요하다. 프로그램의 성격에 따라 수준별로 세분화하거나 외부 전문기관에 위탁 운영하는 방식도 적극적으로 검토되어야 한다. ; To develop the talent and aptitude of students and to cut private educational expenses, the Ministry of Education encourages elementary and middle schools to carry out school activity for talent and aptitude development as a part of education reform. Although more than 90% of the elementary, middle and high schools are putting this activity into practice, the number of students who are taking part in this activity is small. Thus the purpose of this study is to make clear the problems that arise when this activity is put into practice and to find out the systematic solutions to these problems. To attain this research goal, two-steps questionnaire surveys were made. The first questionnaire survey was made of the teachers at elementary, middle and high schools who were in charge of the education activity for talent and aptitude development. The effect of this activity, the problems and their solutions were the main point. On the basis of teachers responses, the second questionnaire survey was made of the parents who were taking part in this activity. Major findings of this study were as follows. Smooth supply of lecturers and increase of their pay, improved professionality in the contents and methods of this activity, changes in the recognition of parents, improvement of environmental conditions and the reinforcement of administrative support were chosen as necessary elements to invigorate education activity for talent and aptitude development by these teachers. Parents showed inactive attitude toward this activity, because they thought the quality of this education was not so good. Though the reduction of private educational expenses were acknowledged among them, the inducement of students interests through systematic education by experts were strongly demanded by them. On the basis of this study, administrative supports as follows are needed to be made. First, superior offices should have trust in the ability and autonomy of a unit school and play the supporting role for the programs which reflect the demand of parents to be well-carried out. Also, the unit school should recognize the necessity of this education activity and endeavor to improve facilities and conditions for the activity. As the reduction of educational expenses are emphasized the quality of programs are apt to be neglected, but it is necessary to adopt various methods of operations in accordance with the nature of the program, that is, the fact that parents pay the expenses. And it is desirable to actively investigate the method of subdividing the programs according to the levels of students or entrusting outside professional institutes with the operation of the programs.
