문화이벤트가 지역에 미치는 영향 연구 : 부산국제영화제를 중심으로

Abstract

최근 문화이벤트의 개최가 지역경제의 활성화나 지역의 이미지 제고에 효과적이라는 인식이 퍼져 각 지자체마다 문화이벤트의 개최에 매우 적극적인 양상을 보이고 있다. 본 논문에서는 2002년 현재 국내 400개가 넘는 지역 문화이벤트 중 성공한 사례로 꼽히고 있는 부산국제영화제가 부산 지역에 미친 경제적·사회 문화적 효과를 고찰하였다. 경제적 효과를 규명하기 위하여 산업연관분석 기법을 이용하였다. 2001년 개최된 제 6회 부산국제영화제 기간 부산 지역 내에 유입된 금액을 산업별로 분류하여 이를 생산자 가격으로 변환, 지역 생산유발계수와 부가가치유발계수를 추정하여 예상되는 생산파급효과와 부가가치 파급효과를 산출하였다. 사회 문화적 효과의 측정을 위하여 부산 주민 및 타지역 주민을 대상으로 하여 영화제가 가진 이미지와 영화제 개최가 지역 이미지에 미치는 영향 등을 알아보기 위한 설문조사를 실시하였다. 특히, 설문대상으로 설정한 두 집단 간의 유의한 의견 차이를 보인 문항을 추출하기 위하여 일원분산분석을 실시하였다. 분석 결과는 다음과 같다. 첫째, 2001년 부산국제영화제는 부산 지역에 7,012백여 만원의 생산파급효과 및 1,952백여 만원의 부가가치 파급효과를 가져온 것으로 나타났다. 이는 단일 지역 내 단일 이벤트의 평균적인 파급효과에 비교해볼 때 저비용 고효율의 행사로 평가할 수 있다. 둘째, 부산국제영화제는 지역 주민의 자부심 고취에 매우 긍정적 요인으로 작용하고 있는 것으로 드러났지만 이렇게 촉발된 자부심이 행사에의 직·간접적 참여로 연결되지는 못한 것으로 나타났다. 셋째, 부산국제영화제는 문화도시 및 국제도시로서 부산의 이미지에 긍정적 효과를 미치고 있는 것으로 드러났다. 또한 부산의 영화산업 발전에 매우 효과적 홍보수단임이 드러났다. 그러나 영화제 내용의 프로그래밍에는 참신성이 떨어지는 것으로 나타났다. 넷째, 부산 주민과 타지역 주민은 관광도시로서 부산의 이미지 고양 , 도시 내 문화시설의 확충 및 정비 , 국내외 행사의 부산 유치 증가 , 교통혼잡도의 가중화 에 대하여 유의한 의견 차이를 나타냈다. 부산 주민은 대체적으로 일관된 평가를 내리고 있었으나 타지역 주민은 부정적 의견에서 긍정적 의견까지 매우 고른 분포를 보였다. 이는 타지역 주민이 부산 주민에 비하여 영화제의 지역 영향력을 더 크게 평가하고 있음을 보여주는 것이다. 문화이벤트는 비교적 적은 자본으로 경제적 수익 및 지역 홍보 효과를 크게 창출해 내는 매개체이다. 향후 양적 증가가 클 것으로 예상되는 지역 문화이벤트가 지역에 미치는 긍정적 영향 뿐 아니라 부정적 예상 효과에 대한 더욱 밀도 있는 분석이 요구된다. ; Beginning the system of self-government, each self-government community has positive attitude for holding the cultural events. They have recognized that the cultural events make the regional economy more active and give more better image to their region. This Paper is for investigating the effects of holding the 6th Pusan International Film Festival in terms of economics and cultural sociology. For the investigation about the economical effect, I used the Input-Output Analysis. I classified the input resources which influenced in Pusan during the 6th film festival by the standard industry classification. Then I transformed it into the cost of production standard and calculated the effects of the production and the value-added. For the investigation about the cultural and social effect, I gave the questionnaires to the residents in Pusan and another people outside regions. I made up the questions to research for the effects of making and changing the regional image by holding the film festival. Especially, I used the ANOVA Analysis to distinct the answering attitudes between two groups. The result of the research is followed. First, the 6th film festival made the production effects of 7,012 million won and the value added effects of 1,952 million won. Second, the film festival is very positive factor to inspire the residents pride in Pusan. However the pride cannot be connected to the participation for the events directly or indirectly. Third, the film festival gives good influence for the image as the cultural city and international city to Pusan. Furthermore it is examined that the film festival is effective public information medium to develop the film industry in Pusan as well. However the program of the film festival has more or less the hackneyed factors. Forth, the residents in Pusan made four distinctive answers from the another people outside regions. They are about uplifting the image of Pusan as a tourism city , increasing and improvement of the urban cultural infra structure , augmenting to hold the domestic and international conventions and another events in Pusan and becoming burdensome factors to make the city traffic jam more serous . The residents in Pusan made consistent answers relatively. On the other hand, the people in another regions gave so various answers from the positive opinions to the negative ones. This is the evidence that the people in another regions recognize the influence of the film festival more powerful. The cultural events is a kind of media that produces the economical profits and the public information effects with a small-scale capitals. there will be made various cultural events more here after. Then It should be carried out the research for not only the positive effects but negative effects to the region.
