Abstract
본 논문은 1997년 이후 현재까지 계속되고 있는 정부 주도의 금융 구조조정 절차를 검토함으로써 구조조정을 위한 정부의 노력의 효과성과 최근 관심의 대상이 되고 있는 금융지주회사제도의 효율성을 알아보고자 한다. 1997년 한국 경제를 위기에 몰아 넣은 금융위기 이후 은행과 기타 금융기관의 재무 불건전성이 금융시장 안정을 위한 정부 정책 수행에 가장 큰 걸림돌로 작용하였다. 결과적으로 정부는 2차에 걸친 공적자금 투입을 통해 국내 은행의 재무건전성을 향상시키고자 하였으며 궁극적으로는 금융지주회사제도를 도입하여 겸업화를 통한 경쟁력 제고를 꾀하였다. 금융지주회사 제도는 구미에서 이미 실시되고 있는 제도로서 금융시장의 경쟁이 심화되고 있는 요즈음 경쟁력을 갖추기 위한 대안으로 여겨지고 있다. 지주회사제도는 사업다각화를 통한 경영안정, 비용절감과 수입 증가와 같은 여러가지 장점을 가지고 있다. 그러나 지주회사제도에 대한 관련 규제가 잘 정비되어 있지 않다는 점, 금융지주회사 설립시 공적자금이 투입되었다는 점, 그리고 기업 경영에서의 투명성이 아직 충분치 못한 한국 실정에서는 모럴 해저드에 대한 우려가 많다는 점을 고려할 때 금융지주회사의 효익은 상당히 제한되어 있다. 따라서 당분간 한국 금융기관들이 자체적인 비용 절감과 구조조정을 실시하여 수익성을 높이려는 노력을 기울여아 할 것이다. 대체적으로 금융권에 대한 정부의 구조조정 노력은 어느정도 효과적이었다는 의견이 대부분이다. 그러나 향후 금융지주회사의 효과적인 운영이 이루어지지 않고 모럴 헤저드가 심각해 진다면 도리어 한국 경제에 악영향을 끼치게 될 것이다. ; This thesis, by examining the procedures of banking sector reform with the government initiative, discusses the effectiveness of financial holding company (FHC) system and the result of government effort on bank restructuring. Since the financial crisis that attacked the Korean economy in 1997, a number of ailing banks and other financial institutions posed a major obstacle to the government efforts to stabilize the nation s financial market. Consequently, the government had executed two rounds of financial restructuring process. The ultimate goal was to increase the competitiveness of domestic banks by lowering industry barriers and to allow banks to diversify their businesses. FHC system has several advantages that enable participating companies to survive in the most competitive market situation. These advantages mainly come from management efficiency, stability, operational synergy, and revenue increase. However, there have been worries on the lack of well-established regulations, centralization of power, and moral hazard in management. In that sense, the benefit of FHC system is limited, and therefore it is inevitable, for the time being, for Korean banks to devote greater efforts in increasing profit margin through cost reduction and internal restructuring. Without efficient management ability, FHC system will only be harmful to the Korean economy.
