Philippine Comprehensive Agrarian Reform Program and Official Development Assistance

Abstract

농업개혁은 시장경제가 적절한 소득 분배를 자동적으로 실현시키지 못할 때 필요한 정부의 개입 방법 중의 하나이다. 필리핀 CARP (Comprehensive Agrarian Reform Program)의 목적 또한 여기에 부합되는데, 이 프로그램은 1988년부터 필리핀 정부가 운영해온, 농업개혁 프로그램이다. 그러나 필리핀 정부는 많은 난점들 속에서 이 프로그램을 꾸려나가야 했고, 그 중엔 중하위급 개발도상국이라는 필리핀의 국가적 위치 또한 무시될 수 없는 부분이었다. 결과적으로 다른 선진국의 공적개발원조(ODA)는 필리핀 정부에겐 반가운 일이 아닐 수 없었다. 이 연구는 필리핀의 농지 개혁이 상환 자금의 무기한 연기 없이도 더 효율적으로 진행될 수 있었는가에 초점을 두고 있다. 특히, 공적개발원조를 CARP의 필수 요소라 고려하여, 각종 보고서와 행정부의 공적개발원조 포트폴리오 그리고 정부 발표문들에 의거하여 연구를 진행하였다. 이중 몇몇은 정부내의 자료 제공자에 의하여 직접 수집한 자료들이므로 특히 신빙성이 있다. 추가 논의 자료로는 정기간행물이나 비 정부기관의 출판 자료들 그리고 선례 논문들이 쓰였다. 이 연구의 궁극적인 목표는 현재 얼마 되지 않는 CARP와 공적개발원조간의 학문적 사례에 미약하나마 보탬이 되기 위해서 이다. 나아가 본 연구가 공적금융원조와 농지 개혁에 대한 연구의 사례연구가 될 수 있기를 바란다. ; Agrarian reform is acknowledged as an essential state intervention since market forces will not automatically guarantee equal sharing of economic benefits. The intent of the Philippine Comprehensive Agrarian Reform Program (CARP) is consonant with this goal. The program is supposedly a priority of the Republic as every administration from its inception in 1988 affirms. However, with the Philippines being among the lower-middle income economies, the government has to eke out resources for the array of concerns it has to tackle - something that is a characteristic of its peers. Consequently, official development aid (ODA) is a welcome source. This study aims to determine how land reform in the Philippines may be achieved even more efficiently without undue delay. In particular, this paper will center on ODA as a valuable component in CARP. The research utilizes various sources - transition reports, the executive department s ODA portfolio, and policy pronouncements - some of which were obtained from informants within the bureaucracy. Periodicals, non-governmental organization (NGO) materials and earlier dissertations are used in an attempt to provide balance in the succeeding discussions. The ultimate aim is to hopefully arrive at worthwhile insights that can contribute to the seemingly scarce literature that elaborates on the CARP-ODA link. In a broader context, perhaps it may serve as a case study on aid and certain initiatives on land reform.
