A study on the relationship between the landmine clearance and the reunification of Korea

Abstract

이 논문은 한반도는 물론 국제사회에서 대인지뢰를 제거해야하는 이유를 살펴봄으로써, 한반도내의 지뢰제거가 남북한 통일의 첫걸음임과 동시에, 더나아가 동아시아의 긴장을 완화해 세계평화에 기여한다는 점을 밝힌다. 대인지뢰는 무차별적으로 파괴력을 가진다는 점에서 그 잔혹성을 더한다. 이에 국제사회는 대인지뢰가 비합법 무기라는 사실을 인식하고, 대인지뢰문제해결을 위해 함께 노력해 왔다. 남한은 더이상 지뢰제거에 있어 예외지역일 수 없다. 남한에 대해 예외지역임을 선언한 미국과 함께 남한은 오타와 협약에 가입함으로써 이러한 국제시류에 합류해야한다. 이 논문은 대인지뢰의 비인도적 특징을 강조함으로써 국제적인 대인지뢰제거 운동을 지지한다. 이 논문은 한반도내에서의 대인지뢰제거와 남북통일의 관계를 분석하고, 한반도내의 대인지뢰제거에 관한 제언과 전망을 소개한다. ; By examining the reasons for landmine clearance on the Korean peninsula and in the international society, this thesis aims to discuss that removal of landmines on the Korean peninsula is the first step toward the reunification of Korea and it also contributes to the world peace by easing the tension in the Northeast Asia. What makes antipersonnel landmines so abhorrent is the indiscriminate destruction they cause. The international community comes together to solve the landmine problem sympathizing with the view that anti-personnel landmine is an illegal weapon. The United States and the Republic of Korea should join in that stream by singing Ottawa Convention. This thesis supports the international humanitarian demining activities by emphasizing the inhumane charateristics of antipersonnel landmines. This thesis describes the relations between the landmine clearance and the reunification of Korea, and suggests propositions and prospects about Korean landmine clearance.
