북한 정치의 종교화에 대한 연구

Abstract

The politics and the religion may be regarded as universal phenomena in the human society as Aristotle said as human being is political animal whereas Paul Tillrich said as human being is religious animal. In the traditional society the political leader was deified as divine existence or was concurrently played role as chief of sacrificial rite under the unity of the church and state. However the religion and politics was segregated with the modernization and the political field was secularized. The secularized political system however, may be changed to the political system to thickly have religious nature again under some reasons. For the reasons the following may be enumerated : 1) The point will borrow unifying memorial service of the religion for social unity, 2) The point will carry out religious functions by indoctrination after all since the internal attribute of ideology is similar with religion, 3) The point that the political power holder establishes charisma and to enforce idolizing policy to maintain it. Due to such requisites the despotic government of Stalin s totalianism may be enumerated as the representative case the secular politics had the religious color deeply. The North Korea political power system was started with despotic regime of the USSR style communist totalianism as designed by the USSR occupation forces and the impact has been continued even today. The mobilization of consciousness of general publics mainly for propaganda & agitation by Leninism and sole dictatorship by the boss justifying proletarian dictatorship, sole monopoly of the thought, the limitless ruling power and the totalianismic governing model with the allout manipulation possibility to artificially manipulate and control by the dictator alone are persistent in the North Korea today. North Korea has been adherent to impacts of despotic system of Stalin-style totalianism and further to intercep externally so that criticism for idiot worship and the revisionism may not be infiltrated into North Korea in the general situation of external Stalinism and internally deepened the thought control and evolved to the closed Kim-Il-Sung s theocracy regime after all. The portrait drawing by the only ruling system by the boss in North Korea as of today seems to be deemed as a religious state as much as compared to the boss is the monogod, the party members are clergymen and the residents are as believers who keep the 10 principles for the unique system as the commandments. The subjectivity thought became standard in evaluation by the residents in substitution of religion and act as a governing framework to decide their attitude. The subjective thought expanded and carry out the roles as the practicing principle of routine life and as rule of behavioral norm of the people beyond the level of governing ideology of the North Korean regime. In this study I tried to ruminate the religious nature of North Korean regime by comparing how much similar aspect with the religious organization by the NK regime having with initial question of the religious nature of the NK political system was formed and maintained through what course. Primarily, I gave consideration to the close relationship of religion & politics in Chapter II and in Chapter III, looked back what impact was affected to the religions of the NK system by the totalianismic feature of Stalinism as accommodated immediately after the national liberation. And, I also looked back the despotic government of totalianism of Stalin transplanted from the USSR & Kim Il-Sung s sole dictatorship politics that was held the theocratic political state portrait by NK at present, such courses the regime control has been made by appealing the religious and non-personality aspects by chronologically in the process of succession by heir and solidification of Kim Jung-Il s political power thereafter. After 1990s we can see the North Korea confronted crisis of regime by such disadvantageous situation as collapse of socialism, death of Kim Il-Sung, extreme economic hardship and the like has adopted much more unrational social unity method as eternal living theory of Kim Il-Sung & etc. in Chapter IV. In Chapter V I gave my sight to the North Korean system portrait of today how much similar with the religious organization and the human nature of the people in North Korea will have the similar aspect with that forms by the religious system. I also looked back that the background rather the theocratic system could be maintained the voluntary citizen society is not formed not like other socialist camps in the vestiges of shamanism faith, the traditional culture of authoritative Confucianism, experience by imperialistic colonialization policy under the Japanese empire, encouragement of antagonism and emphasis of conflict structure due to the division structure, the more miserable thought importance policy with lesson of socialist camp and proxy satisfaction of religious appetite by the NK people in the extreme food hardship. With the foregoing considerations I regard that were not derived from difference of the system merely will be helpful in understanding the heterogeneous portraits merely of North Korea. ; 아리스토텔레스가 인간은 정치적 동물이라고 한 반면, 폴 틸리히는 인간은 종교적 동물이라고 했듯이 정치와 종교는 인간 사회의 보편적 현상이라고 볼 수 있다. 전통사회에서는 정치지도자가 신적인 존재로서 신격화 되거나, 제정일치로서 제사장의 역할을 겸하였다. 그러나 근대화와 함께 종교와 정치가 분리되어 정치영역은 세속화되었다. 그런데 세속화된 정치체제는 몇 가지의 이유로 또다시 종교성을 짙게 띄는 정치체제로 변모할 수 있다. 그 이유로 첫째, 사회통합을 위해 종교의 통합기제를 차용하게 되는 점, 둘째, 이데올로기의 내재적 속성이 종교와 유사하여 결국 교조화되어 종교적 기능을 수행하게 되는 점, 셋째, 정치권력자가 카리스마를 확립하고 유지하기 위해 우상화정책을 시행하는 점 등을 들 수 있다. 이러한 요건들로 인하여 세속적 정치가 종교적 색채를 짙게 띄게 된 정치체제는 대표적으로 스탈린 전체주의 전제정치를 들 수 있다. 북한정권체제는 소련 점령군에 의해 설계된 소련식 공산전체주의 전제체제로부터 시작되었고 그 영향은 지속되었다. 레닌주의적인 선전선동 위주의 대중의식 동원과 프롤레타리아 독재의 명분을 빌린 수령 일인독재, 사상의 일인독점, 무제한적인 지배권력 등 독재자 일인이 인위적으로 조작관리하는 전면적 조작가능성의 전체주의 통치모형은 오늘날 북한사회에 지속되고 있다. 북한은 스탈린식 전체주의 전제체제의 영향들을 고수하고 더 진전하여 대외적인 탈스탈린주의 대세 속에 우상숭배 비판과 수정주의가 북한에 침습되지 못하도록 외부적으로 차단하고 내부적으로 사상단속을 심화하여 결국 폐쇄적인 김일성 신정체제로까지 전화되어 갔다. 현재 북한의 수령의 유일적 지배체제가 그려내고 있는 모습은 수령은 유일신, 당원들은 성직자, 북한주민들은 유일체제확립 10대원칙을 계율로 지키고 있는 신도로서 비유할 수 있을 만큼 하나의 종교국가로 보여진다. 주체사상은 법, 도덕, 종교를 대체하여 북한주민들에게 가치판단의 기준이 되고 태도를 결정하는 준거틀로서 작용하고 있다. 주체사상은 북한체제의 통치이념의 수준을 넘어 전 인민대중의 일상적 삶의 실천 원리이자 행위 규범의 척도로서 그 역할을 확장·수행하고 있는 것이다. 본 연구에서는 북한정치체제의 종교성이 어떤 과정을 통해 형성되고 유지될 수 있는지에 대한 일차적 물음을 갖고, 나아가 북한체제가 종교조직과 얼마나 흡사한 양상을 나타내고 있는지 비교해 보아 북한체제의 종교성을 반추해 보았다. 먼저 2장에서 종교와 정치와의 밀접한 관련성에 대하여 이론적으로 살펴보고 3장에서 해방 직후 수용된 스탈린주의의 전체주의적 특성이 북한체제의 종교화에 어떠한 영향을 미쳤는지 살펴보았다. 그리고 4장에서 는 이식된 스탈린 전체주의의 특성, 김일성 일인독재정치, 후계자 승계와 이후 김정일 정권 공고화에 대한 대내외적 도전들에 대한 응전으로서 종교적이고 비인격적인 측면에 호소하여 체제관리를 해나간 과정들을 시기별로 살펴보았다. 90년대 이후 사회주의권 붕괴, 김일성 사망, 극심한 경제난 등으로 체제위기를 맞게 된 북한은 김일성 영생론 등 더욱 비합리적인 사회통합방식을 채택하고 있음을 살펴 볼 수 있다. 5장에서는 현 북한체제의 모습이 얼마나 종교조직과 유사하고 북한주민들의 인성도 종교체제에서 형성되는 그것과 비슷한 양상을 띄는지 살펴 보았다. 그리고 무속신앙의 잔재, 유교의 권위주의적 전통문화, 일제의 황국 신민화정책의 경험, 그리고 분단구조로 인한 적대의식 고취와 갈등구조의 강조, 사회주의권의 교훈으로 더 철저한 사상중시정책 그리고 북한주민들의 종교적 욕구 대리 충족 등은 극심한 식량난 가운데서도 다른 사회주의권과 달리 자발적인 시민사회가 형성되지 못하고 오히려 신정체제가 유지될 수 있는 배경이 되고 있음을 살펴 보았다. 이상과 같은 고찰로 북한의 단순히 체제의 다름에서 연유하지 않은 이질화된 모습들을 이해하는데 도움이 되리라 본다.
