The role of the Menem government in the inducement of foreign direct investment in Argentina

Abstract

1989년 정부 취임 이래 외국인직접투자 유치를 위해 메넴 정부가 취한 정책은 무엇이었이었으며 그 결과는 어떠했는가? 아르헨티나 사례를 통해 본 외국자본유치에 있어서의 국가의 역할은 무엇인가? 본 논문은 이에 대한 해답을 찾기 위한 노력이라 하겠다. 1980년대의 경제 위기 이후, 경제개발의 자원으로서 외국자본의 중요성은 그 어느 때보다 증대되었으며 이에 따라 라틴 아메리카를 비롯한 동유럽 및 아시아의 저개발국가들간의 외국자본유치를 위한 경쟁은 심화되고 있는 추세이다. 이와 같은 외국인직접투자 유치 목적의 치열한 경쟁 체제 속에서 메넴 정부는 시장원리에 부합하는 각종 제도의 확립을 위한 개혁을 추진했다. 신자유주의에 기반한 경제개혁 정책들의 결과 아르헨티나는 1980년대 후반부터 90년대 후반에 이르기까지 성공적인 외국인투자유치국으로 평가받고 있다. 이러한 결과는 메넴 정권에 의해 추진된 자유화 정책의 결과라 할 수 있으며 저개발국가에 있어 시장구조의 혁신을 통해서만 달성될 수 있는 지속적인 외국인투자가 갖는 정부 역할의 중요성을 일깨워준다 하겠다. 그러나, 1990년대 후반 현재 시점에서 아르헨티나가 시장개혁을 통해 외국인직접투자자본의 성공적인 유치라는 결과를 영위하고 있으나 향후 지속적인 투자 유치를 위해서는 정부의 역할이 보다 외국인투자가들의 투자욕구를 고무할 수 있는 환경조성에 초점을 맞춰져야 할 것으로 보인다. 현재까지의 정부의 역할도 자유시장경제체제의 확립을 위한 환경 조성의 역할이라고 평가해야 할 것이며 일단 자유시장경제 체제의 인프라가 효율적으로 작동하고 유동성이 확립된 이후에는 정부의 역할은 인프라의 유지 및 확대라는 제한적인 수준에서 수행되어야 할 것이다. ; What kinds of effort have the Menem administration in Argentina made for attracting foreign direct investment (FDI)? What was the role of the government and what has been done in seeking to induce the foreign direct investment since around 1989 when the government was inaugurated? This thesis is designed to examine these questions. After a series of economic crises in the 1980s, the importance of foreign funds was heightened. Many less developed countries in Latin America, Eastern Europe and Asia rushed for the foreign capital required for their economic development. In this competitive circumstance of world economy towards foreign direct investment, the Menem government has tried to provide various institutions in favor of foreign direct investment. It has pursued neoliberal economic reforms aimed at returning its economy to growth. As a result, Argentina was currently estimated to be one of the most successful and attractive sites to foreign investors during the mid-1980s and 1990s. This accomplishment can be said to be due to the liberalization policy driven by the Menem government. In addition, this indicates that the state s role is crucial in reshaping the economic structure suitable for liberal market mechanism and thereby in inducing foreign investors into its economy. Drawn from Argentine experience, one lesson is that when an administration is to establish a local economy governed by market principles that foreign investors prefer, favorable conditions or institutions should be organized and monitored by the state until the market structure properly serve its function.
