Roles of WTO, IMF and World Bank in a changing international economic order

Abstract

본 논문의 목적은 변화된 환경에 효과적으로 대처하기 위하여 WTO,IMF,World Bank의 역할이 어떻게 변화해야 하는지 알아보는데 있다. WTO와 IMF, 그리고 World Bank는 각각 무역, 긍융, 개발을 담당하는 국제기구로서 과거 세계경제의 발전에 큰 역할을 담당하여왔다. 그런데 현재 세계는 세 기구가 설립될 당시와는 다른 상황에 처해있다. 무역이 경제 전반에 미치는 영향이 증가하였으며, 민간 자본의 흐름이 급증했고, 환율의 변동폭이 커지는 것 등이 그 내용이다. 우선 WTO는 저개발국가가 자유로운 세계 무역에 동참할 수 있도록 그들의 경제 수준을 올리는 노력을 해야 하며, 기구 자체의 능력을 개발,증대 시켜야 한다. IMF는 금융위기의 확산을 방지하기 위해 감독기능을 강화해야 하며, 늘어나는 자금 수요에 대처하기 위해 충분한 재원을 확보해야 한다. World Bank는 민간 은행을 보완하는 역할을 수행해야하며, 연구 활동에 있어서 통일성을 유지해야 한다. 무역, 개발, 금융 정책은 서로 밀접하게 연결되어 있으므로, 세 기구가 이러한 변화된 역할을 수행하는데 있어, 세 기구간의 협력은 절실히 요구되어 진다. 그리고 이러한 협력은 세계 각국이 동등하게 세계 정책결정에 참여하는 방향으로 이루어져야 한다. ; This thesis analyzes the roles of three key global economic institutions, the WTO, the IMF, and the World Bank in a changing international economic environment. The world has changed dramatically in recent decades caused mainly by a rapidly increasing economic interactions among nations: growth in world trade, expanded private capital flows, and increased exchange rate flexibility. In order to cope with these changes in international economic order, the WTO should raise the living standards in the least-developed countries for WTO should raise the living standards in the least-developed countries for them to integrate into the freer world trade, and build up institutional and human capacity to take advantage of improved opportunities. For the IMF, further adaptations are needed to make surveillance sufficiently strong to minimize the risk of the eruption and spread of crises. Moreover, it is to be ensured that the Fund‘s resources are adequate to meet the demands. The World Bank can be made complementary to private sector banks and needs to establish a stronger core intellectual coherence. These changing future roles could be strengthened by cooperation among agencies. I also argue that a far-reaching globalization of economic activity has resulted in an ever-growing interdependence among different areas of economic policy, trade, development policies and financial policies. Lastly, I argue that the influence of the United States has implications for future cooperation among these agencies.
