APEC's ecotech : evaluation and agenda for the future

Abstract

ECOTECH은 TILF와 함께 APEC 내의 중요한 경제협력사업으로 간주되어왔다. 그러나 TILF에 비하면 상대적으로 회원국들의 지원과 관심이 적었기 때문에 그러한 경제기술협력(ECOTECH)의 직접적인 수혜자라고 볼 수 있는 개발도상국들에게 있어서는 불만의 요인이었다. 하지만 1996년 제6회 APEC정상회의에서 Manila Declaration이 채택됨으로써 ECOTECH이 나아갈 구체적이며 체계적인 실천방안이 수립되었고 이는 많은 APEC 회원국들에게 낙관적인 기대를 걸 수 있는 근거를 마련해 주었다. 본 논문은 APEC ECOTECH 사업에 있어 새로운 전환기를 불러 일으켜준 Manila Declaration 이후 그 사업성과에 대한 분석과 평가, 그리고 앞으로의 발전 과제를 연구하는데 그 목적을 두고 있다. 제 I 장에서는 본 연구의 목적과 함께 지금까지 진행되어 온 ECOTECH활동에 관한 설명과 Manila Declaration에서 채택된 주요 이슈에 대한 분석을 다루었다. 제 II 장에서는 현재 진행되고 있는 여러 사업현황에 대한 내용조사와 그 성과에 대한 객관적인 평가작업이 이루어졌다. 제 III 장에서는 ECOTECH 활동을 보다 강화하기 위한 방안으로써 경영구조 개혁 및 기업의 참여율 향상을 강조하였다. ECOTECH에 대한 선진국들의 재정적, 기술적 지원이 현재와 같이 소극적으로 지속된다면, 결국 TILF 부문 역시 흔들리고 말 것이며 이는 APEC지역헙력체 실현을 좀더 요원하게 만드는 결과를 낳고 말 것이다. 그러한 일이 일이 도래하지 않고 진정한 지역 공동체를 이루기 위해서는 끊임없는 자체평가와 개선작업을 통한 실제적이고도 효율적인 ECOTECH 경영혁신이 반드시 이루어져야 할 것이다. ; The adoption of the Manila Declaration in 1996 was given credit for providing new momentum for and a significant contribution towards ECOTECH (Economic and Technical Cooperation) among Asia-Pacific economies by enabling it to gain equal prominence with TISF (Trade and Investment Liberalization and Facilitation) within APEC. This paper evaluates improvement of APEC‘s ECOTECH activities/projects that have been underway since the Manila Declaration was adopted. Chapter I explain about the evolution of ECOTECH activities including its goals, guidelines, and six priority areas which were firmly set up when Manila Declaration was adopted. Chapter II assesses ECOTECH activities by investigating the current status and evaluating its project/activities in terms of their relevance to the six priorities, duplication of efforts, coordination among for a involved in ECOTECH work, result-orientation of the projects, and participation by the business/private sector. Chapter III makes recommendations on the ways to strengthen APEC ECOTECH: reforming the APEC management process and enhancing business/privatebsector involvement. Unless ECOTECH receives appropriate support from the advanced economies within Asia Pacific region, TILF also will have difficulty in obtaining cooperation from the developing economies. In order to overcome popular criticisms from the Asian economies and build up APEC regional community ensuring free trade and investment, regular evaluation and vigorous reform efforts should be continuously and effectively made by APEC economies and the ECOTECH-related APEC fora.
