Regionalism and multilateralism : the cases of the EU, NAFTA and APEC

Abstract

본 논문의 목적은 국제경제질서의 두가지 흐름인 다자주의와 지역주의의 관계를 고찰함으로써 WTO체제 안에서의 발전적 방향을 모색하고자 하였다 다자주의와 지역주의는 학자들간에 이 두 흐름이 상호 보완적인가 아니면 배타적인가의 논란을 일으키면서 국제관계 특히 국제경제 질서의 흐름을 이끌어 왔다 본 논문의 저자는 문헌연구를 통해 지역주의의 대표적 사례인 TheEU,NAFTA 그리고 APEC의 생성과정과 목적, 그리고 향후 발전방향을 예측해 봄으로써 지역주의가 다자주의에 어떤 영향을 미치는 지를 알아보았다 본 저자는 특히 아시아.태평양 경제 협의체인 APEC에 상당한 지면을 할애하였는데 이는 APEC이 한국이 가입한 유일한 지역주의 기구이면서 이 기구가 추구하는 개방적 지역주의야 말로 다자주의와 상호보완적 관계에 있다고 믿기 때문이다. 그러므로 개방적 지역주의를 표방한 APEC의 향후 발전과정은 국제경제질서에 있어서 다자주의와 지역주의의 양립현상과 연관하여 시사하는 바가 크다고 할 수 있다 이런점에서 APEC에 대한 보다 심도있는 논의와 연구가 계속되어야 할 것이다. ; This thesis aims to analyze the relation between regional integration and multilateral initiatives in the international economic order. Regionalism in the international economic order in one of the major issues which have drawn numerous scholars‘ attention. Though the current international economic order in being realigned swiftly under the framework of multilateralism or the WTO trade system, regional integration has never been out of sight on the international arena. On the contrary, the trend of regional integration seems to have gained momentum since 1980s when the need to foster a free and fair international trade environment was pressing for and political economy. Regarding these seemingly differing trends in the international economic order, one fundamental question arises; the one that regional blocs and the WTO system are conflicting or complementary. Since the WTO system is an ultimate goal headed for by most political economies, this fundamental question should be given a due weight. The author of the thesis delved into deep analysis on the relation between regional blocs and the multilateral framework by means of literature review and secondary data. To explain the motivation behind regional integration, three major regional blocs (the EU, NAFTA, APEC) are discussed. In addition, possible effects of the three regional blocs on the multilateral framework are mentioned. Lastly the future development of APEC is discussed since APEC‘s regionalism, I strongly hold, will play a bridging role to the multilateral framework.
