Dynamic role of a developmental state : case study of South Korea's semiconductor industry

Abstract

본 논문은 한국 반도체 산업에서의 국가-기업 간의 역동적 관계 고찰에 그 목적이 있으며, 또한 기존의 동 아시아 발전 모델에 대한 국가주도 이론의 한계를 지적하고 있다. 본 논문에서 저자는 한국의 반도체 산업에 있어 사기업들의 본 산업에 대한 주도적 역할을 강조함으로써 국가-기업 관계에 대한 전통적 국가주도 산업 발전 모델이 이러한 사기업의 선도적 역할을 설명하는데 한계가 있음을 이야기 하고자 한다. 변화하는 정부-기업 간의 관계를 설명하기 위해 저자는 한국 반도체 산업 발전의 역사를 1960년대 중반부터 1970년대까지, 그리고 1980년대 이후로 나누어 각 단계에서의 국가-기업 관계를 살펴 보았다. 우선 처음 단계 (1960년대 중반 - 1970년대) 에서의 한국 반도체 산업은 전자 산업의 일부로서 국가의 주도적 역할이 강조되었고, 이에 따라 이 시기에는 국가주도 모델의 주장이 어느 정도 타당성을 보이고 있다. 그러나 1980년대 이후 국제 환경, 국내 정치, 그리고 반도체 산업 자체가 지니고 있는 성격 등으로 인해 한국 반도체 산업에 있어서의 정부-기업 관계는 이 전의 상하 관계에서 점차 협력 관계로 변모해 나가게 된다. 마지막으로 저자는 최근 금융위기 하에서의 한국 반도체 산업의 변화를 특히 LG와 현대의 빅딜 문제를 중심으로 살펴 보았다. 비록 현재까지 과정을 살펴볼 때 이들 두 기업의 평탄한 빅딜의 성공은 매우 어렵게 보이나 이러한 빅딜 과정에서 상대적으로 국가의 목소리가 더욱 커졌음을 저자는 지적하고 있다. 결론적으로 저자는 한국에서의 국가-기업 관계는 지배 구조가 아닌 협력구조로 나아가고 있음을 주장하는 동시에 기존의 국가주도 발전 모델에 대한 수정이 필요함을 이야기 하고 있다. ; This study examines the dynamic state-business relationship in South Korea’s semiconductor industry, which has not been fully examined by the developmental state model of East Asian economic growth. I argue that the traditional developmental state model, in which the state plays a dominant and central role in economic development, does not hold any more in case of South Korea’s semiconductor industry as the private sector gains more power and act as an initiator rather than a follower of the industry. I divided the historical development of South Korea’s semiconductors into two phases in order to examine the different state-business relationship in each phase. For the first phase (mid 1960s to 1970s), I argue that the state played a leading role in the development of South Korea’s semiconductor industry which has been a part of a larger electronic industry as supported by institutionalist approach. In the discussion of the latter development phase (since 1980s), however, I analyzed how state-business relationship has been evolved into a cooperative on and the factors that forced such a symbiosis - i.e., international environment, domestic political situation, and the nature of the industry. Finally, I examined the state-business relationship in South Korea’s semiconductors under the recent financial crisis, focusing on the Big Deal between LG and Hyundai. It seems that the state has gained a strong voice over the Big Deal between the two chaebol, although achieving a smooth Big Deal is not likely at this stage. I conclude that the state-business relationship in South Korea is toward cooperation, rather than dominance, and that the developmental state model does not fully explain economic development in the era of globalization.
