Critical analysis of Korea's international cultural exchanges : with a case study of international cultural exchange program at Korean culture and arts foundation

Abstract

이 논문은 (1) 현재 한국사회에서 국제문화교류가 지니는 중요성에 대한 의식을 높이고 (2) 한국문화예술진흥원의 국제문화교류 프로그램의 사례연구를 통해 한국의 국제문화교류의 현황에 대한 실무차원의 분석을 제공함으로써 이 부문의 발전에 기여하는 것을 목적으로 한다. 현재 한국사회에서 국제문화교류는 다음과 같은 중요성을 지닌다. 첫째, 국제문화교류는 문화중독현상 (cultural addiction process) 의 출발을 가능케 하는 촉매로서 국외에 막대한 장기수익을 내포하는 새로운 문화시장을 개척하는 데에 큰 역할을 한다. 둘째, 효과적인 국제문화교류는 한국의 부정적인 대외이미지를 개선하고 한국에 대한 부당한 편견을 해소하여 외국자본의 국내유입을 저해하는 심리적 장벽을 제거하는 데에 기여할 수 있다. 따라서, 현 IMF관리체제하에서의 경제적 어려움을 극복하고 다가오는 21 세기에 국제사회의 주역이 되기 위해 한국정부는 국제문화교류 부문에 대한 지원을 늘려야 한다. 그러나, 한국문화의 독창성만을 강조하는 문화교류는 배타적 혹은 편협한 인상을 주는 역효과를 가져올 수도 있다. 결국, 앞으로 한국의 국제 문화교류는 한국문화의 독창성과 보편성이 외래문화와 어떻게 조화를 이루고 융화되어 나가는가를 보여주어야 할 것이다. 한국 국제문화교류의 현황을 논함에 있어, 한국문화예술진흥원이 사례연구의 대상기관으로 선택되었다. 이는 한국문예진흥원이 정부산하기관으로서 공공 및 민간부문 전반의 국제문화교류에 재정적인 지원을 하는 한편 자체사업으로 일련의 국제문화교류 프로그램을 운영하고 있으므로, 한국문예진흥원의 사례연구를 통해 한국의 국제문화교류에 대한 전반적인 현황파악이 가능하기 때문이다. 한국문화예술진흥원의 국제문화교류 프로그램은 1979년에 처음 시작되었다. 이후 이 프로그램은 정부의 정책방향 변경에 따라 그 규모와 내용면에서 많은 변화를 겪었다. 현재 한국문화예술진흥원의 국제문화교류 프로그램은 빈약한 재정적 지원과 낮은 예산 집행율, 잦은 부서변경, 그리고 문학부문 국제교류의 강조와 국내예술단체의 해외진출에 중점을 두는 것 등으로 특징 지워진다. 한국문화예술진흥원에서 운영하고 있는 국제문화교류 프로그램이 지니는 몇 가지 문제점 중 최근에 단행된 국제부의 폐지는 매우 우려되는 사안이다. 이는 국제문화교류 프로그럼을 전담하던 부서가 없어짐으로 인하여, (1) 밀접하게 연관된 국제문화교류 사업이 파편화되고 (2) 인원의 부족으로 필요한 정보수집이 어려워지며 (3) 기존의 연락망과 축적된 자료의 활용이 원활하게 이루어질 수 없기 때문이다. 그러나, 지금의 경제상황을 고려해 볼 때, 빠른 시일 내에 문예진흥원의 국제부를 부활시키기는 어려을 것이다. 따라서, 과거 문예진흥원의 국제부가 수행하던 기능과 유사한 활동을 하고 있는 한국국제교류재단에 국제문화교류 프로그램의 운영을 일임하고 문예진흥원은 이에 대한 재정적 지원에 주력하는 국제문화교류의 이원적 운영을 대안으로 제시 한다. ; This thesis aims to (1) raise the awareness of the significance of the international cultural exchanges in present Korean‘s society and (2) provide working-level information on the present status of Korea’s international cultural exchanges with a case study (international cultural exchange program at Korean Culture and Arts Foundation) in the hope of contributing the development of Korea‘s international cultural exchanges. There are at least two reasons shy the international cultural exchanges are important. First, international cultural exchanges play a pivotal role in developing new culture market abroad - role of starting cultural addiction process that will yield increasing returns and enable long run growth. Second, they are capable of improving Korean‘s negative national image, reducing unjust prejudice toward Korea and removing psychological barriers that make foreigners reluctant to invest in Korea. Thus, in order to overcome current hardships and become a leading member of the international society in the 21st century, Korean government should expand its support in the area of international cultural exchanges. However, the cultural exchanges that highlight only the uniqueness cultural tradition can result in the provision of one-side picture of Korea exaggerating the closeness or exclusiveness. Thus, future cultural exchanges should aim at informing how the specificities and generalities of Korean culture are fused or harmonized with foreign culture. In discussing present status of Korean‘s international cultural exchanges, the KCAF was selected as a representative agent. The KCAF’s international cultural exchanges program first started in 1979. First then, the program has experienced a number of expansions and contractions according to the changes in the government‘s policy direction. The present status of international cultural exchanges program at the KCAF is characterized by poor financial support, low rate of budget execution, frequent organizational fluctuations, emphasis in literature exchanges and overseas inroads of domestic cultural groups. Among the problems in international cultural exchanges program at KCAF, recent abolition of International Exchanges Department is a matter of great concern. It will cause the fragmentation of close-related international projects, confusion in finding contact points, collecting necessary information, and utilizing accumulated data. As an alternative, I suggest the KCAF to transfer its international cultural exchanges program to the Korea Foundation since those two organizations share many overlapping areas in international projects.
