Abstract
The purpose of this study is to evaluate the overall support policy for non-profit and non-governmental organizations by the Ministry of Government Administration and Home Affairs. This study also aims at promoting cooperative partnership between the Government and NGOs, as well as supporting sound growth of NGOs, through the fairness and clearness of the Government supporting measures. In carrying out this study, I have reviewed the support policy for NGOs by the Government on the four aspects, (1) fairness of the program s selection and financial distribution process, (2) validity of the organization s program, (3) appropriateness of the evaluation process, (4) the effectivity of the program. Having reviewed the policy, I propose a proper direction of the strategy for the Government s support policy and the roles of NGOs. Above all, I suggest several alternative strategies for improving the Government s support policy. First, for enhancing fairness of the program selection and financial distribution process, fairness should be guaranteed in composing Commitee for Public Affairs Selection. It should also have plenty of interviews with representatives of the proposing organizations for the appropriate understanding of the programs. In addition, flexibility should be maintained in financial distribution process in accordance with the program implementing steps. Second, for enhancing the program s validity, NGOs should keep accountability and sincerity in carrying out the program. In the assessment process, they should place priority on public interests over a campaign event. The evaluation can be practical through field visits to relevant sites. Third, on the aspect of evaluation, fairness should be guaranteed in composing Commitee for Public Affairs Evaluation. Also, an evaluation index should be developed for different types of individual program. It can covert hand work in the evaluation process to computerized data processing. Fourth, for enhancing the program s effectivity, both the Government and NGOs should endeavor to improving public service. As a result, the program selection and distribution should be performed with fairness and clearness by focusing on the public activity of the participating citizens, not on solving the internal problems of the NGOs. To be short, trustworthiness and objectivity should be guaranteed by various feedback in the evaluation process. In doing so, NGOs can have autonomy and accountability for their programs.
