Abstract
본 연구는 최근 우리나라 노동시장의 특수성을 반영하여 고용안정성의 정도와 그 영향요인들을 분석해 볼 필요성을 인식하고, 한국노동패널(Korean Labor and Income Panel Study) 4차년도 자료를 이용하여 재취업 형태와 임금수준을 지표로 재취업자의 고용안정성 영향요인들을 분석하였다. 전직 노동시장특성이 재취업자의 고용안정성에 미치는 영향에 보다 주목하였으며, 재취업형태 선택식은 이항로짓모형(Binary Rogit Model)으로, 임금식은 다중회귀분석(Multiple Regression Analysis)으로 추정하였다. 분석결과를 정리하면 다음과 같다. 첫째, 전직노동시장특성이 새로운 일자리의 고용형태와 임금에 미치는 효과가 유의한 것으로 나타나 재취업자의 고용안정에 중요한 영향을 미치고 있음을 알 수 있었다. 구체적으로 이전 직장에서 비정규로 근무한 경우 그리고 비자발적 사유로 이직한 경우에 불안정한 형태로 재취업할 확률이 유의하게 높은 것으로 나타났다. 또한 이전 직장에서의 임금수준이 새로운 일자리에서의 임금결정에 강력한 영향을 미치는 것으로 나타나, 이전 직장에서 저임금 근로자는 새로운 일자리에서도 임금상승을 기대하기는 어려운 것으로 분석되었다. 즉, 전직 노동시장특성이 불안정할수록 새로운 일자리에서도 불안정한 일자리로 재취업하게 되어 고용불안정이 지속되는 경향이 있는 것으로 나타났다. 이러한 결과는 우리나라 노동시장의 분절적 구조에 기인하는 것으로 이해되며 노동시장 특성 및 지위에 따라 노동시장의 분절성이 강하게 나타나고 있음을 알 수 있다. 둘째, 미취업기간 또한 새로운 일자리에서의 고용안정성에 주요한 영향을 미치는 것으로 나타났다. 미취업기간은 재취업형태와 임금 모두에 미치는 효과가 큰 것으로 나타나, 미취업기간이 길어질수록 인적자본에의 투자 감소와 오명효과 등에 의해 불안정한 일자리로 재취업할 가능성이 높다는 기존의 연구결과를 다시 한 번 확인할 수 있다. 셋째, 인구통계학적 요인들에서는 성별과 학력이 재취업형태와 임금 모두에 주요한 영향을 미치는 것으로 나타나, 상대적으로 노동시장내 취약계층이 고용불안을 경험하고 있음을 알 수 있었다. 이러한 결과로 우리나라 노동시장이 성별과 학력에 의한 분절현상이 두드러짐을 확인할 수 있다. ; In this study, recognizing the need to analyze the degree of job stability and its predictors in recent Korean labor market, I explore factors affecting the reemployment pattern and the job stability of reemployed workers based on the wage by using the data sets of 2001 Korean Labor and Income Panel Study. I focus on the effects of previous labor market characteristics on the job stability of reemployed workers, and select Binary Rogit Model and Multiple Regression Analysis in order to analyze the reemployment pattern and wage, respectively. The facts discovered in this research are as follows. First, previous labor market characteristics have considerable effects on both reemployment pattern and wage of the newly reemployed workers, thus significantly affecting the job stability of reemployed workers. For example, workers with previous non-regular jobs and those who lost their job involuntarily are likely to have unstable jobs. Further, workers with low wage in their previous jobs are also likely to get another low pay job. That is, unstable previous labor market characteristics often lead to unstable jobs, producing persistent job instability. I suppose that these results are mainly caused by segmental structure of Korean labor market, segmental nature of which becomes more conspicuous depending on labor market characteristics and rank. Second, unemployment period also has a major impact on the job stability of reemployed workers. Unemployment period affects both reemployment pattern and wage remarkably, which reaffirms the previous studies suggesting that longer unemployment period often results in more unstable jobs because of decreased investment in human capital and stigma effect. Third, of factors of population statistics, sex and educational background influence both reemployment pattern and wage, and relatively more fragile social classes are exposed to job instability more seriously. These results suggest that sex and educational background are making Korean labor market increasingly segmental.
