高麗 宣宗代의 對外政策 硏究

Abstract

본 논문은 고려의 대외관계가 복잡해지는 11세기 후반 중에서 특히 선종대에 초점을 맞추어, 선종대 대외관계의 추이를 구체적으로 살피고 그것을 토대로 대외정책을 설명하고자 했다. 문종 25년 요와 조공관계를 맺고 있던 고려가 송과 국교를 재개하면서 고려·송·요 삼국관계는 복잡하게 운영되었다. 특히 선종이 즉위한 시기의 송과 요는 국내 정치의 변화로 그들의 대외정책에도 영향을 미쳤고, 고려는 그에 대응하는 적절한 외교정책을 수립해야만 했다. 송에서 친고려정책을 추진하던 신법당이 물러나고 구법당이 집권하면서 소식 등에 의한 고려 배척론이 적극적으로 제기되었다. 요는 평화 유지를 지향하는 대외정책을 유지하면서 고려에 우호적인 태도를 보였다. 이러한 국제 정세의 변화에 대응하여 고려 선종은 요 우선의 대외정책을 선택했다. 이러한 선종의 대외정책은 요와의 각장 개설문제에서 잘 나타난다. 요가 선종 3년 각장을 개설하려고 하자 고려는 문종대와는 달리 송과의 관계를 단절하고 대요관계를 우선시하는 정책을 취했다. 선종 후기 고려와 요는 매우 안정적으로 우호 관계를 지속하였고, 고려는 이러한 대요관계를 기반으로 송과의 관계를 회복하려고 했다. 그리하여 고려는 매년 송과 요에 꾸준히 사신을 파견하며 송·요 양국과의 외교관계를 원만히 이끌었다. 또한 사신왕래를 통한 사행무역이 활발히 이루어져서, 송에 파견된 고려사신들은 서적·금박·사치품 등을 구입하는 등 활발한 매매활동을 하였다. 이러한 대외정책은 유홍·계림공 희·소태보 등으로 대표되는 세력에 의해 추진되었다. 이들은 선종 후반기 대요관계 안정을 중심으로 하면서 송과의 관계를 회복해 경제적 실리를 얻고자 하였고, 이러한 선종의 측근 세력이 숙종 즉위로까지 이어지면서 숙종의 대외정책과 주전론에 영향을 주었다. ; In the latter half of the 11th century, the international relationship of Koryo˘ was very much complicated. This thesis examined the specific changes of the diplomatic relations of King So˘njong s(宣宗) reign. Based on it, I explained the foreign policy under King So˘njong s rule. In the 25th year of King Munjong s(文宗) reign, Koryo˘, which was connected with Liao(遼) to the tribute system, started to resume itself diplomatic relations with Sung. Then the tri-relationship among Koryo˘, Sung(宋), and Liao had become complex. Specially, Sung and Liao of King So˘njong period changed internal politics. And Their changes influenced their foreign policy that Koryo˘ had to establish proper foreign policy. When the New Policies Party(新法黨) which was most favorable to Koryo˘ lost power and Old Policies Party(舊法黨) hold the political power, anti-Koryo˘ movement was raised by So Shih(蘇軾) etc. in Sung. On the other hands, Liao continued to maintaining peace and keep the friendly attitude towards Koryo˘. In such situation, King So˘njong choose to give priority to Liao in the foreign policy. The issue of Gakchang Market(각장) with Liao is showing properly King So˘njong s foreign policy. In the 3rd year of King So˘njong s reign, as Liao tried to open Gakchang Market, Koryo˘ cut off the relationship with Sung, and focused on relation with Liao. Under the late years of King So˘njong s rule, Koryo˘ and Liao maintained the friendly relation. Based on this, Koryo˘ attempted to recover the diplomatic relations with Sung. Therefore, Koryo˘ dispatched embassies to Liao and Sung every year. As a result, Koryo˘ could lead amicable foreign relationships with Sung and Liao. Through these sent envoys trading by diplomats became prosperous that many embassies who have been dispatched from Koryo˘ to Sung and Liao were able to participating in buying lots of books, gold foils, luxurious goods and so on. Such the King So˘njong s foreign policy was executed by political powers including Yu Hong(柳洪), Gaelimgong(鷄林公 熙, 肅宗), So Teabo(邵台輔) and so on. These political powers tried to drive foreign policy of the king who wanted to gain commercial profits from recovering the relations with Sung, intending to be stable with Liao. The close associates of King So˘njong also influenced the next King Sukchong s(肅宗) foreign policy and the conaige plan.
