공론장과 지방정치 : 고양시 '러브호텔' 건립저지 사례를 중심으로

Abstract

As citizen s sphere is expanded and local-self government is revived after mid 1980 s, life politics is enlarging and citizen s consciousness and participation methods is rapidly changing in Korea. So to democratize the policy making process on the basis of political public sphere mediating between civil society and nation is the important task. Now, public sphere as a critical and rational discussion place become more and more important. Furthermore public sphere become the space that new social legitimacy is formed. Especially, in respect to the situation that regional level political community is appropriate unit to construct public sphere and public sphere s influence to local political process is increasing, the need to research about the dynamic relations between public sphere and the process of local politics is increasing. So the purpose of this thesis is to investigate public sphere in the context of local politics. More specifically speaking, making the concept of public sphere concretize in the aspect of formation factors and working mechanism, and after that do a case study related to local politics. By doing this process, public sphere s theoretical and analytical studies which was usually researched in national level became enlarged and the area of local politics studies can be enlarged at the same time. Although theory about public sphere is very variously discussed from Arendt and Habermas ancient Greek public sphere to modern bourgeois s and present public sphere, this can be understood as a space that every citizen or citizen communities are discussing about specific issues using various methods. Public sphere can be formed from mutual communication, public opinion, political participation, news media. And this can be operated by system composed of actor, space, topic, communication methods and the coverage. What can be found from the public sphere s logical development is the fact that the concept of public sphere can include various means and this can contribute to the area of local politics. As the motivator to overcome the crisis of local democracy, public sphere can contribute to democracy of local politics. And as citizens are empowered as a political subject and participates actively through public sphere, public sphere can be a enlargement mechanism for citizen autonomy and participation democracy. In addition, public sphere can be a motivator for the change of local political structure, can make the process of local politics open and be a sphere for the pursuit of public interests. So public sphere can prevent the complete control of the entire process by specific group. This research is about the relationship between public sphere and local politics, and research dimensions is composed of local politics context, public sphere s dynamics, communication degree, communication effects. To do this research, Goyang-City Love Hotel opposition movement case is analyzed because this case is coincide with public sphere s essence. The results are like these: Frist, Goyang-City is homogeneous in age, income, and education degree, so people actively communicate each other when some problem occurs and form public opinion voluntarily. In addition by doing political participation actively, public sphere has been formed largely. And news media is concerned in the formation of public sphere and this trigger the local and national public sphere. Second, Goyang-City is suffered an environmental damage as the result of imperfection of the housing and education policies. So this city is evaluated as a local political context that public sphere has to be operated. Third, Goyang-City case is meaningful because in this case, public sphere is operated smoothly within the harmony of various working mechanism. As a result, communication between the local civilian society and local government became various and this made an affirmative effect like policy changing. This case can be evaluated as a motivator for the maturity of local politics because this case shows a successful fulfillment of public sphere s function. As a result, this case study about Goyang-city Love Hotel opposition shows that local citizen community can gather their capabilities together around public spheres, can participate in policy making process of local government, and furthermore can display their influence in revising related legislation. In other words, this make certain of the truth that government should respond rapidly to the change of citizen s recognition and behavior. Government needs to sublate previous closed political behavior patterns, and the attitude of the government in policy making structure should be changed. So to accept the public role and function of civilian society is an essential attitude change in part of government, and most of all the will to perform this is important.

Key words: Public Sphere, Local Politics, Civil Society, Goyang-City Love Hotel opposition movement, Formation Factors of Public Sphere, Working Mechanism of Public Sphere, Arendt, Habermas, Local Democracy, Participatory Democracy. ; 한국은 1980년대 중반 이후 시민사회적 공간이 본격적으로 확장되고 있을 뿐만 아니라 지방자치제의 부활에 따라 생활정치가 보다 확대되고, 시민의 의식 및 참여형태 또한 빠르게 변하고 있다. 그러므로 시민사회와 국가를 매개하는 정치적 공론장의 확보를 바탕으로 하여 정책과정을 민주화함이 중요한 과제로 대두하고 있다. 이제는 참여적 성격이 강한 공중 의 비판적이고 합리적인 토론의 장으로서의 공론장의 역할이 증대되었음은 물론, 공론장이 새로운 사회적 정당성이 형성되는 공간적 토대가 된 것이다. 특히 지방 수준의 정치공동체가 공론장을 구축하기에 적합한 단위라는 점과 지방정치과정에 대한 공론장의 영향력이 점증하는 현실에 비추어 볼 때, 공론장과 지방정치의 역동적 관계에 대한 연구의 필요성이 점증하고 있는 실정이다. 따라서 본 논문은 공론장을 지방정치적 맥락에서 고찰해 보는 데에 기본적인 목적을 두고 있다. 보다 상세히 말하면 공론장 개념을 형성 및 작동 등 몇 가지 차원으로 구체화시켜 지방정치와 관련된 사례 분석을 시도함으로써, 분석수준을 주로 국가차원에 두고 논의했던 기존의 공론장 연구의 이론적·분석적 지평을 넓히는 동시에 지방정치 연구의 영역 또한 확대시키고자 한다. 공론장에 관해서는 아렌트와 하버마스를 중심으로 고대 그리스 공론장으로부터 근대 부르주아 공론장 및 현대적 공론장에 이르기까지 매우 다양하게 논의되고 있으나, 대체로 특정 토픽에 관심이 있는 모든 시민 또는 시민단체가 다양한 방식으로 공적인 토론을 하는 영역으로 이해된다. 그리고 공론장은 상호적 의사소통·여론 형성·정치적 참여·뉴스미디어 등의 요인들로써 형성되며, 주체·공간·토픽·토론 방식·포괄 범위로 이루어지는 시스템에 의해 작동된다. 이러한 공론장 논리의 전개 과정을 통해 발견할 수 있는 점은 공론장 개념이 지방정치 영역의 발전에 이바지할 수 있는 다양한 의미를 내포하고 있다는 사실이다. 공론장은 지방민주주의의 위기를 극복할 수 있는 동인으로서, 공론장이 원활히 작동되면 지방정치의 민주화에 기여할 수 있다. 그리고 공론장을 통해 시민이 정치적 주체로서 권능부여(empowerment)되고 동시에 참여가 보다 활발히 이루어짐으로써 공론장은 주민자치 및 참여민주주의의 확대 기제로서의 의미도 갖게 된다. 또한 공론장은 지방정치구조에 대한 변화의 동인으로서 지방정치과정이 개방되고, 그것이 공적 이익을 추구하는 영역이 되며, 특정 집단에 의해 그 과정이 장악되는 것을 방지할 수 있도록 한다. 본 연구는 공론장의 본질에 부합된다고 판단되는 고양시 러브호텔 건립저지 운동을 사례로 선정하여 지역정치 상황, 공론장의 형성, 공론장의 작동, 의사소통의 정도, 의사소통의 효과 등의 차원으로 나누어 공론장과 지방정치와의 관계를 분석하였다. 분석 결과 다음과 같은 사실들을 발견하였다. 첫째, 고양시는 주거 및 교육 환경 등 일상과 밀접한 관련 정책의 미비로 인해 생활환경이 훼손되고 침해되었던 직접적인 피해지역으로서 공론장이 형성될 수밖에 없는 지역정치적 상황으로 평가되었다. 둘째, 고양시는 연령·소득·교육 정도 등에 있어 주민들의 동질성이 높은 지역으로서 지역문제가 발생했을 때 상호적인 의사소통을 활발하게 전개하며, 자발적으로 여론을 형성하고, 정치참여 행위 또한 적극 모색함으로써 공론장을 폭넓게 형성하였다. 그리고 여기에 뉴스 미디어가 관여하여 결과적으로 지역적·전국적 공론장의 형성에 중요한 기폭제 역할을 하였다. 셋째, 고양시 사례는 다양한 작동기제들의 조화 속에 공론장이 원활히 작동된 결과 지역 시민사회와 지방정부간의 의사소통이 다양화되고 결국 정책변동이라는 긍정적 효과를 발생케 하였다. 이는 공론장이 성공적으로 기능한 것으로서 지방정치의 성숙을 가져올 수 있는 사례로 평가할 수 있다. 결론적으로 고양시의 러브호텔 건립저지 사례는 지역 시민사회가 공론장을 중심으로 역량을 결집하여 지방정부의 정책결정과정에 참여하고 나아가 관련 법규까지 개정하는 영향력을 발휘할 수 있음을 보여 주었다. 바꾸어 말하면 이는 결국 주민들의 인식과 행태 변화에 정부가 보다 신속히 대응해 나아가야 한다는 것을 확인시켜 주고 있는 것이다. 기존의 폐쇄적인 정치 행태를 지양하고 정책결정구조에 있어 시민사회의 공적인 역할과 기능을 인정하고 수용하는 정부 차원의 태도 변화 및 그 실천 의지가 요구된다.
