장애자녀 및 가족의 특성에 따른 주간 및 단기 보호시설 프로그램에 대한 장애아 어머니의 욕구

Abstract

As people recognize the environment around the disabled is important, the conventional approach, which provides education and service mainly focused on the disabled individuals, starts to be changed into education and service with programs for family of the disabled included. As this tendency gets outstanding, interest in the subject of welfare of the disabled and family support service is newly raised. Following this trend, the parents as well as the disabled begin to be considered as object of the service in consideration of the education of the disabled and it is proved by other studies that it produces more effective results when family support services are provided. So the importance of understanding parents of the disabled and supporting them are being emphasized. In the practical education field of our country, however, progress of the education services is not sufficient in spite of the recognition of the importance and family support services in institutions and facilities reflection needs of the family are not provided enough but are rather lacking much. Day care center as one of family support services reduces caring burden of the parents and gives the parents rest. But the day care center programs have been performed not since long in our country so institutions performing the programs are in different phases and disability type, disability severity and age of the disabled being targeted are not considered or needs of their parents are not reflected. Accordingly, object of this study is to provide basic data for developing programs designed to establish day care center program reflected mother’s needs of the disabled. This study was carried out with questionnaires, which was made on the basis of literature study, in one welfare center and nine special schools in Seoul and Kyunggi area. Withdrawal rate of the questionnaires is 82.5% and the result was analyzed by frequency & percentage calculation and χ²test. The results are as follows. 1. Analysis of basic needs of the mother of the disabled for day care center programs. 37.4% mother out of the total respondents know about day care center and only 44.7% mothers want to use day care center. This result is from lack of information and advertising which leads to low cognition of the center and turned out to be desired weakly for using it. Purpose of the mothers who want to use day care center are to make more time for mothers themselves and to refresh themselves, being out of all the time protection and relieving burden of caring and their children education and to provide their children various experiences. Most mothers of the disabled wish to be able to use day care center whenever they need it and they prefer transportation convenience to be provided. As for contents of the programs, activities of leisure and hobby, activities of daily living and learning assistance are desired to be included. Safety and protection are considered highly important and play facilities are favored to be within the center. In choosing programs, they consider contents of programs first, livening care comes before professionals as qualification of the program provider and same aged five to ten children for groups are preferred. Uniform using fee is preferred on the basis of monthly or disabled do not know much about day care center yet they understand day care center in their own opinion. Accordingly, the significance of the overall analysis of desires is the conclusion could be achieved that they have complicated desires. 2. Analysis of differences of needs of the mothers of the disabled for day card center according to variation of backgrounds. 3. Needs of mothers of the disabled according to disability types showed differences in understanding day care center, plans for using day care center, using time, expected period of lodging programs and expected time of day time using, significant difference of the mothers needs is appeared in required quality of program providers. Whether the mothers have plan to use day care center or not affect very much the mothers’ needs of purpose of using, using period, expected using time. Finally, monthly total income leads to significant difference of needs of mothers of the disabled in mothers’ recognition, fixing the using fee, and family support programs. It is expected that analysis results above will be available to design day care center information strategy by provided, planning of program time, and contents of the programs according to disability type, severity, age. ; 장애인 개인을 중점으로 가장 적합한 교육과 서비스를 제공하는 지금까지의 접근은 장애인을 둘러싼 환경의 중요성을 인식하면서 장애인의 가족을 포함한 교육과 서비스로 전환되기 시작하였고, 이러한 경향이 근래에 두드러지면서 장애인 복지와 가족 지원서비스가 새롭게 주목받는 주제가 되었다. 이에 따라 장애아의 교육 문제를 고려할 때 그들의 부모도 서비스의 대상으로 고려되기 시작하였으며, 장애아의 부모를 지원하는 서비스가 제공될 때 장애아 교육이 더 효과적인 결과를 낳게 된다는 결과가 여러 연구들을 통해 입증되었다. 따라서 장애아의 부모를 이해하고 그들을 지원하는 서비스의 중요성이 강조되고 있다. 그러나 우리나라의 경우는 그러한 중요성을 인식하면서도 실제 교육현장에서는 미흡하게 진행되고 있으며, 여러 기관이나 시설에서도 장애아 가족들의 욕구를 반영한 가족 지원서비스가 체계적으로 제공된다고 보기에는 아직까지 부족한 부분이 많은 실정이다. 이러한 가족 지원서비스 중의 하나인 주간 및 단기보호시설은 장애아 부모들에게 양육부담을 줄여주고, 부모자신에게 쉼의 시간을 제공해주는 서비스이다. 그러나 이러한 주간 및 단기보호시설 프로그램은 우리나라에서 시행된 지 얼마 되지 않아 실시기관마다 다른 양상을 보이며 이용대상의 장애유형이나 정도, 연령 등을 고려하거나 그들 부모들의 욕구가 반영되고 있다고 보기 어렵다. 따라서 본 연구에서는 주간 및 단기보호시설 프로그램을 마련하기 위한 일환으로써 장애아 어머니들의 욕구를 반영하는 프로그램 개발의 기초 자료를 제공하는 목적을 가지고 다음과 같이 연구를 실시하였다. 연구방법은 문헌연구를 근거로 작성한 설문지를 사용하고 서울과 경기지역 내의 1개의 복기관과 9개의 특수학교에 재학 중인 장애학생의 어머니 480명을 대상으로 조사하였다. 설문지 회수율은 82.5%이었으며, 결과분석은 빈도 및 백분율 산출, χ^2 검증으로 실시하였다. 본 연구의 결과는 다음과 같다. 1. 주간 및 단기보호시설 프로그램에 대한 장애아 어머니의 욕구분석 주간 및 단기보호시설을 아는 어머니는 전체 응답자 중 37.4%에 해당하며, 실제 이용욕구가 있는 어머니는 44.7%이다. 이러한 결과가 나온 이유는 정보나 홍보 부족으로 인해 인식도가 낮아 이용욕구가 적은 것으로 나타났다. 장애아 어머니들이 주간 및 단기보호시설을 이용하고자 하는 목적으로 어머니 자신의 시간을 확보하고 항시보호와 양육부담에서 벗어나 어머니 자신의 재충전을 도모하는 것과 이 외에 자녀의 양육을 보완하고 자녀에게 다양한 경험을 제공해주고자 이용하려는 욕구를 많이 보였다. 장애아 어머니들은 대부분 필요시마다 이용하겠다는 욕구를 가지고 있고, 교통편의가 제공되기를 원하였다. 프로그램내용으로는 여가 및 취미활동과 일상생활훈련, 학습보조를 원하였고, 안전과 보호를 중요하게 생각하였으며, 놀이시설이 시설 내에 마련되기를 원하였다. 프로그램을 선택할 때 내용을 먼저 고려하고, 프로그램 제공자가 갖추어야 할 자질로 전문성보다는 사랑과 배려라고 생각하였으며, 프로그램 인원은 동일한 연령으로 5명에서 10명으로 구성되기를 원하였다. 획일적으로 선정된 이용료를 일시불 또는 1일제로 지불하기를 원하였고, 양육상담도 원하는 것으로 나타났다. 장애아 어머니들은 주간 및 단기보호시설에 대해 아직 잘 알지 못하기 때문에 다양한 이해를 하고 있어서 복합적인 욕구를 가지고 있다는 결론이 전반적인 욕구 분석의 주된 의의라고 볼 수 있다. 2. 주간 및 단기보호시설 프로그램에 대한 장애아 어머니의 배경 변인별 욕구 차이 분석 장애유형에 따른 장애아 어머니의 욕구는 주간 및 단기보호시설의 인식정도, 이용 계획유무, 이용시기, 예상 숙박이용시기, 교통편의, 프로그램내용, 서비스, 구비시설에 대해서 유의한 차이를 나타내었다. 장애정도에 따른 장애아 어머니의 욕구는 예상 숙박이용시기, 프로그램제공자 자질을 묻는 문항에서 유의한 차이를 보였다. 또 자녀연령에 따른 장애아 어머니의 욕구는 주간 및 단기보호시설을 이용하지 않으려는 이유, 예상 주간이용시간에 대해서 유의한 차이를 나타내었다. 가족형태에 따른 장애아 어머니의 욕구는 프로그램제공자 자질에 관한 문항에서 유의한 차이를 나타내었다. 그리고 어머니의 직업유무에 따른 장애아 어머니의 욕구는 이용목적, 이용시기, 예상 숙박이용시간, 교통편의, 프로그램 연령구성, 이용료 선정방법에 대해서 유의한 차이를 나타내었다. 마지막으로, 월 총수입에 따른 장애아 어머니의 욕구는 인식유무, 이용료선정, 부모지원프로그램에 대해서 유의한 차이를 나타내었다. 이상과 같은 분석결과는 이용자들의 장애유형, 장애정도, 연령에 따라 주간 및 단기보호시설의 홍보, 프로그램 시간 설정, 내용 등을 계획하는데 유용한 자료가 될 수 있을 것이다.
