한국 노인의 복지욕구에 따른 한국 노인복책의 방향

Abstract

본 연구는 현대 한국사회의 노인들이 직면하고 있는 문제들을 해결하고, 노인의 복지욕구를 충족시킴으로서 노인의 삶의 질을 향상시키기 위해 한국 노인 복지정책이 나아가야 할 방향을 모색하는데 목적이 있다. 연구방법으로는 문헌고찰 연구방법을 사용하여, 1980년대 이후의 노인 및 노인복지와 관련한 선행연구와 보건복지부, 통계청, 한국보건사회연구원, 한국노인문제연구소, 한국갤럽조사연구소등에서 조사한 각종 통계자료를 기초로 연구를 진행하였다. 한국의 노인복지정책의 방향 모색을 위해 먼저 현대 한국사회의 노인들의 복지욕구를 파악하고, 현행 한국 노인복지정책이 노인의 복지욕구를 충족시킴으로서 삶의 질을 향상시키고자 하는 정책적인 방안을 마련하고 있는지를 살펴보았다. 또한 선진복지국가의 노인복지정책을 고찰하여 한국 노인복지정책과 비교·분석함으로써 노인복지정책이 나아가야 할 방향을 모색하였다. 한국 노인들은 경제적 빈곤문제, 건강보호 문제, 역할상실 문제, 소외 및 고립 문제를 경험하고 있었으며, 이에 대한 복지욕구가 매우 강하게 나타나고 있었다. 그러나 한국 노인복지정책은 노인들의 복지욕구를 충족시킬 수 있는 구체적인 정책이 아직 마련되어 있지 않았으며 현재 실시되고 있는 소득보장, 의료보장, 주택보장, 사회적 서비스 정책은 매우 미흡한 것으로 나타났다. 반면에 선진복지국가인 미국, 영국, 일본은 노인들의 특성과 다양한 복지욕구를 반영하고 각 나라마다 차별화 된 복지정책을 실시함으로써, 안락한 노후생활의 보장과 노인들의 삶의 질 향상을 모색하는 방향으로 나아가고 있었다. 이러한 결과를 바탕으로 본 연구는 한국 노인복지정책이 노인의 복지욕구를 충족시킴으로서 노인의 삶의 질을 향상시키기 위해 나아가야 할 방향을 다음과 같이 제시하였다. 소득보장정책에 있어서 첫째, 노인들의 실질적인 소득보장이 이루어질 수 있도록 경로연금제도의 수혜대상 및 급여수준을 확대해야 한다. 둘째, 빈곤·저소득층 노인의 최저생활보장이 이루어질 수 있도록 생활보호사업의 수혜대상과 급여수준을 확대해야 한다. 셋째, 모든 노인을 대상으로 노인의 특성과 적성에 맞는 고용 중진 및 취업알선제도를 실시해야 한다. 의료보장정책에 있어서 첫째, 노인의 건강보호에 대한 욕구를 충족시킬 수 있도록 노인만을 위한 의료보장체계를 마련해야 한다. 둘째, 노인의 건강보호에 대한 의료비 경감에 대한 방안을 마련해야 한다. 셋째, 의료부조 및 노인건강진단사업의 수혜대상과 급여수준을 확대시켜야 한다. 넷째, 지역사회서비스와 의료서비스를 연계시키는 방안을 마련해야 한다. 다섯째, 노인들의 질환에 종합적으로 대응할 수 있는 전문요양시설 및 노인전문병원 등의 전문의료시설과 전문의료인력을 마련해야 한다. 주택보장정책에 있어서, 첫째, 노인의 건강상태와 경제적 상태를 고려한 노인전용주택 및 3세대 동거주택, 노인가구를 위한 주택이 마련되어야 한다. 둘째, 노인을 위한 주택 내 물리적 설비는 노인이 독립적이고 쾌적한 주생활을 할 수 있도록 계획되어야 한다. 셋째, 저소득층 노인의 주생활을 영위하는데 필요한 주택관리비용에 대한 지원이 이루어져야 한다. 넷째, 노인이 지역사회로부터 고립되지 않도록 주택서비스는 지역사회의 사회적 서비스와 연계되어 제공되어져야 한다. 사회적 서비스 정책에 있어서, 첫째, 사회적 서비스는 일반노인에게 확대적용 되어야 하며, 이용료 부담은 소득수준에 따라 차등적으로 부과되어야 한다. 둘째, 노인의 특성과 다양한 복지욕구를 충족시켜 줄 수 있는 다양하고 전문적인 프로그램이 마련되어야 한다. 셋째, 현행 재가노인복지사업의 전문적인 인력확보와 서비스 내용의 다양화가 이루어져야 한다. 넷째, 노인들의 사회참여와 여가활용을 위한 전문적이고 체계적인 여가 프로그램이 실시되어야 한다. ; The purpose of the present study is to analyze the status of Korean welfare policies benefiting the elderly, and to discover the direction of future policies to accurately meet the wants and needs of this segment of the society. Literature review was used as a research methodology. The state of the elderly and the welfare policies after 1980 s were evaluated using the previous researched data and the various statistical data. In the evaluating procedure, first the desires of the elderly for welfare in Korea were understood. Secondly, if current Korean welfare policies please the desires was examined. Thirdly, the types of welfare policies to satisfy the desires in the United States of America, Great Britain, and Japan were examined. Lastly, the welfare policies in these nations and Korea were compared and analyzed. From the procedure, the elderly in Korea are concerning problems such as, poverty, health, loss of a role, and isolation from the society. Current Korean welfare policies cannot satisfy the concerns effectively. The currently operating policies for example, income security, medical security, housing security, and social service are very inferior. By contrast with Korean welfare policies, the welfare policies in the United States of America, Great Britain, and Japan reflect the characteristics and various desires of the elderly. Each nation operates distinctive welfare policies. The welfare in these nations focus on guarantee of comport life of all the elderly and improvement of quality of life. The results of the present study are as follows: income security policy, government should provide the increased pension to all the elderly. Public assistance should expand to support the elderly to maintain the minimum living condition. Government should offer the elderly the expanded opportunities to get a job based on characteristics and abilities. In medical security policy, government should provide suitable medical service and facilities to meet the characteristic diseases of the elderly. Government should reduce medical cost. Government should expend the object of medical security for not only the elderly in low-income class, but also the elderly in suburban area. In housing security policy, government should provide appropriate housing for the elderly considering the health and the financial situation. The interior of the housing should be planed for the elderly to have the benefit of delightful living environment. Government should give the lowest living expenses to the elderly in low-income class. In social service policy, social service should be provided to all the elderly. Government should develop the programs to satisfy the desires of the elderly. Government should provide systematic programs helping the elderly to participate social activities and leisure.
