Abstract
본 논문은 瀋陽地域의 통치에 일정한 역할을 담당한 瀋陽王 및 瀋王의 실체를 파악하고, 그 역사적 의미를 찾으려는 데 목적을 두고 있다. 현재 중국 遼寧省의 瀋陽地方은 우리 나라와 중국의 접경지대에 위치하고 있어 역사적으로 매우 중요한 역할을 담당해 왔다. 지정학적으로 韓中間의 전략적 요충지일 뿐만 아니라, 경제적으로는 풍부한 지하자원을 보유하고 있는 지역이고, 문화적으로도 중국의 선진 문물이 수입되는 창구 역할을 해 왔다. 이 지역은 遼 金의 강제 徙民政策으로 황폐해졌다가 대몽항쟁기 투항한 洪福源에 의해 개척되었다. 따라서 蒙古는 초기에 이 지역의 통치를 洪福源 一家에게 맡겼었다. 그후 고려왕족 永寧公  이 禿魯花로 蒙古에 들어가고, 投蒙民이 증가하자 洪福源의 아들 洪茶丘를 管領歸附高麗軍民總管으로 임명하여 遼陽故城을 다스리게 하고, 王 을 按撫高麗軍民總管으로 임명하여 瀋州 일대를 다스리게 함으로써 상호 서로를 견제하게 하였다. 그러나 이후 元이 해외 정복사업을 마무리하고 중원을 차지하여 行省體制를 정비하는 과정에서 遼陽行省을 설치하고 심양지역 고려인을 효과적으로 통제할 필요성에서 1296년(忠烈王 22, 元 成宗 元貞 2) 瀋陽路를 설치하였다. 이는 이후 瀋王制가 실시되는 배경이 되었다. 1307년(忠烈王 33, 元 武宗 卽位年) 武宗 옹립의 공으로 元은 충선왕을 瀋陽王에 책봉하여 이 지역 통치를 담당하게 하였다. 瀋陽王은 遼陽行省 관할 瀋陽路를 分封地로 하여 官府를 설치하고 관리를 두었으며, 元都의 田宅과 懿州의  典庫店鋪, 江南의 土田 등을 지급받았다. 그리고 이듬해 충렬왕이 죽자 충선왕은 고려왕위까지 계승하였다. 그러나 이는 요양행성의 重職을 맡아오던 洪氏 一家를 크게 위협하였고, 한 사람에게 두 왕위를 주지 않는다는 元의 지방통치 방침에도 어긋나는 것이었다. 이에 洪重喜의 제소에 따라 元은 1310년(忠宣王 2, 元 武宗 至大 2) 瀋陽王을 瀋王으로 改封하고, 심양지역의 실질적 통치권은 遼陽行省으로 이관하였다. 따라서 이후의 瀋王은 공식적으로는 元都의 田宅을 보유할 수 있었으며, 심양지역 일에 대한 자문권을 가지고 있었으나, 고려왕위를 계승할 수 없어 그 지위는 대폭 축소되었다. 제2대 瀋王은 1316년(忠肅王 3, 元 仁宗 延祐 3)에 책봉된 충선왕의 조카 延安君 暠였고, 제3대 瀋王은 1354년(恭愍王 3, 元 順帝 至正 14)에 책봉된 暠의 손자 脫脫不花였다. 결국 瀋王制는 1307년 충선왕이 처음 책봉되면서부터 1376년(禑王 2) 脫脫不花가 죽을 때까지 70년간 실시되었다. 심왕옹립운동은 제2대 瀋王이었던 暠와 그를 추종하는 세력들이 이러한 瀋王의 제한적인 지위에 불만을 가지고 고려왕위 계승권을 요구한 것이었다. 충숙왕 8년(1321)과 15년(1328) 및 충혜왕 복위년(1339)에 있었던 세 차례의 심왕옹립운동은 元都 또는 고려 조정내에 있던 상당수의 瀋王派 정치세력이 주도하였다. 曹 과 蔡河中 權漢功 柳淸臣 吳潛 등 瀋王派는 대부분 元에 기반을 두고 충선왕의 측근으로 성장하였으나, 충선왕이 元 제국에서 실권을 상실하고 충숙왕과도 마찰을 빚으면서 국내에서 정치 실권을 장악하기 위해 옹립운동에 가담하였다. 심왕옹립운동이 실패하자 이들 가운데 일부는 立省論을 제기하였다. 입성론이란 고려를 元의 지방으로 편입시켜 직접 통치를 받게 하려는 것으로, 고려의 국가적 지위를 완전히 부정하는 것이었다. 입성론은 충렬왕 28년(1302)부터 충혜왕 후4년(1343)까지 약 40여 년간 전후 일곱 차례에 걸쳐 제기되었다. 충렬 충선왕대의 입성론이 요양행성의 요직을 맡고 있던 이들이 실제 행성을 설치하려 한 것이라면, 충숙 충혜왕대의 입성론은 당시 고려왕과 정치적 입장을 달리하던 국내 정치세력들이 자신들이 지지하는 인물을 行省의 長으로 추대하고 그 밑에서 정권을 장악하는 것을 목적으로 한, 명분적 성격이 짙은 것이었다. 그러나 입성은 元 세조가 세운 고려에 대한 통치 방침--世祖의 舊制--에 어긋나는 것일 뿐 아니라 많은 재정 부담을 안아야 하는 것이었으므로, 元은 물론 고려측의 거센 반발로 이루어지지 못하였다. 입성론의 실패로 이후 瀋王派는 분열을 나타내어 정치세력으로서의 역할을 할 수 없었다. 漢人蜂起가 각처에서 일어나면서 元의 세력이 쇠퇴하기 시작하자 공민왕은 5년(1356)에 일련의 反元改革을 단행하여 奇皇后 일파를 제거하는 한편 元의 漢人群雄과 적극적인 교류를 하였다. 더욱이 北系 紅巾賊의 고려 침입으로 원의 요양 및 심양지방에 대한 통제력이 크게 약화되고 이 일대가 크게 황폐화되었다. 이에 元 황실은 공민왕 11년(1362)과 23년(1374) 두 차례에 걸쳐 공민왕을 폐위하고 瀋王 脫脫不花를 고려왕으로 옹립하여 고려에 정치적 영향력을 행사하려 하였으나 실패하였다. 이후 1368년(공민왕 17, 明 太祖 洪武 1) 元이 華北으로 ?i겨가면서 요양 심양지역은 힘의 공백상태를 나타내게 되었다. 고려는 이를 이용하여 공민왕 19년(1370)부터 20년(1371)까지 세 차례에 걸쳐 東寧府 정벌을 단행하였다. 공민왕 19년 정월의  羅山城 공격과 같은 해 11월의 遼城 공격, 그리고 20년 10월의 五老山城 공격이 바로 그것이었다. 이는 대몽항쟁기 이후 이 지역으로 흘러들어간 民戶를 수습하고, 요심지역이 고려의 영토라는 것을 상기시킴으로써 요동의 패권을 장악하려는 것이었다. 그러나 이후 중원의 판도가 明에게 기울어지면서 明은 1371년(공민왕 20, 洪武 4) 요양지역에 定遼衛를 설치하여 고려와 北元의 관계를 끊으려 하였다. 이후 공민왕이 죽고 우왕이 즉위하면서 고려와 北元, 明은 요동반도 일대의 주도권 확보를 둘러싸고 첨예한 외교적 갈등을 나타냈다. 1387년(우왕 13) 요동을 근거로 세력을 떨치던 北元의 納哈出이 明에 투항하자 이듬해 明은 이곳을 자국 영토로 편입시키면서 고려의 압록강 연안에 鐵嶺衛를 설치하려 하였다. 고려는 이에 맞서 禑王과 崔瑩 주도로 遼東征伐을 단행하였다. 李成桂의 威化島回軍으로 요동정벌은 이루어지지 못하였으나, 이로써 고려는 고려 국경 부근에 鐵嶺衛가 설치되는 것은 막을 수 있었다. 瀋王制의 실시는 고려를 元의 諸王體系 속에 편입시켜 고려의 국가적 자주성을 크게 위협하는 것이었을 뿐만 아니라, 심왕옹립운동과 입성론 등 고려후기 정치세력간의 심각한 갈등을 초래하는 원인이 되기도 하였다. 그러나 이러한 과정 속에서 고려는 元의 최고 권력자들에게 고려의 정치적 지위를 확인시켜 주었고, 민족차별이 심하던 元 제국내에서 元 황실이나 조정에 고려인의 진출을 활발하게 하는 계기가 되었다. 뿐만 아니라 심왕이 일정한 역할을 담당하던 심양 지역은 고려의 땅이라는 인식을 심어 주어 이후 조선의 국경 획정에 중요한 영향을 미쳤다. 瀋陽王에서 瀋王으로 改封된 이후 瀋王은 심양지역에 대한 실제적인 통치권을 행사하지는 못하였다. 그러나 자문권을 가지고 있었다는 것은 元으로부터 간접적인 통치를 인정받았다는 점에서 적지 않은 의미를 갖는다. ; The purpose of this dissertation is to grasp the entity of King Shimyang(瀋陽王) and King Shim(瀋王) who had played a certain role in ruling over the Shimyang region and to find out its historical meaning. Currently, since the Shimyang region of the Yo-nyong Province in China is located in the adjoining area between Korea and China, it has taken up a very important role historically. The region has been a geopolitical post of strategic importance situated in the midpoint between two countries and economically abounded in natural resources. Moreover, it has been an opening gate for incoming, developed Chinese civilization. Once ruined by the Kitai(遼) Kin(金) s policy of forceful moving people , this region was redeveloped by Hong, Pok-won(洪福源) who had surrendered to Mongolia while Koryo was fighting against it. Therefore, Yuan assigned the ruling of this region to the Hong family. As Jun, Youngryong-Kong(永寧公  ), member of the Koryo Royal Family, entered Yuan as Tokrohwa, and as more and more people had surrendered to Mongolia, Hong, Ta-ku(洪茶丘), son of Hong, Pok-won was assigned to govern the Yoyang(遼陽) Province, and Wang Jun was put to charge of the Shim-ju(瀋州) area as a general officer of Koryo soldiers stationed in Ahn-mu whereby they could check each other s power. Since then, However, Yuan(元), in the process of readjusting the system of governing the Provinces , built the Shimyang-Ro(瀋陽路) in the 22nd year of King Choong-ryol(1296) out of the needs to hold the Koryo people effectively under control, which led to enforcing the the system of King Shim(瀋王制) later on. In the 33rd year of King Choong-ryol(1307), Yuan had King Choong-son(忠宣王) take charge of this portion after designating him as King Shimyang for the exploit of helping King Mu-Jong(武宗) to the throne. Establishing administrative offices through fixing up as the lands for distribution the Shimyang-Ro under the jurisdiction of Yoyang Administrative Province and sending officials there, he was provided with lands in Beijing(燕京), branch office in Haejeonko( 典庫店鋪) of Eui-Ju, and lands in the south of the Yangtse River. In the following year, when King Choong-ryol died, King Choong-son also inherited the throne in the Koryo Dynasty besides the one of Shimyang, which had become a considerable threat to the Hong, Choong-hi(洪重喜) family members who had been in important offices and was also contrary to the Yuan s regional ruling policy that no one could inherit two thrones. Consequently, Yuan reappointed King Choong-son to King Shim from King Shimyang according to the lawsuit instituted about this issue by Hong, Choong-hi(洪重喜). King Shim, after then, was able to own lands in Beijing, holding the right to inquire about matters of the Shimyang area, but his status had been drastically reduced so that he could not be able to inherit the throne in the Koryo Dynasty. The Second reign in the system of King Shim was assumed by Ko, Yonahn-Kun(延安君 暠) who was enthroned in the 3rd year of King Choong-suk(1316) and was also the cousin of King Choong-son, and the 3rd King Shim was Taltalbulhwa(脫脫不花), grandchild of Ko, who had been appointed as the successor in the 3rd year of King Kongmin(1354). The system of King Shim had been in practice for about 70 years until Taltalbulhwa died in the 2nd year of King Woo(1376) since King Choong-son was firstly appointed as the successor to the throne in the 33rd year of King Choong-ryol(1307). The campaign of backing up King Shim(瀋王擁立運動) had started as Ko(暠) requested the right to inherit the throne in the Koryo Dynasty, discontent that he took the throne in the King Shim system with such a diminished status. The three attempts for the campaign had been initiated by a host of the members who politically followed King Shim in the Koryo Royal Court, which took place in the 8th and 15th year of King Choong-sook(1321 and 1328) and in the year when King Choong-hye came back to the throne. The supporters of King Shim--Cho, juk(曹 ), Chae, hajoong(蔡河中), Kwon, hankong(權漢功), Yoo, cheongshin(柳淸臣), Oh, cham(吳潛)--had grown up as King Choong-son s close associates, most of whom had kept their footing in Yuan, but they participated in the campaign in order to take over the reign at home as they got When the campaign failed, some of these people raised the question of incorporating Koryo into Yuan as a Province , which would demand that Koryo should be put under the direct control of Yuan and deny it all the national status. This question had been brought up seven times all told from the 28th year of King Choong-ryol(1302) to the 4th year of King Choong-hye(1343) who had regained the throne. There were two lines advocating the question. While the first one that came up in the period of King Choong-ryol and Choong-hye was the attempt for those in the important posts to establish the administrating Province at home, the second one during the King Choong-sook and Choong-hye s reign had the characteristic of justifying the attempt for those who had the different political stand from the one of the Koryo King to recommend the one they supported as the Province s head (chief) under which they would seize the power. However, since the question were against the policy of ruling over Koryo which King Sejo of Yuan laid down, and it would cause Yuan to bear the tremendous financial burden, those attempts were aborted by the intense opposition from the side of Koryo as well as Yuan. After then, the members seeking after placing King Shim on the Koryo throne became factious, which made them unable to flex their political muscles. King Kong-min performed a series of anti-Yuan reforms by removing the political group following Queen Ki(奇皇后) and keeping active relationships with the Chinese rival heroes(漢人群雄) of Yuan as Yuan s power started to wane due to the nationwide uprisings by the Chinese. Moreover, when two Honggunjuk(紅巾賊) s intrusions ruined the Yoyang·Shimyang area in the 8th and 10th year of King Kong-min(1361), Yuan s Imperial Household dethroned King Kong-min two times in his 11th and 23rd year(1362 and 1374) and attempted to put Taltalboolhwa, King Shim on the throne. However, as Yuan had retreated to the north area of the Yellow River(華北), there was a power vacuum in Yoyang·Shimyang. Taking advantage of this situation, Koryo had sent forces to Tongnyong-Pu(東寧府) for subjugation over three times, intending to have the hegemony over Yodong by settling the housing problem in the region and by announcing that the Yo-shim region belonged to Koryo. However, as Ming(明) was getting predominat over Joong-won, it tried to disrupt the relationship between Koryo and Northern Yuan(北元) by placing Jongyo-Wi(定遼衛) in this region in the 20th year of King Kong-min(1371). When King Wu stepped on the throne after King Kong-min died, each of three countries-Koryo, Northern Yuan, Ming- insisted upon the ownership over the region. A year after Nahachu(納哈出) of Northern Yuan, who had been wielding influence in Yo-dong, gave in to Ming, Ming had attempted to have this region incorporated and establish Cholyong-Wi(鐵嶺衛) near the Ap-rok river(鴨綠江). Coping with this situation, Koryo commenced subjugating Yo-dong. Even though the subjugation of Yo-dong failed as Yi, Seong-kye(李成桂) withdrew the military forces from the Wi-hwa island(威化島), Koryo, at least, prevented Chulryong-wi from being built around the Ap-rok river. King Shim, after it had been renamed from King Shimyang, could not have the realistic ruling power over the Shimyang region. However, holding the right to inquire about matters in the region had a important meaning in that Yuan admitted Koryo s ruling over this region indirectly.
