Developments of trade with the EU in CEECs and its implications for economic transformation

Abstract

공산주의의 몰락 이후, 동유럽 국가들의 무역 관계는 점차 서방 국가들로 옮겨졌으며, 특히 유럽연합과의 무역 거래는 주목할 만한 성장을 보여왔다. 이는 1991년 CMEA의 몰락과 함께 이루어졌으며 EU와의 무역 관계는 그 정도와 양 모두에서 중요성을 갖게 되었다. 동유럽 국가들의 EU 가입은 이제 시간 문제인 것으로 보이며, EU 가입은 자본주의로의 전환이라는 이들 나라들의 과제의 완성으로까지 생각된다. 이 연구는 무역의 자유화라는 점에서 동유럽 국가의 EU 가입이 가져올 이익을 주장하기 위해 계획되었다. 첫째, 이들 10개국의 EU 가입은 가깝게는 경제체제 전환의 남은 과제 수행을 도울 것이다. 둘째, 이는 EU와의 무역 뿐 아니라 동유럽 국가 간의 내부의 지역간 거래를 증진할 것이다. 마지막으로 장기적으로는 이들 경제의 성장에 긍정적인 효과를 가져올 것으로 기대된다. 이를 위해 EU와 동유럽 국가들 간의 무역 관계의 추이와 성격을 살펴보고 나아가 EU의 동유럽 통합이 가지는 이들 잇점을 여러가지 무역 패턴 및 경향에 관한 데이터와 통계학을 응용하여 테스트해 보고자 한다.;Out of large increases of international trade with non- Council for Mutual Economic Assistance (CMEA) countries since the collapse of communism, trade with the European Union (EU) in central and eastern European countries (CEECs) has made up a significant part. Right after the collapse of the CMEA in 1991, the EU suddenly filled up the void of trade with former communist countries both in terms of depth and quantity, and unification of the two regional economies are now regarded as a matter of time. Indeed, abandonment of communism represents CEECs' intention to bid for a EU membership, as well as a consummation of internal economic transformation. This research is intended to justify advantages of CEE's accession to the EU in terms of trade liberalization effects. It is a worthy subject in that the collective or partial entering of the 10 countries into the EU is expected to influence the undertaking of adjustment-related tasks in the short term, in regard to economic transition. Also, eastward enlargement of the EU will promote intra- and inter-regional trade increasing economic dynamism and given that 10 CEECs' participation in the EU will also renew intraregional trade, overall economic dynamism in the CEE region is likely to gain the stimulus. Eventually, in the longer term, it is obvious that accession to the EU will likely affect the incoming path of economic growth of CEECs. For testing of the above questions, the trend of trade between the EU and CEECs and its nature are examined. Also, the paper attempted to statistically varify the outcome of analyses, envisaging that the EU's eastward enlargement will eventually expand potential gains of transforming economies.
