dc.description.abstractBrain Drain is one of the detriments of migration defined as the loss of a critical mass of skilled workers who migrate causing shortages in the country of origin. Skilled migration in the African continent has long been linked to brain drain and how it impacts the country of origin by preventing it from developing. This thesis argues that the brain drain phenomenon is exaggerated, and that the migration of skilled individuals does not always denote shortages of staffing in the country of origin. It specifically looks into the case of Sudan, which has been labeled with brain drain since the 1970s. Findings from this thesis suggest that Sudan is suffering from a phenomenon called Brain Waste. Brain waste is defined as the inability of skilled individuals to utilize their skills. In Sudan?s case this is a result of structural unemployment in the country. It also finds out that the brain drain phenomenon fails to hold amidst brain waste. In addition, this thesis attempts to explore how Sudan can harness the gains of migration. To accomplish this, it provides an overview of three main areas of migration, namely Labor Management, Remittance, and the Diaspora. In each area, prior to exploring Sudan?s potential, excerpts of the Philippines experience will be examined. The Philippines was chosen since it was labeled as a ?global model? in international migration. ;두뇌유출(頭腦流出)은 이민을 통해 발생되는 인력유출의 하나로, 국내 일자리 부족으로 인하여 유능한 인력이 해외로 유출되는 현상되는 것을 의미한다. 아프리카 대륙에서 진행되는 기술이민은 두뇌유출과 밀접한 관련이 있으며, 이는 국가의 발전을 저해하는 요인으로 작용한다. 본 논문은 1970년대부터 두뇌유출국가로 인식되는 수단의 사례를 통해, 두뇌이민현상의 과장성과 기술인력의 이민이 언제나 해당국가의 인력 부족 현상을 야기하지 않는다는 것을 논하고자 한다.이 논문은, 수단의 경우 두뇌유출이 아니라, 기술을 보유한 개인이 자신의 능력을 활용할 수 없는 두뇌낭비로 인해 고통 받고 있으며, 이는 수단의 실업을 야기시키는 주된 요인으로 작용한다는 결론에 도달한다. 또한, 두뇌유출 현상은 두뇌낭비를 수용하는 데 실패했다는 결론을 도출하였다. 본 논문은 수단의 사례를 통해, 잠재 이민을 통제하는 방안을 연구하고자 필린핀의 사례에서 발췌한 노무관리, 송금, 디아스포라* 등, 이민에 관한 3가지 주요 부문의 개요를 제공한다.-
