키신저(Henry A. Kissinger)의 동아시아 세력균형 논리에 관한 연구

Abstract

최근 중국의 성장이 선두권을 향하는 모습이 가시화되면서 동아시아가 국제 무대에 본격적으로 등장하고 있다. 현 시점에서 미국과 동아시아와의 관계가 향후 어떻게 전개될 것인가에 관하여 국제적으로 많은 관심을 받고 있다. 이러한 상황은 동아시아를 전략적인 측면에서 세력균형적인 방법으로 해석하는 것이 가장 실제적인 방법임을 의미한다. 그러므로 이 논문은 미국의 현실주의자인 키신저(Kissinger)의 세력균형 논리를 바탕으로 동아시아 지역을 중점적으로 분석하고자 한다. 이를 통해 미국의 현실주의자들이 한반도를 중심으로 동아시아에 관한 문제를 인식하는 방법 및 이를 진단하고 처방을 내리는 일반적인 경향을 분석하는 것을 목적으로 한다. 이 논문에서 세력균형 이론가로서 선택한 키신저는 세력균형 이론을 통해 국제 정치 현상을 분석하는 것은 물론, 세력균형 이론을 토대로 냉전 시대 국제 시스템의 안정을 가져오는 정책을 구상하고 적용시켰다는 점에서 중요하다. 이 논문에서는 세력균형 이론에 관한 현실주의자들의 구체적인 견해에 차이가 있다는 점을 들어 세력균형 이론의 전제와 의미, 기능과 형성방법 그리고 세력균형화의 과정에 관한 현실주의자들의 접근을 분석한다. 키신저의 세력균형 논리를 설명하기에 앞서, 그가 국제시스템에서 중요하게 생각했던 국제정치관을 밝힌다. 그는 국제시스템에서 합법성의 개념을 중요하게 생각하였는데 이를 국제적 합법성과 국내적 합법성으로 구분하여 설명한다. 그리고 키신저의 세력균형 이론을 전제와 의미, 기능과 형성방법, 세력균형화의 과정 그리고 극성의 특징에 따른 안정성과의 관계로 구분하여 구체적으로 설명하고자 한다. 더 나아가, 키신저의 세력균형 이론을 기반으로 동아시아에서 그의 세력균형 논리를 어떻게 적용하고 있는지를 구체적으로 분석한다. 동아시아 지역의 세력균형의 기능과 형성방법을 설명하기 위해 동아시아 국가들의 안보 관점과 동맹을 중점적으로 분석한다. 또한 동아시아 지역의 세력균형 과정을 동아시아에 속한 각 국의 외교 접근 방법과 실제적인 키신저의 외교 행적을 따라 밝히고자 한다. 더 나아가, 동아시아 지역의 세력균형의 극성 변화를 안정성의 측면에서 설명하며, 키신저가 중점적으로 다루었던 동아시아의 이슈인 중국의 부상, 북한 핵, 한반도 통일에 관한 그의 견해를 밝힌다. 따라서 이 논문은 키신저의 세력균형 논리를 기반으로 미국의 현실주의자들의 한반도를 중심으로 동아시아에 관한 문제를 인식하는 방법 및 이를 진단하고 처방을 내리는 일반적인 미국 외교정책의 동향을 분석하고자 한다. ;As China's recent growth which gets close to the leading group of countries has been visible, East Asia has emerged in earnest on the international stage. At this point, the direction in which relationship between the United States and East Asia will be developed has received so much attention from other countries. This situation implies that interpretation with approach of balance of power in aspects of strategy is the most practical way. Therefore, this paper would like to analyze the East Asia area based on logic of balance of power of Kissinger who is the realists in US. The purpose is to analyze the way in which realists in US recognize the issues of East Asia around Korea and the general tendency in which they diagnose and give the prescription. In this paper, Kissinger selected as the theorist in balance of power is important because he analyzed international politic phenomena through theory of balance of power and planned and enforced the policies to stabilize the international system in the Cold War based on the theory of balance of power. Since realists have different opinions in specific issues about the theory of balance of power, realists’ approach about the premise, meaning, function, the way to form and process in which the power was balanced were analyzed in this paper. Prior to describing the Kissinger’s theory of balance of power, the view of international politics which he thought was important in the international system was revealed. He thought the concept of legitimacy was important in the international system and described them once it was classified into international legitimacy and domestic legitimacy. We would like to classify Kissinger’s theory of balance of power into the premise, meaning, function, the way to form, process in which the power was balanced, stability and relation based on characteristics of polarity and to describe them in detail. Moreover, we would like to specifically analyze how the logic of balance of power was applied based on Kissinger's theory of balance of power in East Asia. In order to describe the function and the way to form the balance of power in East Asia area, we would like to mostly analyze the perspective of the security and alliance of countries in East Asia. In addition, we would like to reveal the process in which the power was balanced in East Asia area with diplomatic approaches in each country belonging to East Asia and Kissinger’s diplomatic activities. Furthermore, we would like to describe the changes in polarity of balance of power in East Asia area in aspects of stability and to reveal his opinions of rise of China, nuclear weapon of North Korea and reunification of both Koreas which were issues of East Asia with which Kissinger dealt carefully. Therefore, this paper would like to analyze the way in which realists in US recognize the issues of East Asia around Korea and the tendency of US’s diplomatic policy in which they diagnosed and gave the prescription based on Kissinger’s logic of balance of power.
