Abstract
This study perceives South Korea's hyper-masculine space as the context in which ‘women’ soldiers have conflicting and contradicting experience in becoming a soldier and endeavors to shed light on how this space affects their performance as soldiers. It acknowledges that women soldiers pose a discursive problem to traditional gender roles, and by examining the conflict and confrontation involved through the framework of gender performance strategy, tries to show the practical challenges women are faced with in becoming a soldier and how this experience stands in relation to the military, warfare and gender relationship. For this purpose this study analyses the policy discourse of the military and the experience of military women in the army, navy and the air force, who have started their service since the 1990s when the expansion of the role of women in the Korean military strategy was enforced under the sex integration policy. The summary of the study analysis is as follows: First, women soldiers have come to show the changes and their nature in the military and gender values. One major change is that warfare now tends to be more technological and information-based than ever while the increasing awareness of human rights issues has helped diversify activities within the military. Also the influence of women’s movement on policy making and the institutionalization of feminism has expanded the opportunity for women to join the military. Competent women who are critical of the traditional gender roles have come to see military as a new career path. Professionalized status of soldiers combined with the opportunity for self-development has caused women to see military as a challenging new career where one can prove one's competence. Second, women soldiers try to prove their competence by becoming simply soldiers but because of the ambivalent discourse of the military, they are forced to function both as women and soldiers. The sex-integration policy recognizes women as outstanding human resources and cites them to enter the military. It also defines the military as a sexually equal environment where competent women can achieve professional success. But the dominant discourse of the military is strongly masculine and women soldiers are expected to display feminine qualities at the same time. Therefore women soldiers experience conflict and collision between being a ‘woman’ and being a ‘solider’. However, this experience is not purely negative. It is often a combination of favor and discrimination, protection and condescension, embrace and exclusion. Third, women soldiers employ self-management strategies in order to gain recognition as reliable soldiers. The process of becoming a soldier involves not only the continual enforcement of rules and discipline but also transforming them into a problem of self-government. Women who enter the military do not simply become masculinized or maternal soldiers; they perform gender according to the changes in their environment and therefore are not easily assimilated. At the beginning of their service, women soldiers focus on the masculinizing strategy but as time goes on, they tend to prefer not to reveal sexual differences. They may also feel the necessity for soldiers to display both feminine and masculine qualities regardless of their sex, motivating them to reorganize gender roles. In this way, they endeavor to become soldiers in the safest way possible without being trapped in the sex difference discourse and gain recognition as competent soldiers. Gender performance strategies show how women soldiers achieve joy, satisfaction and a certain amount of authority through their performance under the influence of the military's governing discourse. In the hyper-masculine space, the conflicting demands made on them both as women and as soldiers make women reluctant to enter into activities that are traditionally deemed ‘feminine’. Hence they tend to practise what is ‘feminine’ outside the hyper-masculine space. Women soldiers prove their sexual identity through dating and marriage. Often women soldiers choose to marry in order to escape unwanted attention in the hyper-masculine space but pregnancy, birth and child care pose yet another problem to the continuance of becoming soldiers. Fourth, although gender performance strategy may retain the characteristics of hyper-masculine space, it also has the effect of causing a rupture in the sameness of male-centeredness. Masculinizing strategy of imitation shows that sex and gender do not necessarily coincide and that gender itself is arbitrarily formed. It therefore destabilizes the naturalness of masculinity which undergirds the military order. Women soldiers criticise the idea of gendered soldier derived from sexual difference, and by eliminating the superior quality of masculinity, they disintegrate the norm and ideology of identifying the soldier with the masculine. Women soldiers reject the concept of difference which categorizes men and women according to gender and insist on and emphasize the difference of individual. While the military repositions women soldiers according to traditional sex-based division of labor, women soldiers want equality that recognizes difference. Also women soldiers reject the collectivism of ‘women’ soldiers compartmentalized and categorized by the military and its surrounding personnel. Rather they form the category of ‘women’ themselves in situations where the sense of being a ‘woman’ is strongly demanded. When women soldiers experience discrimination or when the legacy of women soldiers is compromised women soldiers identify themselves as ‘women’. Gender performance strategy of women soldiers, therefore, corresponds to the dominant military discourse but is also shakes the essentiality and stability of hyper-masculine space. The representation of women as women with a gun, women who fight, women who can protect themselves is indeed different from the traditional role and model of women. Women in uniforms acting like men and women performing gender as an escape from the trap of sex-difference discourse expose the arbitrariness of gender structure. Through physical experience and activities that change women’s body they create women who are different from women formed in man-woman relationship. In this respect, women soldiers have the potential to disrupt traditional order of gender and cause change. But because becoming recognized as a good soldier in the hyper-masculine space depends highly on the individual capacity, the continuing force of change is limited. While military service is obligatory for men it is voluntary for women, so for women soldiers military is both career and service. Because of this ambivalence women soldiers are seen as tokens rather than active agents of national security. Disruption of gender through gender performance strategy is enabled by political power which is the motivating force of the actual disruption that occurs around the changes of gender system. Because gender system is related to dichotomized concept of national security, disruption of gender system can remain either partial or temporary unless the nature of military activity changes. Contradicting qualities in a changing environment have led to emergence of women soldiers, and what changes they will bring to the military will depend on the relational interaction between gender and non-gender factors. This study is significant for it shows the analysis on how military women's experience organize in a specific way under the sex-intergration system, and the agency of women soldiers in reconstructing the concept of equality that recognizes difference. Because gender performing strategy appears in other areas of Korean society as well, it also has implications for studies on women's work experience and their sense of identity in a hyper-masculine space.;본 연구는 여성의 군인되기가 ‘여성’군인으로서 모순되고 복잡한 경험을 갖게 되는 맥락으로서의 초남성 공간을 주목하고, 이 공간에서 여군들이 어떻게 군인되기를 수행하는가를 조명한다. 특히 여성의 군인되기가 전통적인 젠더질서에 문제를 일으키는 지점으로 보고, 초남성 공간에서 그 충돌과 갈등이 어떻게 일어나는가를 가시화하여 여군들이 안전한 군인되기를 위하여 무엇을 실천하는가를 젠더수행전략이라는 개념틀로 살펴본다. 그래서 여성의 군인되기 경험이 군과 젠더관계에서 차지하는 위치와 의미를 고찰한다. 이를 위해 본 연구는 1990년 이후 ‘남녀통합’체제에서 여군인력활용확대정책이 본격화된 시기에 입대한, 육․해․공군 일반병과의 여성장교들의 군 복무 경험과, 군의 정책담론을 분석한다. 본 연구의 분석 결과를 요약하면 다음과 같다. 첫째, 여군은 군과 젠더질서가 변화하는 시대의 흐름을 타고 출현하여 그 변화의 성격을 집약적으로 보여준다. 변화하는 흐름을 보면, 지식정보시대에 전쟁 양상이 고기술 정보전으로 변화하고, 군사 영역에 인권 개념이 개입하면서 군 활동이 다변화되고 있다. 또한 여성운동의 영향을 받은 여성정책의 수립과 제도화된 페미니즘의 영향 속에서 여성들이 군에 참여할 수 있는 제도적 조건은 확장되고 있다. 아울러 성 고정관념을 비판하고 능력있는 자기의 삶을 추구하는 여성주체들이 군을 새로운 경력으로 사유하기 시작했다. 군의 전문직업화는 자기 계발의식과 맞물려, 여성들로 하여금 새로운 일에 도전하여 자기능력을 발휘하는 영역으로 군을 생각하게 한다. 둘째, 여군은 여성을 경유하지 않고 군인으로서 자기 능력을 증명하려하지만 군의 이중적인 통치담론에 의해 ‘여성’군인이 되는 모순적 상황에 처한다. 군은 전통적으로 남성중심의 동일성, 획일성, 그리고 남성성의 원리를 군인되기의 규범으로 삼는 초남성 공간이다. 그런데 ‘남녀통합’ 체제가 되면서 군은 여성을 우수인력으로서 호명하며 전문적 직업군인으로 소환한다. 또한 군은 성평등한 공간으로서 능력있는 여성들에게 성취와 성공을 이루는 곳으로 언설화된다. 그러나 군은 강한 남성성을 지배적 통치담론으로 삼고, ‘여성적인 것’을 여군 고유의 전문성으로 특화시킨다. 그래서 여군들의 군인되기는 ‘여성’과 군인의 두 영역이 충돌하고 교차하고, 갈등하면서 비균질적으로 이루어진다. 그런데 이 경험은 차별과 배제라는 부정적인 경험들로만 이루어진 것이 아니라, 특혜와 차별, 보호와 피보호, 포섭과 배제라는 상반된 특성으로 나타난다. 셋째, 여군들은 군인으로서 인정받는 안전한 군인되기를 위해 자기관리를 하는 전략으로서 젠더를 수행한다. 군인되기는 군의 반복적인 규칙과 훈육을 통해 개인을 규율화하는 권력만이 아니라, 안전한 군인되기를 위해 자기를 돌보고 관리하는 자기통치 권력에 의해서 이루어진다. 여군들은 단순히 남성화된 여성이나 모성적 군인으로 정체화하기 보다 시공간의 변화에 따라 다양한 전략을 구사하며 젠더를 수행한다. 여군들은 초기 위관시절에는 주로 남성화 전략에 주력하다가 시간이 경과하면서 성차를 드러나지 않는 방식으로 젠더수행을 한다. 또한 여군들은 남군과 여군 모두, 양성성의 특성이 필요하다는 인식을 갖고 젠더를 재배열한다. 그래서 여성과 군인이라는 이중적인 규범으로부터 최대한 모면하여 성차담론의 함정에 빠지지 않은 채 군인으로서의 능력을 인정받기 위한 안전한 군인되기를 수행한다. 젠더수행전략은 여군의 군인되기가 군의 통치담론에 영향을 받으면서도 스스로의 활동을 통해 기쁨과, 보람, 제한적 권력을 성취하는 과정임을 보여준다. 초남성 공간에서 여성규범과 군인되기의 충돌은 여성들로 하여금 ‘여성적인 것’을 유보하게 한다. 그래서 초남성 공간 밖에서 ‘여성적인 것’을 수행하는 경향이 크다. 여군들은 연애와 결혼을 통해 이성애 관계에서 여성임을 가시하고 증명한다. 여군들은 초남성 공간에서 ‘여성’으로 주목받는 시선을 제거하고자 결혼을 선택하는 경우도 많은데, 임신, 출산, 육아 등의 생활은 군인되기를 지속하는데 또다른 모순에 처하게 한다. 넷째, 시공간의 변화에 따른 다양한 젠더수행전략은 반복적 수행을 통하여 초남성 공간의 성격을 유지하기도 하지만, 남성중심의 동일성에 균열을 내는 효과를 낸다. 남성화 전략인 모방은 섹스와 젠더가 필연적으로 일치하는 것이 아니며, 젠더 자체가 우연적인 구성물임을 보여줌으로써 군의 질서를 받쳐주는 남성성의 자연스러움을 불안하게 한다. 그리고 여군들은 성차를 근거로 구성된 젠더화된 군인됨을 비판하며, 남성/성의 우월한 가치를 제거함으로써 남성성과 군인성을 동일시하는 이념과 규범을 해체시킨다. 여군들은 젠더에 따라 여성과 남성을 범주화하는 차이의 개념을 거부하고, 여성과 남성은 각 각 차이가 있음을 주장하며 개인의 차이를 강조한다. 그래서 전통적 성별분업에 여군을 다시 배치시키는 군과 달리, 차이를 인정하는 평등성을 주장한다. 뿐만 아니라 군과 주변인들에 의해 구획되고 범주화되는 ‘여성’군인의 집단화를 거부하고, ‘여성’인식이 적극적으로 요구되는 상황에서 스스로 ‘여성’의 범주를 구성한다. 차별을 받거나 여군의 역사를 이어가야할 상황에서 여군들은 ‘여성’임을 정체화한다. 그래서 여군들의 젠더수행전략은 군의 지배적 통치담론과 조응하기도 하지만, 이에 온전히 부합되지 않는 틈새를 냄으로써 초남성 공간의 본질성과 안정성을 흔든다. 총을 쏘는 여성, 격투를 하는 여성, 스스로 방어기술을 가진 여성의 재현은 전통적인 여성의 역할 혹은 여성상과는 다르다. 군복을 입고 남성‘처럼’ 수행하는 행위에서, 그리고 안전한 군인되기를 위한 젠더수행을 통하여 여성들은 젠더체제의 인위성을 노출시킨다. 그리고 여성의 몸을 다르게 변형시키는 여성의 몸 체험과 활동에서 여성들은 남성과의 관계에서 구성되는 ‘여성’과는 다른 여성을 창조한다. 이런 점에서 여군이라는 존재는 전통적인 젠더질서를 교란시킬 수 있는, 위치 변환의 가능성을 내포한다. 그러나 여군이 초남성 공간에서 인정받는 군인이 되기 위해 분투하는 일은 개인의 역량에 의존하는 경향이 크기에, 초남성 공간을 변화시킬 지속적인 힘은 제한이 있다. 더욱이 남성만의 병역의무제도를 받쳐주는 여군 지원제는 여군을 병역과 직업이라는 두 영역에 애매하게 놓으므로 여성의 군사 활동을 안보주체자보다 상징적 대표로 여기게 만든다. 젠더수행전략을 통한 젠더질서의 교란은 젠더질서의 변화를 둘러싼 지속적인 경합 속에서 실질적인 교란의 동력이 되는 정치적 힘을 통해서 나타나는 것임을 본다. 특히 젠더 체제는 안보의 이원화된 사유 틀과 맞물려 있으므로 군사 활동의 성격이 변화하지 않으면 젠더질서의 교란은 부분적이거나 일시적 성격에 머무를 수 있다. 여군의 출현은 변화하는 시대를 배경으로 상반된 성격들의 틈에서 움튼다. 젠더질서의 변화와 유지가 교차하며 그 힘들이 경합하는 공간으로서의 여군의 존재성이 어떤 변화의 방향으로 움직일지는 젠더 외의 요소들과의 관계 작용에도 달려있다. 본 연구는 ‘남녀통합’ 체제에서 군 활동을 하는 여군의 경험이 어떻게 특정한 방식으로 구성됐는가를 분석하고, 여군을 권력 안에 있는 능동적인 행위자로 보면서, 차이를 인정하는 평등 개념을 재구성하는 여군의 행위성을 드러냈다는 점에서 의의를 갖는다. 그리고 초남성 공간에서의 젠더수행전략은 비단 군대만이 아니라 한국사회의 다양한 영역에서 일어나는 현상이라는 점에서 초남성 공간에서의 여성의 일 경험과 정체성 연구에 시사점을 준다.
