Abstract
본고는 한국인의 의식구조 중 시간의식에 관한 연구로 1945년부터 1982년까지 시행되었던 야간통행금지제도를 대상으로 당시 일간지 기사 분석을 통해 작성된 것이다. 일제 해방 이후 미군정 아래에서 처음 시작된 야간통행금지제도는 이후 36년 4개월 동안 한국 사회의 대표적 통제시스템으로 기능하면서 개인의 시간과 공간의 통제를 실시함과 동시에 당대 지위 층의 권력 유지와 정치•사상 통제의 수단으로 사용되었다. 1960~70년대의 야간통행금지제도는 규율로 대표되는 국가정책에 가장 적절하게 사용된 통치기제의 하나였으며 ‘박정희 시대’로 불려지는 이 20년의 기간은 야간통행금지제도 전체 시행 중 절반이 넘는 시간을 차지한다. 야간통행금지제도의 시행은 밤 시간의 특권층과 특권의식을 양산했고 정권과 지위 층은 특권 유지의 방편으로 일반인에 대한 통행금지를 더욱 강화하는 모습을 보였다. 통금위반에 따른 정권의 권위주의적 체벌로 일반 시민들은 권력에 복종하는 무기력함을 보였으며 동시에 공권력에 대한 불신과 특권층에 대한 동경, 밤 시간을 향한 욕망은 점차로 확대되었다. 이 과정에서 사람들은 불합리한 제도를 극복하는 나름의 방식을 마련해갔고 위법, 탈법, 속임수와 같은 파행적 태도가 근대화 과정의 밤 문화 기저를 형성했다. 시간규율 아래 형성된 파행성은 야간통행금지가 해제된 후 본격적인 문화의 형태로 자리매김하게 된다. 자율의 정신이 배제된 채 급격하게 도입된 자율시책들은 이와 같은 파행적 밤 문화가 사회 전반에 빠르게 확산되는 기폭제로 작용했다. 규율이 가져온 밤의 유흥 문화는 통금 해제 후 유흥과 섹슈얼리티의 소비 문화를 주도했고 국가와 손잡은 자본의 선동 아래 한국 사회 전체는 밤 시간의 해방과 권리를 만끽하도록 내몰려졌다. 유흥과 소비와 더불어 성공주의와 일류주의가 강조되면서 밤 시간은 경쟁의 장으로 변모했다. 사회의식을 상실 당한 사람들은 밤의 시간을 쟁취하면서 성과와 자부심, 경제적 잉여를 맛보았고 사회 전반에 24시간 생활체제가 구축되었다. 근대화 과정에서 형성된 파행성은 한국 사회의 밤 문화와 시간의식의 기저를 형성하였고 여전히 행사되고 있다. 그리고 그 중심에는 야간통행금지제도라는 시간규율이 존재하고 있었던 것이다.;After korea was freed from the rule of Japanese imperialism in 1945, the U.S Military Government in Korea introduced the curfew system in the name of national security and maintenance of public order. The curfew system of Korea continued for 36 years and 4 months although Korea was no longer on a war footing. It not only controlled times and spaces of the society members as typical social control means but also was used to maintain power of the upper class and to oppress political ideas of the public. In particular, the 1960s and 1970s were called "the Yushin regime," period ruled by President Park Jung-hee who adopted stringent regulations for the social control purpose. It is noteworthy that this 20-year term takes up more than half the period the curfew system took effect in Korea. The original purpose of the curfew system was to protect people at nighttime, but when the people who took advantage of nighttime with no limitations by using their social status and power appeared, the privileged class and its entitlement grew tremendously. They used the curfew system as a tool to maintain their privilege and tried to strengthen the control over people. Curfew violators got authoritarian punishment from the government, and people became lethargic by succumbing to the power of the regime, while distrusting governmental authority at the same time. On the other hand, a desire to grasp the nighttime and join the privileged class started to grow in the minds of ordinary people. Going through this process, people needed to find their own ways to live with the illogical system, which is predominantly characterized by illegality, expediency, or deception. Such distorted behaviors undeline much of the modern nighttime image of the Korean society. Nighttime culture formed under time discipline was settled as a cultural phenomenon in earnest after the removal of curfew. With the change in regime, the so-called autonomy policies were introduced, devoid of the spirit of autonomy, and, as a result, it led to a widespread of the destructive night culture around every corner of the society. The nightlife based on time discipline led to a consumption-prone culture driven by adult entertainment and sex culture. And the Korean society was now facing nightlife of liberation and freedom as capital, tied up with the state power, sought to instigate the public. As the government began to place greater values on ranking and success, nighttime was transformed to a period dedicated to competition. At the cost of losing social consciousness, people attained profits, pride, and economic surpluses. As a result, a 24-hour life system was implemented in the society.
