The U.S. Power Penetration through the Military Bases in Guam

Abstract

이 연구는 미군기지가 주둔지에 미치는 영향력에 관한 분석이다. 괌(Guam)에 위치한 미국 군기지 가 지역 경제와 거주민들의 정체성에 미치는 영향을 분석한다. 이 연구를 통해 다음과 같이 밝힌다. 첫째, 미군기지는 지역 경제 구조를 군기지 의존적으로 변화시킨다. 둘째, 경제 구조의 변화를 촉진한다. 셋째, 해외 기업들의 역할을 증진 시킨다. 넷째, 새로운 과메니안 (Guamanian) 정체성 인식을 향한 세대간 차이에 영향을 미친다. 기존 미국 해외주둔 군기지 관련 연구들은 군사시설의 하드파워(hard power)적인 측면을 강조해왔다. 그러나 군사기지는 안보적인 영향력만을 전달하지 않는다. 이 논문에서는 군기지의 영향력을 일종의 소프트 파워(Soft Power)적인 맥락으로 설명한다. 이 연구는 괌 기지를 통해 미국이 아시아 태평양 지역의 안보적 패권을 유지하는 현상을 경제와 문화 영역을 통해 설명한다. 이 논문에서의 경제적 영역에 관한 분석은 미군기지 확장 사업이 시작된 2000년도 전후를 기준으로 산업별 시급의 변화 추이로 분석한다. 군기지가 확장됨에 따라 괌 경제 구조는 군기지 의존적으로 변화된다. 이에 따라, 군사 기지에 의존하는 경제구조에 의해 시장구조는 변한다. 또한 효과적인 군기지 구축을 위해 다양한 국가들의 유입을 허락하는 美국방부 정책들로 인해 외국 기업들의 입지가 강해진다. 다음으로, 지역거주민들의 정체성에 미치는 영향을 설명하기 위해 괌에서 시행한 2000년 인구주택총조사(U.S.Census) 데이터를 활용한다. 양적연구를 통해 괌 거주민들이 공유하는 과메니안 정체성을 개념화한다. 또한 군기지의 영향으로 과메니안들 사이에 발생하는 정체성 변화에 관한 인식에 있어 세대간 갈등을 설명한다. 결론적으로 이 논문에서는 괌 군기지의 영향으로 경제구조의 산업별 구조의 변화, 외국기업들의 역할 증가 그리고 과메니안 정체성 인식을 향한 세대간 갈등을 설명한다. 이와 같은 설명을 통해, 기존 안보 중심적으로 해석을 벗어나 미국의 해외주둔 군기지을 향한 새로운 해석을 시도한다. 미국의 해외 군기지는 주둔지역의 안보, 경제, 그리고 문화에 영향을 미치는 미국 패권을 투과시키는 도구임을 설명한다.;The purpose of this thesis is to provide an interpretation of the power penetration delivered through the United States’ overseas military bases. Specifically, this thesis concentrates on the military bases in Guam. The overseas military bases of the United States have been explained as a tool to deliver the national hard power. However, the overseas basins have more meanings than its security oriented functions. U.S. military base can be viewed as a symbol to act as the prism to penetrate the U.S. power in the areas of security, economy and also culture. Through this thesis, the United State’s overseas military base in Guam has been studied as a tool for delivering the U.S. powers to the economy and culture of the host territory. The U.S. power penetrated into the Guam economy delivers three results. First of all, the military base boosts the Guam Economy. Secondly, the U.S. military bases intervene into the economic structural change in Guam. Such change is shown through the average hourly wages of industries. Moreover, as the military base increases in size, the functions of foreign companies enlarge also. The increase of foreign companies can be traced back to the increase of military contracts awarded by the Department of Defense. To shown the cultural influence of the U.S. military bases, the Guamanian identity is explained. As an influence of the military basin, the Guamanians share a common image toward the military bases. This is shown through the Environmental Impact Statement conducted by the Department of Defense. Moreover, due to the military increase, the generation gap in terms of identity indication among the Guamanians is delivered. Such identity indication gap among generations is shown with the U.S. Guam Census 2000 Public Use Microdata Sample. Through this thesis, the military bases in Guam have been explained as a method of having the United States’ power implemented into the economic sphere and the island identity. In overall, the military base effect the economic growth, economic structure, and also the generation gap toward identity indication.
