An Empirical Analysis of South-South Cooperation as a Growing Trend in World Economy 1980-2009

Abstract

Amid the global economic crisis, South-South Cooperation (SSC), which has shown a rapidly increasing trend, is attracting international attention as one of the best new methods for improving the current economic state. SSC means a cooperative structure between 'peripheries' based on the concept from the group of actors in the World System theory. It symbolizes self-reliance and self-dependence from the existing structure of the world economy which had been led by the 'core' group of advanced countries. Based on their economic growth and social development, newly rising economies of the ‘semi-periphery’ have developed a new cooperative paradigm with developing countries of 'periphery'. Recently, the countries engaging in SSC have been not only diversifying the types of cooperation through trade, investment and aid, but also expanding the scope of cooperation into other regions on different continents. This thesis analyzed the growing trends of SSC by looking at the institutional framework and empirical data through the period from 1980 to 2009. First, this thesis provided the rationale behind and historical background of SSC, and analyzed the numerical increase of SSC’s institutional framework by investigating the major South-South treaties in the economic sector. It revealed that SSC has been expanding its geographical influence from intra-regional to inter-regional. Second, the thesis analyzed the empirical growth of economic flows in SSC. It indicated that Southern countries have gained enough capital and developmental capacity to offer practical cooperation to the other developing countries, while SSC is considered to be a ‘non-powerful’ method to promote effective partnerships in the South. The study concludes that newly rising economies have expanded SSC based on the regional economic blocs by virtue of globalization and technology diffusion. In order to maintain the growth rate of their own economies, they are now endeavoring to enlarge the geographical coverage of SSC to an inter-regional level, which benefits all Southern actors involved. According to the result of analysis, the new growing trends of SSC have brought meaningful results in boosting the global economy, mainly by increasing exports and investment to other developing countries. In conclusion, this study has clearly verified that the peripheral powers have the potential to be a realistic threat to the power of the existing core countries as the center of global economy moves the South, an eventuality which was considered theoretically impossible in the past.;세계경제의 위기 상황에서 최근 급격한 증가추세를 보이는 남남협력이 새로운 경제부흥의 방법 중 하나로 국제적 주목을 받고 있다. 남남협력이란 세계구조이론에 기반한 개념으로 ‘반주변부—주변부’의 협력구조를 의미하며, 이는 선진국 중심으로 주도되어온 세계경제가 ‘중심부—주변부’의 협력구조에서 탈피함을 상징한다. 반주변부와 주변부에 속하는 신흥경제국과 개발도상국의 남남협력 패러다임은 2000년대 초반까지 지역경제를 중심으로 성장해왔다. 그러나 최근 남남협력은 경제적 상보성을 가진 다른 대륙의 지역경제와 무역, 투자, 원조를 통한 결속을 늘려나가며 남남협력의 범위를 확대시키려는 경향을 보이고 있다. 이에 선진국은 남남협력을 세계경제의 부흥요소로써 기대를 하는 한편, 세계경제의 주도권이 전이를 야기하는 위협요소로써 동시에 경계하고 있다. 따라서 본 논문은 2차 세계대전을 전후에 나타난 남남협력의 출현배경 및 발전과정과 1980년에서 2009년까지 남남협력의 경제부문 증가추이에 관하여 연구하였다. 첫째로, 본 논문은 남남협력의 출현배경과 발전과정을 이해하고, 시기별 주요 경제협정을 통한 제도적 구축의 증가추이를 고찰하였다. 무역, 투자, 원조에 기초하여 지역 내 협력에서 지역 간 협력으로 각 분야별 협약이 확대 되어가는 과정을 설명하였다. 둘째로, 앞에서 언급한 세 가지 경제 변수를 바탕으로 남남협력을 통한 자금 흐름의 증가추이를 분석하였다. 즉 제도가 활발히 구축되고 남남경제협정 빈도수가 증가됨에 따라 실질적인 자금의 이동여부와 증가추이를 검토하였다. 이러한 분석 과정을 통해 신흥경제국은 세계화와 기술화에 힘입어 지역경제를 기반으로 남남협력을 발전 시켜왔으며, 최근에는 경제적 상보성을 지닌 대륙 간 협력으로 남남협력의 범위와 유형을 실질적으로 확장 시키고 있고, 또한 남남협력이 세계경제에서 기여하는 비중이 유의미하다는 결론을 도출하였다. 따라서 본 연구는 이론상으로 세계경제의 패권이동이 불가능하다고 여겨졌던 상황에서, 주변부의 세력이 남남협력을 통해 다른 개발도상국의 수출과 투자를 늘려 세계경제에 기여함으로써 중심부의 자리를 위협할 만한 경제적 역량을 갖추게 되었다는 것을 규명하였다는데 의의가 있다.
