China’s Official Development Assistance to Africa

Abstract

국제사회는 전세계의 빈곤 퇴치를 위해 새천년 개발목표를 정하고 2015년까지 달성하기로 약속했다. 그러나 2009년 MDG 리포트에 따르면 아프리카에 대한 목표 달성은 요원한 것으로 보인다. 아프리카 빈곤상황에 대한 문제의식을 가지고 국제사회의 개발 원조를 봤을 때, 가장 눈에 띄는 것은 중국의 공적개발원조(ODA)이다. OECD DAC (개발원조위원회)에 가입한 소위 원조 선진국들의 원조 효과성에 의문을 던지며, 중국이라는 나라의 아프리카 원조 형태를 살펴보면 50년 이상의 긴 역사를 가지고 있으면서도 ‘신흥’ 원조국으로 불리며, 에너지 자원 확보를 위한 ‘선물’로써 대외원조를 이용하고 있다는 비난도 끊임없이 받고 있다. 과연 중국의 대 아프리카 원조의 동기성은 무엇일까? 기존의 문헌을 조사해보면 주로 미국, 영국, 일본 등 주요 공여국들의 원조 동기성을 크게 정치적 동기, 경제적 동기, 인도주의적 동기로 구분하고 있었다. 이에 반해 중국의 원조 동기성에 관해서는 국제적 정보 접근이 가능한 수출입 분야와 경제적 동기성 연구에 주로 초점을 맞추고 있었으며, 이에 대한 반론을 제시한 학자들은 주로 역사적 추이 분석과 소프트 파워 획득의 도구로써 대외원조를 설명한다. 본 논문은 중국의 일당체제와 강력한 리더십이 원조 정책의 형성 에 큰 영향을 미친다는 점을 전제로 합리적 행위자 모델에 근거하여 각 리더별 원조 정책 문서, 가치와 기본 이념을 드러낸 연설들, 데이터와 신문기사를 통해 드러나는 실제 원조 금액과 형태를 다각적으로 살펴봄으로써 중국이 아프리카에 원조를 제공해 온 동기성과 패턴을 분석해보았다. 각 리더별 대 아프리카 원조정책과 연설, 실제 원조 행태를 살펴보면, 모든 시기에서 책임감 있는 국가로서의 명예(honor) 추구, 국제사회로부터의 공격이나 격리에 대한 두려움(fear), 상호이익(interest)에 대한 동기성이 외부 인식 변화와 내부 정책 방향에 따라 나타났다. 연구를 통해서 살펴본 중국의 원조 동기성과 행태 분석이 향후 아프리카 국가들이 중국과의 협력 시에 주체적인 목소리를 더욱 높이고, 실제로 “평등, 상호 이익, 주권존중”에 기반한 진정한 파트너 관계를 맺는데 도움이 되기를 바란다. 또한 국제사회도 MDG 달성을 위한 공동의 노력을 경주하는데 있어서 자신만의 방식이 아닌 서로를 이해하고 조화를 이루는 방식으로 협력할 수 있기를 기대해본다.;China has been considered quite a controversial actor regarding its intentions and impact of providing official development assistance to Africa. Many believe that China provides aid to African nations for the sake of their needs of energy resources and market to sell their products. While others hold that Chinese aid has its own unique development model, and it benefits the recipients more than ever. This thesis poses the question of what is the motivation of Chinese foreign aid toward Africa. This paper analyzes the China’s African assistance policy motivation by leaders. Upon the premise that China’s top leaders make a policy based on selfinterested and broadly rational ways, this study will argue that ideas such as honor, fear, and interest is an important factor in motivating China-Africa cooperation. Acknowledging the Chinese peculiarities of its complexity and elite politics, China’s African assistance policy, fundamental idea, and aid practices shown as actions were factored into the explanatory variable. The “idea” here contains national honor, fear, and interest. This study made a special effort to escape from adherence to economic and ideological interpretation and tried to understand more about the Chinese perspectives on ODA for African nations. As a result, this study has found that Chinese official development assistance to Africa has been motivated not only by its interest of mutual benefits,but also by its honor of becoming a responsible country and the fear of being exploited by super powers throughout the six decades of China’s assistance history.
