공공도서관의 다문화서비스 모형 개발

Abstract

The purpose of this study was to establish core elements required for the implementation of multicultural library services, to analyze the features of each element, and to develop a model of effective multicultural library services. And, this model was aimed at providing reinforcement to improve one-time multicultural services and programs managed by public libraries in Korea. The most important thing is that the multicultural services in public libraries should go beyond separate and fragmentary ways of individual libraries, and be planned and integrated systematically as a part of long-term national policies for multicultural communities. To proceed with this study, multicultural society was first defined, the concepts of multicultural services in public libraries were examined, and then the current status of multicultural services in other countries and Korea were analyzed by conducting the literature review, case study and survey. In the process, 16 literatures were analyzed, and the essential items of multicultural library services were collected, which were so saturated that even a new one was not found yet. Then, the survey questionnaire, including 85 elements in 9 areas,was created. After conducting two preliminary surveys, the tentative elements for multicultural library services were decided, and as a result of final survey and statistical analysis, 48 core elements in 9 areas were finalized. On the basis of these core elements, the model of multicultural library services was developed, and its operating systems were diagrammed to show visually the correlation of each element and application methods for effective multicultural library services. Details of the whole process conducted in this study are as follows: First, 16 literatures, including "Multicultural Communities: Guidelines for Library services" published by IFLA (1998), "A Handy Resource Guide for Marketing Your Library to Latinos"published by American Library Association (2005), and "Multicultural Programming"published by Canadian Library Association (1989), were reviewed to collect the essential items of multicultural library services and to create the survey questionnaire, which were consisted of 85 elements in 9 areas and were so saturated that even a new one was not found yet. Then, target population for preliminary survey was decided by reviewing "2009 Public Libraries Evaluation"published by Ministry of Culture, Sports and Tourism. And, 28 librarians who provide multicultural services were chosen from 28 public libraries. Preliminary online surveys were conducted two times, and 19 librariansanswered. After the first survey, two items were modified and two new items were added. As a result of the second survey, two items were deleted, and then 85 tentative elements in 9 areas required for effective multicultural library services were decided. With these data, a mail survey was conducted to decide core elements finally. Target population was 367 librarians from 43 public libraries, where provide multicultural services. They were selected on the basis of "2010 Public Libraries Evaluation" published by Ministry of Culture, Sports and Tourism. As 236 librarians answered this survey, total response rate was 64%. These data were used to decide 9 areas and 48 essential elements of multicultural services, and then the suggested elements were analyzed to verify the applicability and validity. To analyze the features of elements, Independent Sample T-Test, Analysis of Variance (ANOVA), and Post-hoc Analysis in PASW Statistics 18 were used. The 9 areas and 48 elements suggested for effective multicultural library services are as follows: 1) Basic Data Collection : (1) ethnic background, (2) demographics, and (3) the levels of education and computer literacy 2) User Request Survey : (1) services for social status improvement, (2) favorite mass media, (3) social places for multicultural people, and (4) a grasp of gateway to multicultural community 3) Planning : (1) establishment of policies, (2) goals and objectives of multicultural library services, (3) cooperation and communication among organizations related with multicultural library services, (4) provision of implementation resources, (5) establishment of implementation methods (administrative duties, management, terms, and so on), (6) budget plan, (7) determination of promotional methods, and (8) personnel management 4) Evaluation and Feedback : (1) accomplishment of services objectives, (2) professionalism of librarians and staff, (3) enforcement of library services after evaluation, (4) reconsideration of unnecessary programs, (5) development of programs, and (6) provision and reflection of feedback on the service experiences, quality and satisfaction 5) Programs : Five library service programs for the effective multicultural services include (1) Cultural Programs, (2) Reading Class, (3) Computer Training Class, (4) Multicultural Awareness and Role Model Programs, (5) Inclusion Programs for both Multicultural and Korean users/Mentor Program. 6) Materials : Seven elements for preparing and providing multicultural materials include (1) establishment of policies on multicultural collection development, (2) preparation of selections tools, (3) development of acquisition methods and access route, (4) creation and update of collection lists, (5) development of cooperative cataloging methods, (6) provision of electric media materials, and (7) interface development of acquisition, cataloging, check-out, and searching. 7) Librarians and Staff : The elements required for providing librarians and staff with professional knowledge are (1) library personnel continuing education, (2) fostering of multicultural librarians, (3) the use of domestic volunteers, and (4) the use of multicultural volunteers. 8) Promotion : To promote multicultural library services in local areas, the following five elements are suggested, such as (1) the use of calendars, newspapers and bulletin boards, (2) promotion through local organizations (school, related local centers, and so on), (3) planning of seminars aimed at partner and sponsor organizations, (4) promotion through mass media, and (5) the use of pamphlets, signboards and websites translated into multi-languages. 9) Understanding of Local Circumstances: To design and offer qualitative multicultural library services, it is essential to seek the fullest understanding of social and local circumstances, including (1) library policies adopted by National Government, (2) policies administered by library associations, (3) multicultural policies implemented by government offices, (4) analysis of international trends (with connection of IFLA, and so on), (5) partnership and sponsorship among national and local libraries. On the basis of the above-mentioned elements, the model of multicultural library services was developed, in which the correlation of each element was indicated and the operating system of multicultural library services was diagrammed to facilitate application of multicultural services. The goals and objectives of multicultural services provided by each individual library are influenced by multicultural policies administrated by the nation and implemented by multicultural and library information departments. The main goal of multicultural policies enforced by most countries is ‘socio-cultural inclusion of multicultural and native residents.’ And, it corresponds to the aim that each individual library pursues. To provide multicultural programs and collections and hire multicultural librarians and staff, individual libraries should collect basic data on diverse communities, conduct a user request survey, and then use these data to plan their own multicultural policies. And, after these policies are implemented, their own programs, collections, and staffs should be evaluated to keep improving the future library services. In addition, various forms of partnerships are essential to providing effective multicultural library services. Social and educational organizations, and national and other local libraries should have long-term goals, cooperate, share their experience, and establish cooperative models through the international networks. The applications and suggestions of this study are as follows: (1) The elements suggested for effective multicultural services can be used to establish an implementation model of multicultural library services. (2) The suggested areas and elements can be a practical guideline for individual libraries to provide effective multicultural services. (3) Analyzing the patterns of multicultural library programs can provide practical guidelines that help design and implement multicultural library services. (4) The suggested elements and model present the roles of future librarians who will serve for culturally diverse communities. (5) The social roles of public libraries are suggested through multicultural operating systems. The major result of this study was to develop the guidelines that libraries can offer socio-cultural inclusion services, provide useful information and design practical programs for multicultural communities. The growing multicultural population in our society has made the role of public libraries more important. This study will be useful for planning multicultural library services and making further research in this field.;본 연구는 공공도서관의 다문화서비스에 필요한 핵심요소들을 설정하고, 각 요소에 대한 특성을 분석하여 효율적인 다문화서비스를 제공하기 위한 모형을 만드는 데 그 목적이 있다. 개발된 다문화서비스 모형은 일시적이고 단편적인 다문화 프로그램 위주로 운영되고 있는 국내 공공도서관 다문화서비스를 보완할 수 있는 방향으로 제안되었다. 국내 공공도서관의 다문화서비스는 개별도서관의 단발적인 프로그램 위주를 벗어나 국가차원에서의 큰 계획과 방향성을 가지고 도서관의 전체 서비스와 맞물려 진행될 수 있는 서비스로 운영되어야 하며, 장기적인 안목을 가지고 다문화사회를 준비하는 방향으로 나가야 할 것이다. 연구의 진행은, 문헌연구와 사례연구, 현황조사를 통하여 다문화사회에 대한 정의를 내리고, 공공도서관의 다문화서비스에 대한 개념을 고찰한 후 국내외 공공도서관의 다문화서비스 현황을 분석하였다. 16개 문헌을 분석하여 공공도서관에서 다문화서비스를 시행하기 위하여 필요하다고 판단된 다문화서비스 요소를 더 이상 새로운 요소가 발견되지 않는 범주 포화상태까지 선정하여, 9개 영역 85개 요소로 설문지를 작성하였다. 두 번에 걸친 사전조사를 통하여 잠정적인 다문화서비스 요소를 확정하였으며, 본 설문조사 후 통계처리를 하여 9개 영역 48개 핵심요소를 결정하였다. 이렇게 결정된 핵심요소들을 이용하여 공공도서관의 다문화서비스 모형을 개발하였으며, 각 핵심요소들이 어떤 상호작용을 하면서 공공도서관의 다문화서비스에 이용되는 지를 보여주기 위한 공공도서관 다문화서비스 운영 시스템을 도식화하였다. 문헌연구를 통해 공공도서관의 다문화서비스 요소를 발췌한 과정 및 설문조사를 통해 핵심 요소를 결정하여 모형을 개발하였으며, 내용은 다음과 같다. IFLA(1998)의⌜Multicultural Communities : Guidelines for Library Services⌟와 미국도서관협회(2005)에서 출판된⌜A Handy Resource Guide for Marketing Your Library to Latinos⌟, 캐나다도서관협회(1989)에서 출간된 ⌜Multicultural Programming⌟ 등의 가이드와 현장사례 문헌을 참고하고, 내용을 분석하여 다문화서비스에 필요한 요소를 뽑아 구조화된 설문 시안을 작성하였다. 설문시안은 9개 영역 85개 요소로 이루어졌으며, 더 이상 새로운 영역과 요소가 발견되지 않는 범주 포화 상태까지 문헌을 분석하여 작성하였다. 사전조사 대상 집단을 선정하기 위하여 문화체육관광부의 ‘2009년 공공도서관 평가’ 자료를 분석하여 다문화서비스를 시행하고 있는 28개 도서관 중 다문화서비스 업무를 담당하고 있는 28명의 사서에게 온라인 설문조사를 부탁하여 19명에게 두 번에 걸친 사전조사에 응답 받았다. 1차 사전조사 결과 의견을 반영하여 2개 항목을 추가하고, 2개 항목을 문항 수정하여 2차 사전조사를 실시하였다. 그 결과 2개 항목을 삭제하여, 85개의 잠정적인 다문화서비스 요소가 설정되었다. 이렇게 선정된 잠정적인 85개 요소 중 핵심 요소의 선정을 위하여 본 조사를 실시하였다. 문화체육관광부의 ‘2010년 공공도서관 평가’ 자료를 분석하여 다문화서비스를 시행하고 있는 43개 공공도서관에서 근무하고 있는 사서 367명을 대상으로 우편 설문조사를 실시하였다. 236명의 사서로부터 회신을 받아 64%의 응답률을 보였다. 설문조사를 통해 얻은 데이터를 대상으로 탐색적 요인분석을 실시하여 다문화서비스의 요인을 9개 영역, 총 48개 요소로 결정하였고, 요소들의 신뢰도와 타당도를 분석하였다. 또한 영역별 요소의 특성을 분석하기 위하여 T- 검증, 분산분석을 사용하였다. 분석을 위해서는 통계패키지 PASW Statistics 18을 사용하였다. 다문화서비스 영역별 요소들의 특성을 종합하여 다음과 같이 9개 영역, 48개 요소의 공공도서관 다문화서비스 모형을 개발하였다. 1) 다문화인에 대한 기초 조사 : 다문화인의 출신국 및 규모, 교육정도 및 컴퓨터사용 능력에 대한 조사 (3개 요소). 2) 다문화인의 요구 조사 : 사회지위향상 서비스 종류, 선호하는 매스미디어, 다문화인 교류장소 및 다문화공동체의 게이트웨이 파악 (5개 요소). 3) 다문화서비스 계획 : 정책설정, 시행목적과 목표설정, 관련기관 협력 및 대화, 실행자원 파악, 실행방법 설정(업무, 책임자, 기간 등), 예산배정, 홍보방법 설정, 인력조달 방법 결정 (8개 요소). 4) 다문화서비스 평가 : 기대효과달성 여부 평가, 인력의 전문성평가, 평가에 따른 서비스 강화, 불필요한 프로그램 재검토, 프로그램 개발, 평가에 따른 의견 및 건의사항 반영 (6개 요소). 5) 다문화서비스 프로그램 : 다문화서비스를 시행할 때 실시되는 프로그램 종류로 그 특징에 따라 (1) 문화 프로그램 (2) 독서프로그램 (3) 컴퓨터 교육 프로그램 (4) 다문화인의 정체성 및 역할교육 프로그램 (5) 다문화인과 내국인의 통합교육 및 멘토 프로그램 (5개 요소). 6) 다문화서비스 장서 : 다문화관련 자료의 제공을 위해 준비하는 내용으로 장서개발 정책과 구성계획, 장서 선정도구 준비, 입수방법 및 경로개발, 도서리스트 작성 및 업데이트, 협동목록방법 개발, 전자매체자료 제공, 수서, 정리, 대출 검색 인터페이스 개발 (7개 요소). 7) 다문화서비스 사서 및 인력 : 다문화서비스를 제공하기 위하여 필요한 인력에 대한 영역으로 담당사서 및 관련 인력 계속교육, 다문화인 사서 육성, 내국인 자원봉사자 활용, 다문화인 자원봉사자 활용 (4개 요소). 8) 다문화서비스의 홍보 : 다문화서비스를 시행하고 있음을 주변에 알리는 방법으로 다문화인 달력, 신문, 게시판 등에 홍보, 지역사회기관(학교 및 관련 센터 등)에 홍보, 사회기관 및 협조가능 기관 대상 설명회 개최, 미디어를 이용한 홍보, 안내장, 싸인보드, 웹싸이트 등의 번역을 이용한 홍보 (5개 요소). 9) 다문화서비스 주변 환경 파악 : 도서관에서 다문화서비스를 시행하기 위하여 거시적 관점으로 주변 환경을 파악하여 개별도서관의 서비스가 원활히 진행될 수 있도록 하는 내용으로 도서관을 둘러싸고 있는 국가 정책, 도서관 정책, 다문화인 관련 국내 정부 부처의 정책, 국제적 동향(IFLA 등 연계), 국가 도서관과 연계 및 협조 (5개 요소). 이상에서 결정된 다문화서비스 요소들로 구성된 공공도서관의 다문화서비스 모형을 개발하였으며, 다문화서비스 운영에 활용할 수 있도록 요소들의 상호관계를 표시하여 다문화서비스 운영 시스템을 도식화하였다. 개별도서관은 국내 다문화정책을 참고하여, 자관의 다문화서비스 목표와 계획을 수립하고 다문화인에 대한 기초조사와 요구조사에 부응하는 다문화 프로그램과 장서, 사서 및 관련 인력을 구비하여 다문화서비스를 시행하여야하며, 효과적인 홍보방법으로 많은 다문화인이 서비스를 이용할 수 있도록 하며, 주기적인 평가를 통해 서비스를 변화, 발전시켜 나가야 한다. 또한 이러한 과정에서 국가도서관, 타 공공·민간도서관, 사회기관, 교육기관과의 연계를 통해 협조와 정보공유 등으로 시너지 효과를 얻을 수 있으며, 다문화서비스에 대한 국제적인 네트워크를 통해 세계적인 동향에 발맞춰 나가야할 것이다. 연구결과의 적용 및 시사점은 다음과 같다. 첫째, 공공도서관에서 다문화서비스를 계획할 때 고려해야 할 요소들을 포괄적으로 제시하였으므로 다문화서비스 구축시 모델로 사용할 수 있다. 둘째, 제안된 다문화서비스 영역 및 요소는 개별도서관에서 다문화서비스 업무 운영시 실제적인 지침이 될 것이다. 셋째, 다문화인을 위한 도서관 프로그램 유형을 분석하여 다문화 프로그램을 제공할 수 있는 지침을 마련하였다. 넷째, 다문화서비스 요소들과 제시된 모형은 도서관의 사서가 다문화서비스를 위하여 수행해야할 역할을 제시한다. 다섯째, 다문화서비스 운영 시스템을 통하여 다문화 사회에 대한 공공도서관의 사회, 문화적 역할을 제시하였다. 앞으로 다문화사회가 점차 가속화되면서 다문화서비스에 대한 도서관의 역할은 더욱 중요해 질 것이며, 본 연구는 다문화인을 위한 도서관서비스를 준비하고 시행하는 데 도움이 될 것이다.
