Abstract
최근 많은 중앙은행들이 투명성을 증가시키는 방향으로 발전하고 있으며 이에 따라 학문적으로도 많은 연구가 이루어지고 있다. 본 논문의 목적은 통화정책의 투명성이 거시변수들, 구체적으로 말하면 인플레이션 수준 및 그 변동성, 그리고 산출물 갭 및 그 변동성에 어떤 영향을 미치는지 패널자료를 이용하여 분석하는 것이다. 분석을 위해 Dincer and Eichengreen (2009)의 연구에서 만든 중앙은행 투명성 지수를 사용하고, 자료 기간은 1998년부터 2006년까지, 국가는 투명성 자료가 이용 가능한 92개국으로 확장하여 패널자료를 이용하였다. 본 연구의 분석결과를 요약하면 다음과 같다. 첫째, 인플레이션의 경우 투명성이 증가하면 인플레이션이 낮아지는 것으로 나타났다. 이론에서는 인플레이션이 투명성의 영향을 받지 않는 것으로 나타났으나 실증분석 결과는 투명성이 인플레이션에 대해 유의한 음의 효과가 있음을 보여주었다. 둘째, 인플레이션 변동성의 경우 이론에서 보인 것과 마찬가지로 투명성이 증가할 때 인플레이션 변동성이 낮아지는 것으로 나타났다. 셋째, 산출물 갭의 경우에는 산출물 갭과 투명성 사이에 양의 관계가 있는 것으로 나타났다. 이는 본 논문에서 정의한 실질성장률 갭에 대해서도 같은 결과를 보였다. 넷째, 산출물 갭 변동성의 경우에는 이론에서 보인 것과 마찬가지로 투명성이 증가할 때 산출물 갭의 변동성이 낮아지는 것으로 나타났다. 선진국과 개도국으로 나누어 분석한 결과 인플레이션과 산출물 갭 변수에 대해서 개도국이 유의한 음의 효과를 보였다. 이는 선진국의 경우 제도적으로 많이 발전되어 있어서 투명성 외에도 중앙은행의 통화정책을 효율적으로 달성할 수 있는 여타 설명요인이 있는 반면, 개발도상국의 경우에는 상대적으로 통화정책 투명성의 한계적 효과가 더 크게 나타나는 것으로 판단할 수 있다. 변동성의 경우에는 국가 발전 정도에 관계없이 유의한 음의 효과를 가지는 것으로 나타났다. 마지막으로 인플레이션에 대해 보수적 성향을 가진 국가의 경우, 투명성이 감소할 때 상대적으로 인플레이션 변동성보다 산출물 갭 변동성에 그 효과가 더 크게 나타난다는 이론을 검증하였다. 그 결과 다소 실험적인 결과이지만 이론에서 설명한 것과 같은 결과를 도출하였다. 이와 같은 결과는 투명성의 증가가 거시변수뿐만 아니라 그 변동성의 안정에도 긍정적인 영향을 미친다는 결론을 제시하고 있다. 특히 이러한 투명성의 효과가 전반적으로 개도국에 더 크게 나타나는 것을 볼 때 통화정책 투명성이 개도국에 시사하는 바가 크다고 할 것이다.;Recently, numerous central banks have developed to improve transparency and accordingly many studies are in progress academically as well. The purpose of current paper is to analyze the effects of transparency of monetary policy on macroeconomic variables such as inflation, output gap, and their variabilities using panel data. It uses Central Bank Transparency Index from Dincer and Eichengreen(2009), and formed a panel data on 92 countries of which transparency index is available ranging from 1998 to 2006. Current research reaches following conclusions. Firstly, inflation level decreases when transparency improves. In theory, inflation is not affected by transparency, but empirical analysis shows that transparency has significantly negative effect on inflation level. Secondly, in case of variability of inflation, it decreases with the improvement of transparency which is a result agreeing with theory. Thirdly, output gap and transparency have a positive relationship. Moreover, the result is likewise positive with real growth rate defined in this paper. Fourthly, the variability of output gap decreases when transparency improves in accordance with theory. Separate analysis between developed and developing countries showed a significantly negative effect on inflation and output gap variables in developing countries. In developed countries where it is institutionally advanced, there exist other factors other than transparency to explain efficient implementation of monetary policy by central bank, while in case of developing countries, the marginal effect of transparency of monetary policy is relatively larger. Variability of two variables have a significantly negative effect regardless of development. Lastly, the paper verified a theory that in countries with conservative inclination towards inflation, the effect on variability of output gap is relatively larger than that on inflation variability when transparency worsens. Although the result is somewhat experimental, it coincides with the theoretical result. Such result suggests that the improvement of transparency has positive effects on not only macroeconomic variables but also stability of their variability. In particular, the fact that the effect is generally greater in developing countries showed strong implication of the transparency of monetary policy on developing countries.
