하마스 정치노선 변화에 관한 연구

Abstract

이 글은 하마스 정치노선 변화에 대한 연구이다. 하마스는 1987년 팔레스타인 가자 지구에서 야흐마드 야신에 의해 건설된 이슬람주의 단체이다. 하마스는 이스라엘에 대한 지하드를 선포하고 이스라엘과 PLO의 협상을 저지하는 등 과격한 활동을 전개했다. 이러한 하마스가 2000년대 들어 기존과 다른 정치노선을 걷고 있다. 하마스는 2006년 팔레스타인 자치정부 총선 참여, 이스라엘 인정 가능성 시사, 국제연합 결의안 이행 등 기존과 다른 변화를 보이고 있다. 본 논문은 하마스 변화의 원인을 다각적으로 분석해 이러한 변화가 지속 가능한 변화임을 밝히는데 목적이 있다. 본 논문은 하마스 변화의 원인을 분석하기 위해 다각적으로 접근한다. 변화 원인을 국제환경, 지역환경, 조직환경으로 구분하여 분석한다. 국제환경은 국제기구와 강대국을 중심으로 분석하며 지역환경은 특수한 지역 성격을 바탕으로 이슬람주의 단체, 아랍연맹, 팔레스타인 자치정부를 중심으로 분석하였다. 마지막으로 조직 내부 환경은 하마스 조직의 지도부와 팔레스타인 여론을 중심으로 분석을 시도하였다. 이러한 접근을 통해 하마스 변화와 관련된 환경의 변화를 발견했다. 국제기구와 강대국을 중심으로 형성된 반테러리즘 환경이 실질적인 정책을 통해 하마스의 활동을 제한하고 있음을 확인했다. 또한 중동지역 환경이 이슬람 정치세력화의 확산, 테러억제조약을 통한 아랍연맹의 이슬람 단체 저지흐름, 압바스 대통령의 정치개혁과 같이 지역정치환경을 중심으로 변화하고 있음을 알 수 있었다. 특히 조직 환경 분석을 통해 하마스 지도부의 세대교체와 리더십의 분열하는 과정을 확인할 수 있었으며, 이 과정에서 하마스가 대중을 인식하면서 전략적으로 변하고 있음을 확인할 수 있었다. 결과적으로 국제환경, 지역환경, 조직환경의 변화가 유기적으로 작동해 하마스의 활동에 영향을 미치고 있음을 알 수 있다. 각 수준의 환경이 복합적으로 작용해 하마스의 전략을 변화시켰으며 궁극적으로 하마스의 조직 성격이 변화해 하마스가 정치 정당으로 성장할 가능성을 보여주고 있다.;This study directly deals with HAMAS’s political changes. Hamas is an Islamic organization which it was established by Ahmad Yasin in Gaza-Strip in 1987. Hamas declared Jihad against Israel and has blocked negotiations between Israel and PLO through radical activities. However, HAMAS has shown a different political course since 2000. To be specific, Hamas participated in the Palestinian Legislative Council elections in 2006 and gained stunning victory. Moreover, unlike the past, Hamas showed the possibility to accept Israel and admit the U.N. resolutions. The aim of this study is to verify that these changes are sustainable by analyzing the causes of such transformation. This paper approaches the issue through various ways. These approaches include international level, regional level and organizational level. On the international level, the analysis focuses on international organizations and power states. For the regional level analysis, the study concentrates on Islamic groups, Arab League, Palestine Authority in particular circumstances. Moreover, on the organizational level, this study importantly deals with internal leadership of HAMAS and the Palestinian public opinion. Through such approaches, this paper discovers that there are many environmental changes associated with HAMAS. In an Anti-Terrorism environment, practical policies formed by international organizations and power state limits the activities of HAMAS. Consequently, changes are found in the Middle East. Islamic groups have acquired influence through elections and the Arab League adopted the Arab Convention for the Suppression of Terrorism in 1998. Also, President Abbas had made a political reformation attempt to achieve power. Through organizational environment level analysis, it was found that the generational shift and segmentation in the leadership has directly effected on the changes of HAMAS. In such process HAMAS strategically has reacted to changes in public opinion. In conclusion, international, regional, and organizational environments were closely operated to affect the political line change of HAMAS. Through this paper, it can be argued that there are potentials for HAMAS to grow into a political party.
